4 The alignment of MPPM II, House Bill 20, and the Business Process Improvement Initiative is critical for transportation program delivery Business Process Improvement Initiative (BPI) Defines future business processes such as Project Delivery & Governance and Integrated Portfolio Management Approach so TxDOT can efficiently and effectively deliver its transportation programs. House Bill 20 (HB20) Transportation Programs Modernize Portfolio & Project Management (MPPM II) Vehicle to plan and deliver Texas transportation projects. Involves three key stakeholders: Texas Transportation Commission, TxDOT, and MPOs. Technology solution to enable transportation program planning and delivery. Governs the 10-year planning processes and performance metrics required to select and execute transportation projects. 4
