2 CAP in the simpliest words: 2 Pillar 1: Direct Aid to farmer (40 bn /2010) decoupled from the production: a farmer receives aid for area eligible: i.e. land with crop, grass or if out of production- kept in good condition subject to cross-compliance: i.e. conditional to respecting EU requirements on environment & public, animal and plant health (e.g. animal welfare, soil protection, minimum level of maintenance ) Every year: 1. farmer declares (locates + quantifies area) his land by LPIS 2. all claims are administratively crosschecked with LPIS 3. >5% of the farmer claims are on the spot checked 4. area determined is paid to farmer - managed by an Integrated Administration and Control System Pillar 2: Rural development (14 bn /2010) other, including CMO ( 4 bn /2010)

4 Methodologies: RS + GNSS Legal Framework 2009R73 art. 20 Member States may use remote sensing and Global Navigation Satellite System (GNSS) techniques as a means of carrying out on-the-spot checks on agricultural parcels 2009R1122 art 33: Member States may make use of remote sensing in accordance with Article 35 and Global Navigation Satellite Systems techniques where possible Regulatory specifications (since 2004): LPIS : shall be established on the basis of maps or land registry documents or other cartographic references. Use shall be made of computerized geographical information system techniques, including preferably aerial or spatial orthoimagery, with a homogenous standard guaranteeing accuracy at least equivalent to cartography at a scale of 1: m RMSE, 1m LMA OTSC/CwRS area: A measurement tolerance shall be defined by a buffer of maximum 1,5 m applied to the perimeter of the agricultural parcel. The maximum tolerance with regard to each agricultural parcel shall not, in absolute terms, exceed 1,0 ha. 4

14 Conclusions CAP-IACS is the largest pan-eu spatial application set-up by the EC ( ), including GIS, orthoimagery and GNSS use. 2. CAP systems (IACS) require much better accuracies than Regulations explicit: LPIS operational scales are 1/2000 to 1/5000 OTSC buffer tolerances for GNSS around 0.5 to 1m CwRS imagery trend is towards 50 cm GSD 3. Strong (financial drive) to ever higher accuracies
15 GNSS Needs / Challenges 15 Both control mechanisms (LPIS and OTSC) are developing towards a 50 cm positional accuracy Available solutions have disadvantages Service based (RTK and other dgps) Require complicated procedures. What is hindering a stand alone solution? No appropriate service available G@lileo? No off-the shelf devices available. What if the 8 M EU farmers could use GNSS directly for their aid application?
