2 Civil Registration System Mongolia AbstracT As population increases so too does the difficulty in administering governmental programs. In 2004, the Mongolia government recognized the need for a technological system to better organize and track its citizens in order to more efficiently and effectively provide governmental services. Beginning with an objective to capture and store citizen fingerprints and photos, the program grew to a full-fledged biometric identity card system. This system not only enables the administration and delivery of governmental services such as Natural Wealth distribution, it also aids in the government s ability to better secure the nation and its people. The Situation In the early 2000s, the Mongolian government began to formalize a strategy for a nationwide identity program. Driven by growing criticism against the government s lack of ability to keep track of its citizenry and generally inefficient methods to administer governmental programs, the government formed the General Authority for State Registration (GASR) to drive the strategy. This strategy took shape in two phases 1. Phase 1 was the collection of fingerprints and photos of all Mongolian citizens to better track the population as well as administer governmental welfare programs. But the GASR faced a difficult challenge in implementing Phase 2 which required enrolling citizens into a comprehensive identity management system featuring identity cards and biometric enrollment stations. 1

3 CASE STUDY We were expecting to implement best hardware and software solution for Mongolian Automated Fingerprint Identification System. There are more reasons to select INNOVATRICS. Resources aren t infinite. In order to properly allocate money or food, especially for public relief programs like Welfare, program participants must be accounted for. And any solution that attempts to digitally track and manage a population needs be portable. Many countries like Mongolia have a significant rural population and need remote, wirelessly-enabled enrollment and authentication systems to deal with out-of-the-way citizens. The critical issues can be distilled into four primary areas: Accuracy The solution needs to be accurate and fast for citizen identification and authentication; Portability The solution needs to be portable enough to serve rural citizens; Integration The solution needs to integrate multiple components including traditional media, like CDs and DVDs, and web-based applications; Satisfaction The solution needs to ensure citizen satisfaction by reducing wait times and processing time for program administration. 2

4 The Solution The Mongolian Civil Registration System addressed the four critical issues identified previously: Accuracy - Interactive, LLC selected the Innovatrics ExpressID AFIS product for the server component of the Civil Registration solution. This product has a proven track record in speed and performance with an ability to match 50,000,000 fingerprints per second on one computer, execute an exhaustive search of the database without using the data loss techniques of classification or indexing, and being able to do all of that on standard off-the-shelf PC hardware. Portability - In addition to the ExpressID AFIS, Interactive, LLC also employed Innovatrics IDKit PC SDK to create over 500 mobile enrollment stations to deal with a large rural population. All the mobile enrollment stations were equipped with Innovatrics Segmentation SDK to be able to successfully segment the scanned fingerprint images. Integration - The flexibility of the Innovatrics software, Interactive, LLC was able to build a solution that met the needs of the Mongolian government, employing a variety of different but interconnected systems employing traditional- and web-based media. satisfaction - building off the first Phase of the program, that gathered citizen fingerprints and photos, the second Phase promises speed and efficiency in administering government programs that once took considerably longer to authenticate citizens and provide services. 3

5 Implementing the Solution In order to meet the Phase 2 requirements of the Mongolian government, Interactive, LLC built an enrollment application that was installed on approximately 500 enrollment stations. These enrollment stations consisted of notebooks, fingerprint scanners, cameras, and printers. Each enrollment station employed a localized database against which to perform duplication checks and matching of demographic data. The Components Software - Innovatrics ExpressID AFIS (for server HQ ), IDKit PC SDK and Segmentation SDK integrated with proprietary enrollment software solution on portable enrollment notebooks. Oracle 10g was deployed as the primary data architecture, Linux OS (server) and Windows 7 OS (clients) were used. Hardware - Interactive, LLC needed both a server and enrollment station hardware solution. They deployed Dell PowerEdge R900 servers, Acer/HP notebooks and CrossMatch V320 fingerprint scanners. system Components - in order to integrate all of the software elements, Interactive, LLC built proprietary solutions based in C# and PHP, interacting with the Oracle 10g database. Some of these systems included de-duplication to extract files with fingerprints and demographic data received from mobile enrollment stations when uploading to the master database. 4

6 The Effort Interactive, LLC worked closely with Innovatrics on best practices regarding implementation and use of the Innovatrics products. As part of the engagement with Interactive, LLC, Innovatrics held comprehensive training for Interactive s developers in Europe focusing on biometrics, AFIS, and related SDK (i.e., the Innovatrics Academy Program). As a result of the training, Interactive, LLC demonstrated the capability to work on the AFIS systems themselves, taking a more direct role in system design and engineering of the final solution. But even after the training, Innovatrics made key engineers available to help Interactive, LLC setup, configure, and integrate with ExpressID AFIS, IDKit PC SDK, and Segmentation SDK. During and after the session Innovatrics provided technical expertise to help Interactive, LLC setup, configure, and integrate with the ExpressID AFIS, IDKit PC SDK and Segmentation SDK. 5

7 The Results The resulting Civil Registration System works efficiently and effectively to register citizens into a national, government managed registration database. The overall system has created an easy and efficient way for citizens to receive governmental aid and program resources using a biometric authentication system capable of handling both urban and rural populations.
