LOOKING TO THE FUTURE 4 ABOUT THE CLIENT SNM is the first Polish local government ICT network operator and is owned by Gliwice City. Since its foundation in 2009, SMN has developed the regional telecommunications infrastructure and extended the coverage of broadband internet connection in Silesia. The organisation provides solutions to the public sector, based around latest technologies, including: renting out infrastructure elements, IT, server, VOIP telephony and CCTV solutions. It also deals with multimedia advertisement, innovation consulting, project management and outsourcing services. CHALLENGE Video surveillance systems, even those with high-end hardware, are passive and require human monitoring and interpretation. So how can we be sure that low frequency, critical events are being picked up? The low frequency means that large staff numbers cannot be justified, leading to operators monitoring multiple cameras. In addition, long-term focus looking out for low frequency events is likely to lead to missed events. Even trained operators lose 90% of their concentration after as little as 22 minutes. The challenge was to create software that identified patterns of behaviour related to these critical events, reducing on human observation.management and outsourcing services. 2

3 FUTURE PROCESSING S ROLE SMN approached Future Processing to provide this software, based on our previous experience and products in detecting patterns from video images. SOLUTION Future Processing created an intelligent video analysis system Civico supporting the existing video surveillance system in Gliwice and using all of its existing elements. The events to be detected were: Vandalism (graffiti, destruction and theft of property) Driving in the wrong direction Vehicles parked in prohibited areas People in prone position (potentially sick, homeless, or drunk) Suspicious behaviour of groups of people Integration with existing software and hardware was important as it limited the additional costs, and avoided the risk of degradation of effectiveness of video surveillance system caused by major changes in the software. The solution created by Future Processing uses automated algorithms which automatically identify suspicious or prohibited behaviours. The system independently detects defined events and raises an alarm for the operator, who can potentially react much more quickly and in a greater percentage of cases. Civico extends the functionality of the implemented on site software, the Milestone XProtect Enterprise Video Management Solution (VMS), by adding the intelligent video analysis module. The system currently analyses video footage from 25 CCTV cam-eras in real time. Additionally, multiple scenarios can be defined for a single camera. As well as increasing the effectiveness of video surveillance by increasing the rate of detection of suspicious events, an indirect benefit of the solution was to improve work environment of the operators. 4 WHAT HAVE WE LEARNED? One of the biggest challenges was the integration with VMS software used in Gliwice, especially communication and exchanging data between systems components including video data. Solving these problems made a full integration possible, allowing to use all important functionalities of XProtect software. Gathered experiences will make future integrations with other VMS products much easier. LOOKING TO THE FUTURE It is clear that the needs of cities, in terms of public safety, are broader than scenarios currently covered. To address this, Civico will be extended with new capabilities, which will allow it to detect additional threats affecting safety within cities. In the long term, the solution will be extended to integrate with all the major VMS systems. Thanks to a close co-operation with the end client and the precise definition of actual needs, Future Processing created a system which addresses some key challenges to public safety.
