3 1. OPPORTUNITY OVERVIEW (SVP) seeks to implement a data warehouse solution for the creation of its legally required and highly desirable standard reports. The primary focus of the project will be to build an easy to use data repository that automatically collects data from both internal and external data sources. The data will then be used to develop standard automated reports, ad-hoc reports, and management dashboards. The goal of this RFI is to solicit non-binding cost and level of effort estimates from potential vendors. The responses received from the RFI will be used to evaluate the system s feasibility from a technical, financial, and process perspective. If the project is deemed feasible and approved by management a RFP (request for proposal) process will be initiated. 1.

7 4. FUNCTIONAL REQUIREMENTS 4.1. Expected Benefits The following is a list of both the tangible and intangible benefits that are expected to be derived from the implementation of a data warehouse solution. Reports The following table is a partial listing of the reports that are expected to be created as a part of the final data warehouse solution. The specific format of these reports is yet to be determined. The project team has identified approximately 25 reports to be included as a part of the proposed project. Some of the spreadsheet based reports to be included within the project are extremely complex consisting of multiple worksheets. Ideally the system will be able to create a spreadsheet that can be submitted to the regulator compliance organization as is. It is understood that this may not be possible for some compliance reports. Multiple reports may need to be generated in order to provide the information required for some compliance reports. The sources column on the following table relates back to the Sources table in Appendix A. Many of the spreadsheets listed contain multiple worksheets that consist of both text and data. 12 PUBLIC NATURE OF PROPOSAL MATERIAL Responses to this RFI become the exclusive property of the City of Santa Clara. In the event the City awards a contract related to this RFI, all proposals received in response to any RFI become a matter of public record and shall be regarded as public records, with the exception of those elements in each proposal which are defined by the Proposer as business or trade secrets and plainly marked as Confidential, Trade Secret, or Proprietary. The City shall not in any way be liable or responsible for the disclosure of any such proposal or portions thereof, if they are not plainly marked as Confidential, Trade Secret, or Proprietary, or if disclosure, in the City s sole discretion, is required under the Public Records Act as addressed below. Any proposal which contains language purporting to render all or significant portions of the proposal Confidential, Trade Secret, or Proprietary shall be regarded as non-responsive. Although the California Public Records Act recognizes that certain confidential trade secret information may be protected from disclosure, the City of Santa Clara may not, in its sole discretion, accept or approve that the information that a Proposer submits is a trade secret. If a request is made for information marked Confidential, Trade Secret, or Proprietary, the City shall provide the Proposer who submitted the information reasonable notice to allow the Proposer to seek protection from disclosure by a court of competent jurisdiction, at the Proposer's sole expense. NOTICE: RIGHTS OF THE CITY OF SANTA CLARA: This RFI does not commit the City to enter into a contract, nor does it obligate the City to pay for any costs incurred in preparation and submission of proposals or in anticipation of a contract. 10.
