2 WORKING GROUP FOR QUALITY IMPLEMENTATION With organizational reconstruction in 2010, the Group for coordination of regional departments, quality management and elections has been established. (this organizational unit in that time did not have capacity to start work on implementation of quality management system ) By the end of 2011 the Working group for Quality management has been formed (members are heads from each statistical sector and IT) With new work systemization in 2016 the quality became a part of Department for planning, quality, dissemination and information. (only with one working post there, but still working along with quality group).

4 WORKING GROUP FOR QUALITY IMPLEMENTATION The working group gathers representatives from different areas: sampling, business statistics, IT, dissemination, regional department. Most of them are part of SORSs middle management, Heads off departments. In the beginning group was 5, today gathers 9 members Group has regular weekly meetings

5 WORKING GROUP FOR QUALITY IMPLEMENTATION - mission European Statistical Code of Practice implementation support and introduction of System of quality management in SORS, work on creasing the quality of statistical products and services. Statistical production process analyses, proposals for statistical processes improvement, users needs analyses, survey instruments definition, definition of data collection and processing phases, results, analyses, dissemination, archiving and evaluation TQM Documentation proposals and definition (in line with international standards, best practices and recommendations: European Statistics Code of Practice (ECOP) and Excellence Model for Quality Management (EFQM) Monitoring of all activities and proposals for improvement based on Quality Policy, users cooperation improvement and increasing of the users satisfaction Definition of activities, planning and monitoring for constant improvement of statistical outputs quality and statistical production process Follow up international standards and their implementation

7 IMPLEMENTATION OF QUALITY MANAGEMENT ACTIVITIES User satisfaction survey (2010, i 2015.); Stuff satisfaction survey (2011, 2014, 2016); Intranet sub portal for Quality management (2014), with goal that each employee is familiar with Quality Group work and quality issues.

9 IMPLEMENTATION OF QUALITY MANAGEMENT ACTIVITIES Handbook for Quality report content has been adopted in in line with Eurostat s Handbook on quality report. Quality reports are currently produced within different projects (in different forms and with different structures - Еvrоstаt, UN, ММF ) The statistical data and metadata structure has been adopted (SDMX) Commission Recommendation on reference metadata for the European Statistical System ( /EC); For particular surveys/indicators metadata are being sent to Eurostat by ESS Metadata Handler;

10 IMPLEMENTATION OF QUALITY MANAGEMENT ACTIVITIES In this moment Metadata and quality reporting system (RZSMETA) is being developed: - Application for production of metadata and quality reports (based on SIMS 2.0 Single integrated Metadata Structure) - Following documentation: Handbook for metadata and quality reports production; Guidelines for quality indicators calculation, Procedure for metadata and quality reports production; - Training of staff on Metadata application: All employees working with statistical surveys were trained how to use RZSMETA;

17 Current situation in Quality Reporting in Serbian NA For NA there are many demands for quality reporting of different kind Currently: Quality Report for National Accounts Metadata for available variables used for calculation headline MIP indicators Quality reporting for regional accounts Regional household account quality report, 2014 Regional GVA quality report, 2014 Quality reporting for enviromental economic accounts (in line wih Regulation (EU) 691/2011 Economy wide material flow account from 2013 Environmentally related taxes by Economic Activity and Air Emission Account from 2016

23 Quality Reporting Crop statistics Respecting changes introduced in statistical proccess for obtaining data, SORS compiled a report on the quality of the data during IPA 2012 MBS ESS Metadata handler have been used NAQR transmitted to Eurostat in May 2015 and published Report will be used for drafting QR for national purposes
