There should be options for single or bulk report updates 14 FRS.EXC.014 Update IBM Database The existing IBM databases (TMIS) should be integrated such that there is an inter-linkage between all databases wherever applicable Page 6 of 20

7 15 FRS.EXC.015 The system should automate the data entry for the IBM databases like National Mineral Inventory, Mining Leases, Mining cum production, Minral Consumption Mines control and conservation based on the available data sources like returns, exploration reports, inspection reports, Concession grant reports, etc. 16 FRS.EXC.016 For the remaining databases like World mineral intelligence, External trade, Mineral consumption options for batch update, manual entry should be provided. There should be a provision for updation of Mineral Consumption database on the basis of the returns received in Form N & O of Rule 45, MCDR, FRS.EXC.017 Pay royalty, The system should allow Ministry of Mines to enter District Mineral Foundation and National Mineral Exploration Trust price for median grade and business rules for discounts and bonus. The system should allow to deposit the amount in the Royalty, District Mineral Foundation and National Mineral Exploration Trust and other applicable taxes and cess. 18 FRS.EXC.018 The system should guide the user to enter details based on which the royalty, District Mineral Foundation and National Mineral Exploration Trust is to be auto-calculated by the system: - Mineral processed in mining area - Mineral consumption in mining area - Usage of rejects or tailings 19 FRS.EXC.019 The system should be able to detect if there is a default in payments by the user 20 FRS.EXC.020 In case of any defaults, the system should have provision to impose penalty or cancel the lease 21 FRS.EXC.021 In case of no defaults, the system should allow the user to request for transit pass Page 7 of 20

8 22 FRS.EXC.022 Issue of transit The system should allow the lessee to apply for passes transit passes provided there is no payment defaults 23 FRS.EXC.023 The system should capture details like (illustrative): - Mineral details - Production details - Vehicle details - Dispatch details 24 FRS.EXC.024 The system should generate transit passes with unique bar code to avoid duplication 25 FRS.EXC.025 Weighbridges to check the weight of the vehicles at each checkposts and link it to the transit passes 26 FRS.EXC.026 Bar code scanners to be made available at the check posts to check the legitimacy of the transit passes shown 27 FRS.EXC.027 Generate The system should be able to generate registers for: registers - applications for RP/PL-CUM-ML/ML - RP/PL-CUM-ML/ML concessions granted 28 FRS.EXC.028 The system should be able to calculate the expiry date for concessions and disposal date for applications and generate periodic alerts for the same 32 FRS.EXC.029 Extension of applications The system have in-built rules for the following cases: - mineral being used in the applicant's industry - mineral not being used in the applicant's industry based on the rules, the system should recommend the renewal period to the state dmg officer 33 FRS.EXC.030 Transfer of ML The system should allow the user to apply for a transfer and upload supporting documents Transfer of ML is allowed only for ML granted through auction. 34 FRS.EXC.031 The system should be able to track the user details to identify pending arrears or violations 35 FRS.EXC.032 In case of any pending arrears or violation reports, the system should not allow the user to submit a request for transfer. The system should issue a notification for the pending arrears or violations 36 FRS.EXC.033 The system should forward the transfer application to the state DMG as per the workflow system. 9 38 FRS.EXC.034 Transfer of ML - Better Bid The system should have provision for the state DMG to reject the transfer request. In case of unacceptable transfer amount, the system should allow the state DMG to go for a better bid 39 FRS.EXC.035 The system should allow the state DMG to submit a proposal for a better bid for the ML and accept applications 40 FRS.EXC.036 The system should allow the state DMG to enter the selected applicant for the transfer 41 FRS.EXC.037 The system should allow the user to submit the execution of the deed within 3 months 42 FRS.EXC.038 The system should forward the transfer notifications to IBM and Ministry of Mines 43 FRS.EXC.039 Discontinue Mine The system should allow the user to submit notice of discontinuance of mining operations in section / part / full. 44 FRS.EXC.040 The system should flag if the notice is not submitted within105 days prior to discontinuance. In case of natural calamity, the notice should be submitted within 24 hours after discontinuance. 45 FRS.EXC.041 The system should allow the issue of transit passes to the extent of stock available at the mine site based on the return statements submitted by the concessionaire 46 FRS.EXC.042 The systems should highlight if NIL returns are filed or otherwise during the period of discontinuance of operations in the mine 47 FRS.EXC.043 The system should forward the notice to the state DMG and IBM regional office as per the work flow system 48 FRS.EXC.044 The system should allow the user to submit a notice of intimation of re-opening of mines within15 days from the date of opening applied Page 9 of 20

Each of the reports / source URP s should be provided as a link on the map area. 5 FRS.GIS.005 Area identification The system should be able to present the existing areas where concessions have been granted, notifications from State Government, green field and brown field areas, forest areas, exploration reports or data sources, tribal area, reserved areas, FRS.GIS.006 etc. The system should be able to handle queries from the users for indicative components including minerals, notifications, concessions, concessionaires, green field and brown field areas, exploration reports or data sources 6 FRS.GIS.007 Concession application The system should be able to route the user to the state specific portal where the application for concession can be placed carrying forward the area selected by the user. 8 9 FRS.GIS.008 FRS.GIS.009 Concession area scrutiny Concession grant The system should allow for two options for application area exclusivity: 1) Automatic mode the system should intelligently check for the exclusivity of the area based on the DGPS data or latitude/longitudes for the area as notified by the State Government for auctioning. The system should be able to communicate via the WMS 15 FRS.GIS.015 protocols The MTS solution without GIS application developed for the initial phases should be capable of functioning independently. The bidder should be required to establish a workaround for the functionality during the initial phases. The bidder will be required to integrate the GIS solution with the MTS solution at that stage.
