2 02 REDFLEX SOLUTIONS & CAPABILITIES COMPANY OVERVIEW Redflex Traffic Systems Pty Ltd is a global organisation, formed in 1997, that provides digital imaging solutions for the traffic photo enforcement and management sector. At the time, digital photo enforcement was a new frontier; Redflex pioneered the introduction of digital imaging technology to the traffic enforcement industry and has been at the forefront ever since. Redflex operates its own systems engineering and manufacturing operations, as well as system integration, research and development programs and maintenance facilities. This gives us the capacity to create solutions specific to customer requirements. Based in South Melbourne, Australia, Redflex Traffic Systems Pty Ltd is a member of the Redflex Holdings Limited Group of companies, a publicly-listed group on the Australian Stock Exchange, with a global presence across the Asia-Pacific, Europe, Middle East, Africa and the Americas. ROADMAP OF FUTURE DEVELOPMENTS The Redflex approach to future development is to provide solutions to the market through internal development, strategic sourcing of technology and leveraging the capability of our strategic partners. We have a dedicated development and client engineering team which helps us develop comprehensive roadmaps across all our solution portfolios. Our blueprint is to develop products and solutions that improve driver experience and behaviour, safety, and convenience by reducing traffic congestion, creating seamless parking services, reducing commute times and increasing security. Our solution roadmap enables our customers to leverage off the initial investment of the proposed solution and its core technologies, offering new value-added services that improve traffic management, parking services, and comprehensive security coverage while exceeding expectations of customers. MARKET REACH In August 2002, Redflex Traffic Systems opened its US-based office, which now partners with over 220 communities, and operates more than 2,000 traffic safety systems across the US and Canada. In June of 2006, Redflex opened its European office. Based in London, it now services our customers based in England, Ireland, Poland, Belgium, Cyprus, Serbia and Bosnia. Redflex also forms partnerships with other companies to help create safer roads in other countries.

Redflex s advanced, flexible technology has been developed to improve traffic safety by changing driver behaviour and reducing traffic collisions. Our fixed and mobile digital traffic systems operate worldwide at intersections, mid blocks, freeways, tunnels, built up areas and inner-city sites. We have the largest installed base of outsourced digital photo enforcement systems in the world, and the experience and expertise to meet the needs of every jurisdiction. Our latest product, Halo, is a significant evolution in traffic detection systems a system that performs multiple functions from one pole. 6 06 REDFLEX SOLUTIONS & CAPABILITIES CAPABILITIES VEHICLE RECOGNITION VIA AUTOMATIC NUMBER PLATE RECOGNITION (ANPR) This solution combines Redflex camera technology and software to capture number plate details of vehicles of interest. As vehicles pass the camera, Optical Character Recognition (OCR) technology matches real-time data against vehicle listings for identification. One of the major applications has been deployment in Redflex s Ticketless Parking solution. This makes parking a seamless experience for customers. They simply drive into their designated parking area, and the automated system identifies who they are and for how long they can stay. GRIDLOCK DETECTION Redflex systems detect vehicles sitting in a prescribed box junction (also known as yellow box, due to the yellow painted lines). The system issues infringements to drivers who enter the intersection and do not have the ability to exit the prescribed restricted yellow box. Different rules of engagement can be set to conform to each jurisdiction, e.g. some Australian states stipulate an offence has occurred only when drivers queue through the intersection and the lights change, others infringe any vehicles entering the intersection without a clear path of exit. The solution uses advanced ANPR technology and sensor cameras to capture all cars parking and leaving the parking environment, whether on or off-street. This data (i.e. number plate, length of stay, etc.) is transferred into a third-party platform (e.g. an equipment provider or carpark operator) so that accurate parking fees can be calculated. High-sensitivity camera sensors and custom multi-level LED flash technology combine to provide quality images for excellent rates of recognition.

7 REDFLEX SOLUTIONS & CAPABILITIES 07 Hold the Red - How it works HOLD THE RED When a vehicle approaches a traffic light, the Redflex system calculates if the vehicle is unlikely to stop before reaching the stop bar. The system anticipates the intersection cross time of the non-stopping vehicle, and instructs the traffic light to hold other approaches (i.e. maintain red lights) until the danger has passed. VEHICLE DETECTION SYSTEM Maintaining intrusive technologies in the road is costly and interrupts traffic flow. Redflex has developed a non-intrusive solution as an alternative to using loops, which eliminates these issues. The Redflex high-accuracy radar discreetly monitors up to six lanes of traffic. Using this technology, along with proprietary software algorithms, enables us to deliver a Vehicle Detection System (VDS) that discreetly detects, classifies and measures the speed of vehicles. The Redflex solution utilises an advanced high-definition radar that accurately determines vehicle size, position, direction and speed as vehicles pass through the monitored area.

Achieving this requires advanced technology capable of collecting various datasets, such as vehicle counts, speed measurements and driver compliance with road signage. Data captured helps to identify the most effective methods to minimise traffic congestion and improve motorway safety for drivers and roadside workers. CAPABILITIES MANAGED MOTORWAYS The Redflex Managed Motorways Safety System captures data via a non-intrusive technology, providing a cost-effective alternative to using loops on a motorway, without the need to close traffic lanes for installation and maintenance.
