6 Permits for construction works The customer is allowed to have construction works started after: the declaration of construction works has been registered by the architecture and construction supervision body for objects of complexity grade I to III (5 days); the customer has received a permit for construction works from the architecture and construction supervision body for objects of complexity grade IV or V (10 days). Activities Art. 34 of the Law of Ukraine On the Regulation of Urban Construction Reconstruction or overhaul of objects without changing the outer geometrical dimensions of their fundaments in the construction plans on state or municipal land can be conducted without the document confirming the property or disposal rights on the respective land plot. Preparation Stages of construction works (1) Study of technical documents and object inspection results; Detailed study of the object and the local working environment by the contractor s specialists; Setting duration of the works; Price agreement; Signing contracts; Signing contracts for the supply/lease of materials and equipment. Construction works Stages of construction works (2) Repair or replacement of windows, entrance doors, inner doors and balcony doors; Repair or replacement of windows in stairwells, corridors and halls, on technical floors and in lofts; Modernization of inner networks of the building; Insulation of outer elements and hydro-insulation of the roof. Construction works can be executed in a different sequence depending on the previous energy-efficiency measures. РОЗРОБКА ЕНЕРГОЕФЕКТИВНИХ ПРОЕКТІВ Page 8
9 Stages of insulation works 1. Outer walls and outer wall elements which contact with the ground; 2. Other elements in any sequence: roofs; loft floors and floors of unheated lofts; floors over drive-through areas and unheated basements; insulation of floors on the ground. It is recommended to start external insulation works after the modernization and test of the inside networks. Insulation of the walls and the roof can be conducted simultaneously. Page 9
10 Technical supervision Quality control of the energy-efficiency measures Control of compliance with project solutions, state standards, construction norms and regulations Examination and expert assessment of all processes, terms and costs. Technical supervision is ensured by the client (builder) for the whole duration of the construction works. The works are to be completed by qualified specialists. Violations and deviations result in: protocols; notifications to the client; demands to the contractors to remedy all discrepancies. Page 10
11 Acceptance of completed works Subject to examination are as follows: Compliance of materials and products used for construction works with the respective project solutions, instructions and use guidelines as well as with appropriate regulations and technical documents; Compliance of the contents and volume of the works with the project solutions and valid regulations; Extent of compliance of controllable physical, mechanical, geometrical and esthetical properties with the respective project solutions; Timely and correct records in the work logs; Removal of defects registered in the logs on the basis of the technical inspection. 12 Putting the building into operation Putting into operation of completed buildings: Complexity grades I-III registration of the declaration by the architecture and construction supervision body (free of charge, up to 10 working days) Complexity grades IV and V based on the readiness protocol, a certificate is issued Page 12

24 Project specifics Decision of the general meeting of the OSBB on the project implementation and assignment of ESCO-Center LLC as the heating provider; Contracts about heating services were signed between ESCO-Center and each apartment; Nizhyn city council approved ESCO-Center as the heating provider and set a heating tariff. Project problems Conflict of interests between ESCO-Center and the regional municipal company Chernihivteplokomunenergo resulting in: denial of a heating supply contract (for almost 3 years); ESCO-Center s inability to collect payments for the heating services; abolition of the city council s decision on the approval of ESCO-Center as the heating provider.
