2 Become aware of the new opportunities to transform resources into benefits. Substation Automation (SA) systems which are offered today comprise basic control and protection functionality. Utility executives are examining automation ideas to support business strategies that focus on improving service reliability and reducing costs. A lack of understanding of the potential benefits as well as economical and business justification cases may be an obstacle for utilities to implement modern SA concepts. This perception has lead ABB to offer SA benefit workshops to transfer knowledge in terms of potential benefits and to learn the utility specific needs and requirements. A business case for substation automation Justifying a business case for substation automation is increasingly critical in the light of the forthcoming competitive utility era. Utility managements interest in SA programs varies depending whether the emphasis is on financial or operational issues: The most important financial benefits are: reduced time to find and to fix problems reduced primary equipment maintenance costs reduced secondary equipment operation and maintenance (O&M) costs working plants and systems harder to increase overall profitability The most important operational benefits are: limiting impact on customers due to outages faster operational decisions made with more timely data improved access to substation data improved power system flexibility and reliability
3 Merge invaluable utility process experience with ABB s extensive application know-how. The experience gained from numerous SA workshops which have been conducted worldwide with more than 500 participants shows that this is an superb way to transfer application knowledge for SA and to learn the genuine needs of the users. Utility representatives become aware of new avenues to explore the benefits of their resources, which is decisive for the competitive edge of an utility in the new business environment. It is equally beneficial for ABB as supplier of SA solutions. To be in the position to think like the user think results in more customer focused system design and development. How to identify utility specific needs and requirements for substation automation? The key success factor of the SA benefit workshop is that a consensus between planning, operation and maintenance people is achieved for the various quality criteria of SA. Exchange of views What participants in the courses like best is that they have an unique opportunity to exchange their views with their colleagues, which has a significant cross-educational effect. The various criteria are being collected and weighted in terms of importance in a methodical way. The typical results obtained show that the different disciplines had a different perception of the importance.

Impact on SA Implementation Tying SA architecture to benefits, Hardware and software platform design principles to support long term continuity, SW engineering principles to assure and maintain SW quality and portability, Exploitation of synergies between protection and control. Communication and system performance requirements. Workshop (supported by an Excel based evaluation tool) Introduction into Profit Impact Automation Scenarios (PIAS) for assessment of price and vendor independent criteria for SA system features and supplementary service needs. Three separate work-groups to simulate PIAS evaluation criteria assessment of an utility and to determine their significance related to Network planning and energy management (Group 1). Substation management and operation (Group 2), and Maintenance and asset management (Group 3). Evaluation of the group works and plenum discussion to harmonise the results. Conclusion Argumentation for SA implementation Method Lectures, work-groups with plenum discussions, PC based evaluation, Report with workshop results. 5 Substation automation. The challenge of managing ressources in a fast changing world In the increasingly competitive arena there is significant pressure on utilities for greater system reliability and improvement of customer satisfaction, while similar emphasis is placed on cost reduction. These cost reductions focus on reducing operating and maintenance (O&M) expenses, and minimising investments in new plants and equipment. If plant investments are to be made only for that which is absolutely necessary and the existing system equipment must be pushed to greater limits in order to defer capital investments. Substation automation is a powerful tool to improve asset management In the past, utility engineers often struggled with the fact that too little data was available when they attempted to analyse problems within their power systems. They also did not have enough information to predict or ascertain the level of maintenance needed of when it would be required for the major equipment located within their substations. As new and higher levels of digital technologies have made its way into substations in terms of numerical protection devices and control systems, these same engineers are suffering from data overload. They have more data than can be processed and assimilated in the time available. Today the challenge is to automatically convert data to knowledge, which frees manpower to implement corrective or preventive maintenance.
