Background FHI 360 is a nonprofit international development organization dedicated to improving lives in integrated and locally driven solutions. FHI 360 works in health, education, nutrition, environment, economic development, civil society, gender, youth, research, technology, communication and social marketing etc. Headquartered in Durham, North Carolina, FHI 360 serves more than 60 countries and all U.S. states and territories. FHI 360 s work is grounded in research and by advancing science, strengthened by partnerships and focused on building the capacity of individuals, communities and countries to succeed. FHI 360 has deployed a portfolio of 200+ reports on the IBM Cognos BI platform for Enterprise Reporting solutions, utilizing Report Studio, Event Studio and Framework Manager for content development. The Cognos BI framework manager model in use, is a customization of the standard Deltek Cognos Enterprise Reporting (CER) model with additional supporting database objects. The database is Microsoft SQL Server In 2018, the BI development team will migrate BI content from IBM Cognos BI platform to IBM Analytics 11, integrating new features and multidimensional MDR data models for optimized service.

2 Scope and Deliverables FHI 360 is interested in outsourcing a portion of our report and cube development needs in Cognos BI or Analytics 11, on as needed basis. The Scope of tasks will vary in nature and level of effort. FHI 360 is seeking consultant(s) who will: Read and interpret report requirements; propose best development design options, using optimal data design and report development practices. Demonstrate critical thinking by providing report development feasibility, design and timeline needs, based on stated requirements. Propose best development design options, using optimal data design and report development practices. Develop cubes and/or reports, development requires utilizing MDR, stored procedures and/or database objects and views. Perform initial testing of product. Perform data analysis to support evaluation of system defects. Triage and troubleshoot complex report defects. Enhance current reports, utilizing best practices for redesign. Develop new reports or enhance existing report logic to facilitate automation batch reporting jobs, utilizing Event Studio. Protect confidential information. Assist in the planning process to upgrade to Cognos Analytics 11. Provide ongoing mentoring/training on the use of Cognos to FHI 360 staff. Consulting Qualifications Desired Qualifications Include: Experience with Cognos BI development tools and user environment Exposure to Cognos Analytics 11 development tools and user environment Experience with Deltek Cognos Enterprise Reporting framework manager model Superior communication skills Experience as Microsoft SQL server and/or Oracle developer Knowledge of accounting and financial data reporting Experience with Multi-Dimensional Relationship models (MDR), OLAP, Business objects and ETL processes is required. Experience with Deltek Costpoint and IBM TM1 preferred Page 2

3 Period of Performance and level of Effort Period of performance is expected to be 6 to 10 months. Timeline is February 5, 2018 through December 31, The expected level of effort for this engagement will vary based on ongoing needs. Consultant(s) time requirements may entail 80% to 100% level of effort in a given week. Travel Contractor and FHI 360 will meet in both virtual and in person sessions. In-person locations will be in FHI 360 s Washington, DC and Durham, NC offices. All meetings to occur during normal business hours. Contractor should propose cost for having the consultant(s) work in our Durham, NC office for 2 to 4 weeks to allow the consultant to meet the team and learn FHI 360 business. Allowable, allocable, and reasonable travel expenses for authorized travel will be reimbursed in accordance FHI 360 travel policies, which are attached to this RFP In accordance with Travel Policy an expense report must be submitted for each trip with the following documents: Trip report Required receipts Meal and incidentals expense calculation Computer Equipment Contractor is expected to provide their own computer equipment Page 3

4 RFP Response Requirements by January 19th, 2018 Proposals submitted must include the following: 1) Resume/CV of proposed consultant/(s) 2) Description of the consultant(s) experience in the requested technologies with specific examples in Cognos BI report development 3) A detailed description of the development methodology, including examples of consultant(s) work with time required to develop those example reports and cube model. 4) Your approach to manage client satisfaction for example development time that exceed reasonable, misunderstanding of requirements, etc. on each delivery 5) Travel budget to support knowledge exchange 6) Billing Rates of proposed consultant(s) and length of time Contractor has worked with proposed consultant(s). 7) Two references of similar work 8) Completed Vendor Certification Form Evaluation Criteria Contractors will be evaluated for the best value, based on a weighted factor of the areas below: Area Indicators Scale Contractor Experience Contractors quality of service, based on prior work references related to timeliness/responsiveness, resolving customer concerns. 30 (max points) Technical Approach Written explanation of report development and cube design methodology.
