3 What Role and what responsibilities within the system of controls? Correctly pay only enterprises entitled to the payments within the specified terms

4 The Integrated Administration and Control System Thus termed by Commission Regulation (EC) No 1122/2009, it includes a system of controls designed to ascertain that land and livestock are assigned the correct type of management and that they satisfy eligibility criteria and that land use is correctly assigned during administrative and spot checks so that the grant or allowance is paid correctly. This is achieved through a number of instruments such as the Company Register (Anagrafe Aziendale), the Company File (Fascicolo Aziendale) and the Geographic Information System (Sistema Informativo Territoriale ).

5 The Information System supporting the activities of the Company Register The heart of ARTEA s Information System (SI) is the Company Register (Anagrafe), its database of beneficiaries which is maintained, supplemented and updated by other public databases. The Information System provides specific indications regarding which applications are to be examined, as, in view of the volume of information handled, it is not possible to examine all cases. Specifically, cases in which checks performed by the system reveals anomalies of an Administrative nature are examined individually. To achieve this, a thorough CONTROL PLAN is developed, tested and validated by the Authorisation Services. This is subsequently transferred to the Information System in the form of application controls.

6 Enterprise File The enterprise file is in electronic form and contains: 1.the main data characterising the agricultural enterprise 2.size of the holding and number of livestock units 3.other information regarding the enterprise 4.The enterprise file is kept at the various Centri di Assistenza Agricola (CAA, Agricultural Service Centres) partnered with ARTEA

9 Administrative controls Administrative controls are conducted on 100% of applications and include crosschecks which regard holding size and livestock numbers within the Integrated Administration and Control System (SIGC). Eligibility criteria are verified on the basis of a Control Plan implemented in the ARTEA Information System (SI), the results of which can be checked in the application form for each individual payment. This form constitutes the record of the results of checks conducted on each individual payment application.

10 Spot checks Spot checks are conducted annually on a percentage of applications established by EU Regulations. They include all checks of documentation and physical checks carried out by means of inspections on the premises of the enterprise. Such inspections may be conducted without notice. They include all spot checks intended to ascertain that the enterprise meets all of the obligations undertaken by the enterprise.

11 Compliance checks Grants awarded for measures termed a superficie (i.e. allowances for income from specific land areas foregone for rural development purposes) require compliance on the part of beneficiaries with compliance requirements in the following areas: Environment, public health, hygiene and animal welfare The Ministry of Agricultural and Forestry Policies sets out, through its own decree, the complete list of Acts (Compulsory Management Criteria) and Regulations (Adequate Agricultural and Environmental Conditions) which must be checked. The Region, through its own provisions, lists compliance requirements in detail in order to adapt them in an optimal manner to the characteristics of its own lands.

12 Ex-post controls Ex-post controls are performed following the payment of investment grants. Such controls are designed to verify compliance with the commitments undertaken by the enterprise and that the use allocated to the asset in which the investment is made is maintained.
