31 The problem Cape Verde has a very fragile identification system: The Identity Card in use, is a physical document without security and of easy manipulation and falsification. The current system is characterized by the cohabitation of several numbering series It does not comply with international standards or follow best practices It is not integrated with other information systems. The passport is also not yet in line with current international best practices.

32 Goals for the solution Construction of a strong National Civil Identification and Authentication System with the integration of biometric data within a perspective of accompanying the citizen's life cycle; Ensure the correct identification and uniqueness of all citizens residing in the national territory as well as all citizens of Cape Verdean nationality residing abroad; Support for the centralized management of the National Identification Card (CNI) and the Residence Certificate for Foreigners (TRE) and the Cape Verde Electronic Passport (PEC); Promote trust in the public administration and provide cross-support to all the e- reforms that will have to occur; Promote the creation of business and private initiative around the identification and authentication of the citizen.

33 System must allow for: An ongoing process of decentralized collection of biographical and biometric data at the Registrars Offices and the Issuance and Passport Management Services; The assignment of the NIC (Citizen Identification Number), which uniquely identifies the citizens and guarantees their authentication either in person (biometrics) or electronically (PIN) or virtually (digital keys); The constant feeding of the system in order to ensure the continuous updating and reliability of the Database. Events that are related to the citizen's life cycle (Birth, Death, Mobility, etc.) Interfaces and Communication with the process of emission, production, personalization, distribution and delivery

35 The system SNIAC as a central and transversal system for managing identification, authentication within a perspective of the citizen's life cycle. A functional technological platform with the following configuration: This system as the 'feeder' of all other subsystems that support and use identification and authentication as basic elements of operation and public services provision

36 DB aggregation Data Aggregation and Consolidation - Aggregation of the various information related to the identification, dispersed by different public services and different Databases: 1. Birth - For national citizens registered in the Base RNI data; Central registries - for Cape Verdeans born in foreign territory; 2. Deaths - fundamental to the credibility of an identification system. 3. National Archives of Civil and Criminal Identification (ANICC) - a Central Database, with decentralized access, responsible for the issuance of Identification Documents (BI) 4. Aliens and Borders Service - information related to the processes of regularization of foreign citizens residing in the national territory

38 Modules The architecture of the Life Cycle Document is based on two fundamental perspectives: Organizational management - this is where the development of tools suitable for the efficient management of all organizational media, namely documentation, processing, order and document follow-ups; Procedural Management - here is the development of simple and safe tools, procedures and processes that allow the accomplishment of the acts corresponding to the life cycle of a document (CNI);

39 Organizational Module - I Financial The Financial Module presents the summary of the financial situation of each entity in relation to the project. It allows the recording, treatment and issuance of accounting documents relating to all financial transactions (payments of services) made in the Life Cycle system Document Management It presents the functionalities that allow to follow and manage the entire life cycle of an order; PIN Card Envelope Management Module responsible for managing the user's PIN card envelope. It is understood by Pin Card Envelope Management, its receipt, delivery, loss report, request 2nd card, etc; Card and PIN management Module that allows the management of the card. The management of a card includes the following operations: Activation, change of Pin. Activation, etc. It contains the features that allow the citizen to interact with the physical card;

40 Organizational Module - II Notification Management Module responsible for the parameterization and management of notifications that the citizen must receive both by and SMS (Issued Document, Pin Letter or Refusal dispatches). Parameterization Module that allows the parameterization of fields, standardizing the data entry in the system.
