2 The Milestones of Electronic Procurement System Development in Latvia nd January, 2006 May 2006 October th October Cabinet of Ministers approves the Concept on Electronic procurement system. 16th December - Pilot Project of Electronic procurement system. The responsible institution - Procurement Monitoring Bureau Foundation of National e- Procurement Entity - Electronic Procurement State Agency (EPSA). Law on Public Procurements (provides and regulates e- procurement processes) comes into force on 1st May. Pilot Project of Electronic procurement system is overtaken by EPSA on 20th May. Electronic procurement system with e- catalogue as National Electronic Procurement Portal fully starts its operation gov.lv E-catalogue is enlarged by 8 Framework Agreements and the number of e- catalogue users customers and suppliers - has been essentially increased Pilot project of e-tenders and e- Auctions

3 Electronic Procurement State Agency (EPSA) EPSA the state administration authority supervised by Special Assignments Minister for Electronic Government Affairs; EPSA is established to organize and administrate the operation of Electronic Procurement System (EPS); EPSA was established to prevent the conflict of interests between Procurement Monitoring Bureau as EPS pilot project manager, e-procurement process user and procurement procedure supervisor.

4 Tasks of Electronic Procurement State Agency The main tasks that follow from the EPSA duties: the adoption and housing of EPS, the development of full functionality; the defining of qualifying criteria for standard goods and services and organization of centralised procurement procedures; the development of procedures and instructions for work with EPS; the popularization of e-procurement; the improvement of legislation on e-procurement.

5 Companies and e-procurement Procedures I National e-procurement system is based on the framework agreement. In accordance with the terms and conditions of the framework agreements, the territory for one delivery (procurement) is reduced by splitting the whole territory of Latvia into 5 districts. EPSA is ensuring an access to the national e-procurement system also for the small companies, which work only in one region.

6 Companies and e-procurement Procedures II Companies can submit their offer in tender per each procurement subject separately In tenders with large-scale technical specification small companies can submit their offer per each position of procurement subjet (for example: In Framework Agreement on the supply of medical remedies the competitioners could submit their offer per each medical item.)

Contracting authorities - awarded 11 suppliers.
