1 BOSNIA AND HERZEGOVINA Irrigation Development Project (Loan No ) Terms of Reference Civil Works Supervision and Environmental Monitoring Goražde/Foča-Ustikolina (Consulting Firm) I. BACKGROUND The Government of Bosnia and Herzegovina has received a loan from International Development Association (IDA) towards the cost of The Irrigation Development Project (IDA Credit no ) and intends to apply part of the funds to cover eligible payments under the Contract for Consulting Services for "the civil works supervision and environment monitoring". Under its Infrastructure Investment Component, The Project aims to improve the performance of the irrigation and drainage systems in selected Subproject areas. This would be achieved through rehabilitating irrigation and drainage infrastructure, including construction, reconstruction, upgrading, and modernization, on existing agricultural land. Objective of this assignment is to provide supervision of works and environmental monitoring for Subproject area Goražde/Foča-Ustikolina. Main characteristics of Subproject area Goražde/Foča-Ustikolina: The Gorazde Sub-Project is located along the Drina River in FBiH. It is divided into a number of sites located in the small floodplain along the river course of the Drina. They comprise Cvilino Polje, Gunjevići, Kolovarice, Ahmovići and Kodžaga Polje, Zupčići and Kazagići and Hubjeri that are located between Gorazde and Foca (Ilustration below). The areas vary from around 5 ha up to about 180 ha, the largest of which is the Cvilino Polje opposite the town of Ustikolina. Irrigation is taking place to some extent in all of these Poljes with water abstracted either directly from the Drina River or from shallow wells that connect with and are fed by the river water table. The areas included in this Sub-Project have been served historically by irrigation and/or drainage infrastructure for many years. Before the war, water was obtained for part of the area by pumping from the upstream end of the main Polje. Many small pumps and shallow wells have also been used to irrigate small plots of land. In recent years, the area irrigated has increased, however farmers have been constrained by a lack of funding and easy access to the water source, the Drina River. The simple but effective pump and gravity irrigation systems that

POSITION SUMMARY TEAM LEADER Under the direct supervision of the PIU Director, Team Leader (TL) will be responsible for general supervision of civil works and administration in Subproject area Goražde/Foča-Ustikolina where the rehabilitation works are going to be done.

4 III. RESPONSIBILITIES AND TASKS R1. To carry out planning activities: T1. Plan his/her activities in accordance with a construction schedule presented by a contractor and agree it with the PIU Director. R2. To review technical documentation related to a particular civil works: T1. Supervise the activities of the Supervision Team members, verify a monthly report required to be submitted by them to the PIU; T2. Check the civil works' compliance with requirements of the Contracts; T3. Immediately inform the PIU Director about any changes made to a construction program or schedule and act in accordance with the received instructions; T4. Check the conformity of the executed work with signed and stamped asbuilt drawings. R3. To carry out supervision and environmental monitoring of the rehabilitation works: T1. With technical assistance of the Supervision Team conduct general supervision of construction works and closely collaborate with the Supervision Team in decision making; T2. The Team Leader shall be delegated duties of the Project Manager as described in the civil works contracts; T3. In collaboration with PIU, participate in solving the issues that are beyond the Supervision Team's responsibility; T3. Keep records in a technical supervision register, register any deviations from the design, make comments on the construction quality and record defect elimination measures. Together with the Supervision Team certify acceptance of completed stages of works and submit certificates to the PIU; T4. Pay close attention to environmental aspects of the rehabilitation works in the Project area as well as environmental aspects of the Environmental Assessment Study (to be provided by the PIU) and make sure that they are applied.

5 SUPERVISION TEAM II. POSITION SUMMARY Supervision Team shall include three persons and they are under the direct supervision of the Team Leader, Supervision Team will be responsible for day-today supervision of civil works and administration in Subproject area Goražde/Foča-Ustikolina where the rehabilitation works are going to be done. III. RESPONSIBILITIES AND TASKS R1. To carry out planning activities: T1. They will Plan their activities in accordance with a construction schedule presented by a contractor (agree between Team Leader and PIU Director). R2. To review technical documentation related to a particular civil works: T1. Review and get familiar with civil works documentation specific for rehabilitation works; T2. Preparation of monthly reports (to be verified by Team Leader and submitted to the PIU); T3. Check the civil works' compliance with requirements of the Contracts; T4. Immediately inform the Team Leader about any changes made to a construction program or schedule and act in accordance with the received instructions; T5. Check the conformity of the executed work with signed and stamped asbuilt drawings. R3. To carry out supervision of the rehabilitation works: T1. With technical assistance of the Team Leader conduct general supervision of construction works and closely collaborate with the Team Leader in decision making; T2. Conduct day-to-day supervision of the civil works; T3. Conduct inspection of construction works progress and completion, record and register works; T4. Supervise preparation works progress and execution of construction works in accordance with the contracts and specification requirements. Verify quantities and costs of completed works;

6 T5. Keep records in a technical supervision register, register any deviations from the design, make comments on the construction quality and record defect elimination measures. Together with the Team Leader certify acceptance of completed stages of works and submit certificates to the PIU; IV. AUTHORITY Autonomy: The Team Leader reports directly to the PIU Director and has medium level of autonomy in fulfilling his/her tasks. Autonomy: The Supervision Team reports directly to the Team Leader and has medium level of autonomy in fulfilling their tasks. V. CONTACTS / KEY RELATIONSHIPS Internal: Team) PIU Director and staff (Team Leader); Team Leader (Supervision External: Contractors, Water Users Associations, Government and Nongovernment organizations (Team Leader). Contractors, Water Users Associations (Supervision Team). VI. WORKING CONDITIONS (For both Team Leader and Supervision Team) 1. Based at an office at the construction site; 2. Responsibilities sometimes dictate working after working-hours, on weekends or holidays. VII. DURATION OF ASSIGNMENT The Team Leader and Supervision Team will perform the assignment under the present TOR based on calendar months civil contract (dependent on a specific construction contract duration) concluded with them by the PIU Director and renewable subject to satisfactory performance. VIII. QUALIFICATIONS AND EXPERIENCE TEAM LEADER: Minimum: 1. University degree in civil engineering (hydraulic engineering speciality); 2. At least 10 years of professional experience;

7 3. Experience in rehabilitation and construction of hydro-melioration system and structures and execution of supervision over the civil works; 4. Experience in regulation of agricultural land; 5. Profound knowledge of construction rules, norms and standards; 6. Profound knowledge of organizing, executing and engineering procedures of designing and construction of hydro-melioration system and structures; 7. Experience in preparation and maintaining of technical specifications, civil work records, cost estimates and payment documents; 8. Good knowledge of local languages. SUPERVISION TEAM: HYDRAULIC ENGINEER: Minimum: 1. University degree in civil engineering (hydraulic engineering speciality); 2. At least 5 years of professional experience; 3. Experience in rehabilitation and construction of hydro-melioration system and structures and execution of supervision over the civil works; 4. Profound knowledge of construction rules, norms and standards; 5. Profound knowledge of organizing, executing and engineering procedures of designing and construction of hydro-melioration system and structures; 6. Experience in preparation and maintaining of technical specifications, civil work records, cost estimates and payment documents; 7. Good knowledge of local languages.

8 MECHANICAL ENGINEER: Minimum: 1. University degree in mechanical engineering; 2. At least 5 years of professional experience; 3. Experience in construction of hydro-technical structures; 4. Profound knowledge of mechanical engineering rules, norms and standards; 5. Good knowledge of local languages. ELECTRICAL ENGINEER: Minimum: 1. University degree in electrical engineering; 2. At least 5 years of professional experience; 3. Experience in construction of electrical structures; 4. Profound knowledge of electrical engineering rules, norms and standards; 5. Good knowledge of local languages. Desired (For both the Team Leader and Supervision Team): 1. Residence in or close to the Project area; 2. Excellent interpersonal skills and ability to form and maintain cooperative working relationships with colleagues and counterparts; 3. Knowledge of the specific characteristics of the Project area and hydro-melioration system and structures there. IX. CLIENT INPUT Client shall provide the Team Leader and Supervision Team with the following materials:
