1 POSTING REQUIREMENTS FOR FERC ORDER 2004 PACIFIC GAS and ELECTRIC COMPANY FERC Order 2004, Section 358.4(b)(3)(ii): Transmission Providers must post comprehensive organizational charts showing the business units, job titles and descriptions, and chain of command for all positions, including officers and directors, with the exception of clerical, maintenance, and field positions. The job titles and descriptions must include the employee s title, the employee s duties, whether the employee is involved in transmission or sales, and the name of the supervisory employees who manage non-clerical employees involved in transmission or sales. TRANSMISSION FUNCTION JOB DESCRIPTIONS Electric Transmission Rates Department Director (S. Metague) The Director of Electric Transmission Rates is responsible for directing and managing PG&E s regulatory affairs at the FERC, including securing approval of PG&E s Transmission Owner (TO) Tariff, and all other PG&E FERC rate schedules and tariffs. The Director also has overall responsibility for managing, administering, settling and renegotiating PG&E s wholesale transmission and distribution contracts, as well as ISO contracts. Manager (P. Bray) Focus on electric market design, support Scheduling Coordinator rate recovery, CCSF SC transition maters, and evaluating investment opportunities for PG&E. Associate Regulatory Analyst (S. Muranishi) Assistant to Manager (above) in the Transmission Business Support department. Consultant (S. Eshbach) Reformation of existing transmission contracts for CCSF, reformation of existing transmission contracts for MID, coordination within PG&E of MID and TID control area changes, transition assistance, and negotiation of new interconnection agreements and wholesale distribution tariff (WDT) service agreements. TO/Tariff/Rate Cases Acting Manager (R. Doran, T. Wilson on leave)

2 Case manager for PG&E s TO Rate Cases. Directs filing of testimony, cost support and exhibits to TOTariff Rates filing with the help of coordinators. Oversees discovery, settlement negotiations and hearing support for witnessesin litigated cases. Manager is involved in development of issues and key points the witnesses are making in filing from planning operation, accounting, finance law, regulation, tax, load forecasting, rate design and other another areas. Case Coordinator (I. Rice, S. Lamboy) Manages hearing, procedural schedule documents and other items in FERC proceedings. This may involve service to parties in the proceeding. Assists attorneys involved in legal research, maintains case files, monitors production schedules for discovery and maintains associated discovery databases. Assigns work functions to clerical and document services staff related to case production. Filings, Rates and Regulations Manager (R. Doran) Manages and oversees the development, compliance and execution of PG&E s filings at FERC, including: overseeing compliance with regulatory procedures and deadline requests; establishment and maintenance of conformed rate schedules and tariffs, processing of public inquiries of rate schedules and tariffs, filing cost support in ratemaking matters involving wholesale revenues, ancillary service revenues and costs, cost allocation and cost based ratemaking. Oversees research regarding FERC orders and decisions. Oversees preparation of wholesale cost data as reported in the FERC Form 1. In addition, manages the production and distribution of: regulatory filings associated with wholesale generators in compliance with FERC s policies for wholesale generators; regulatory filings for transmission and distribution as it pertains to ETC customer changes and WDT service agreements; and regulatory filings associated with changes to PG&E s TO Tariff. Senior Rates Analyst (M. Fisher) jurisdictional transmission and/or distribution services. May oversee other analysts work, act as a witness in FERC proceedings related to filings, may work with other departments and get data necessary to prepare filing packages. Develops support for cost based allocations, cost based rates and or special cost and revenue calculations. Consultant (T. King) jurisdictional transmission and/or distribution services. May oversee other analysts work, act as a witness in FERC proceedings related to filings, and work with other departments and get data necessary to prepare filing packages. Develop support for cost based allocations, cost based rates and or special cost and revenue calculations.

3 Rates Analyst (B. Fisher) Prepares filing packages in compliance with FERC regulations for FERC jurisdictional transmission and/or distribution services. May act as a witness or witness assistant in FERC proceedings. May prepare documents or reports which summarize revenue, cost or load data as used for regulatory filings or for reporting purposes. Case Coordinator (J. Migocki (On Leave), E. Hunt (Contractor), M. Porter, S. Caravez) Manages hearing and procedural schedule documents and other items in FERC proceedings. This may involve service to parties in the proceeding. Assists attorneys involved in legal research, maintains case files, monitors production schedules for discovery, maintains associated discovery database, and assigns work functions to clerical and document services staff related to case production. Senior Rates Analyst, including filing support to the Generation Department for Reliability Must Run (RMR) Contracts (W. Davis) jurisdictional transmission and production associated with PG&E RMR plants which make sales for resale to the California ISO. Acts as a witness related to transmission filings where generator contributions to the transmission grid are returned to the generators and rolled into transmission rates. May work with other departments and get data necessary to prepare filing packages. May support cost based rates and or special cost and revenue calculations. Senior Rates Analyst (J. McGee, J. Myers, F. Lim) jurisdictional transmission and/or distribution services. May oversee other analysts work, act as a witness in FERC proceedings related to filings, may work with other departments and get data necessary to prepare filing packages. Develops support for cost based allocations, cost based rates, and/or special costs and revenue calculations. Associate Rates Analyst (P. Wilson) Monitors status of network refunds for generators, coordinates Special Facilities list for use in Transmission Owner cases, monitors section's Sarbanes-Oxley compliance, prepares and tracks implementation of SOX quality billing correspondence to implement FERC-accepted rate changes and maintains planning calendar for current and future FERC filings. Consultant (D. Snell) Provide programming services in support of the FERC TO9 Statement BK. Transmission Contract Management Manager (P. Irwin) Administers, settles, renegotiates and manages PG&E s ETCs; negotiates new wholesale load interconnection agreements; negotiates, administers and settles Wholesale

4 Distribution Tariff (WDT) service agreements; manages negotiation of successor agreements to ETCs that are terminating. Team Lead Billing and Settlements (C. Lam) Supervise senior and journey level contract analysts responsible for compiling, comparing, validating, calculating, and processing customer bills. Manages the department's systems/it budget and work projects. Conducts performance reviews for direct reports. Manages TCM's compliance activities related to Section 404 of Sarbanes Oxley. Sr. Transmission Contract Engineer (Vacant) Responsible for the day-to-day management of existing wholesale transmission, distribution, and interconnection contracts. Responsible for negotiating contracts and contract provisions. Associate Regulatory Analyst (Vacant) Assists Transmission Contract Analysts and Senior Analysts in calculating and preparing Wholesale Transmission customer bills, and processing timely payments of accounts payable related to the Grid functions, except for payments to the ISO. Also provides analytical support to the Contract Managers who implement and manage the existing contracts, post-iso Interconnection Agreements, Wholesale Distribution Tariffs, and Special Facility Agreements. Sr. Transmission Analyst (E. Menzel) Strategic, analytical and expert witness responsibility for SCS Tariff, GMC Pass-Through Tariff cases before the FERC, and associated allocation methodologies and systems. Also oversees and approves monthly allocations to ETC customers of ISO costs incurred by PG&E s ETC Scheduling Coordinator function. Consultant (G. Angelidis) Supports the implementation of ETC rights under MRTU, including preparation of TRTC instructions to the ISO. Team Lead, Billing and Settlements (Vacant) Supervise Senior and Journey level contract analysts responsible for compiling, comparing, validating, calculating and processing customer bills. Manages the department s systems/it budget and work projects. Conducts performance reviews for direct reports. Manages TCM s compliance activities related to Section 404 of Sarbannes Oxley. Sr. Transmission Contract Analyst (D. Ottavis) Participates in the management of department budget and systems/it work. Produces, prioritizes and monitors systems budget and reports to management on progress. Acts as a resource for associates and journey level contract analysts. Partners effectively with contract manager and ET regulation side to understand the big picture and ensure accurate, complete billing.

5 Transmission Contract Analyst (S. Davidson, R. Karagocev, A. Matus, M. Jones, T. Magallon) Use basic analytical and technical/computer skills to compile, compare, validate, calculate, and process customer bills. Also responsible for timely payment of accounts payable related to Grid functions, except for payments to the ISO. Coordinates with account managers on billing matters. Communicates with customers on billing, payment, and settlement maters. Follows up to determine bill payment and accounts payable history. Has a thorough understanding of the major contract provisions that affect billing and settlements. Partners effectively with contract manager and ET regulation side to ensure accurate, complete billing. Brings issues to supervisors' attention and offers solutions Team Lead, New Contracts Management (I. Moore) Supervises Senior and Journey level contract analysts responsible for post-iso transmission contracts. Conducts performance reviews for direct reports. Negotiates major contracts and policy issues as required. Serves as expert consultant for complex contract. Helps develop strategy and policy for the management of post-iso contracts. Serves as Company witness before regulatory agencies. Senior Transmission Contract Analyst (S. Duncan, A. Conner, V. La Due-Evans) Responsible for the day-to-day management of existing wholesale transmission, distribution, and interconnection contracts. Responsible for negotiating contracts and contract provisions. Transmission Contract Analyst (Vacant) Administers at certain post-iso transmission interconnection agreements, Wholesale Distribution Tariffs, Special Facility Agreements. Conducts contract/tariff interpretation and coordinates teams to develop contract management processes and protocols. With direction negotiates specific contract provisions. Team Lead, ETC Contract Management (Y. Hailemichael) Supervises Senior and Journey level employees responsible for existing wholesale transmission, distribution, and interconnection contracts. Conducts performance reviews for direct reports. Negotiates major contracts and handles policy issues as required. Serves as expert consultant for complex contracts. Helps develop strategy and policy for the management of existing wholesale transmission, distribution, and interconnection contracts. Serves as Company witness before regulatory agencies. Senior Transmission Contract Analyst (M. Tanenbaum) Responsible for the day-to-day management of existing wholesale transmission, distribution, and interconnection contracts. Pierson) Project management and analysis responsibility and support to Manager for FERC filings related to existing wholesale contract customers, ISO charges, and TO Tariff balancing accounts and transmission policy rulemakings and Sarbanes Oxley compliance. Rates Analyst (S. Jones) Analyst responsibility and support to Manager for FERC filings related to existing wholesale contract customers, ISO charges, and TO Tariff balancing accounts and transmission policy rulemakings.
