2 Background and Overview of Demonstration Project in Tbilisi In March 2013 the Tbilisi City Hall and Tbilisi City Council based on the initiative of private company Ltd Energy Innovative Group announced the launch of the project Energy Efficiency Development with Involvement of Community Based Organizations aiming improvement of services provided to members of Home Owners Association (HOA) and realisation of goals SEAP developed under EU Covenant of Mayors initiative. The scope has been aiming others to reactive the collective (district) heating system in Georgian cities in order to improve life conditions of the population via replacement low effective individual heating-hot water preparation systems, introduction of solar thermal applications and thermal insulation to the building envelope.
3 Partners & Beneficiaries of Demonstration Project Tbilisi City Council s decision to carry out a pilot project aiming at reduction of heat consumption and resulting reduction of greenhouse gas emissions into environment due to implementation of energy efficient measures at the residential building. ESIB Project s decision to provide technical assistance to Tbilisi municipality by carrying out energy audit, representing a tool of a system approach helping to identify a set of energy efficient measures, and to organize a subsequent training on energy efficiency. Home Owner Association (HOA) and Inhabitants of multi-apartment 9-storied residential building.

5 PROJECT APPROACH Selection Criteria - High Motivation of the HOA s Members; - Medium Gas Pipeline Pressure; Multi-Apartment Residential Building in Nadzaladevi/Temqa Sub-district Multi-apartment 9-storied one-section residential building built in 1978 consists of two identical units A and B connected to each other by a staircase. By decision of Tbilisi municipality was selected a residential building with identical units where is planning to implement heat insulation in one of the units with the objective of comparing actual results of heat consumption between the heat insulated unit and the unit without heat insulation. It was planned to monitor heat consumption and compare the data with the energy audit data. It is expected that upon receiving monitoring results and assessing actual energy saving, the same measures on heat insulation of unit B envelope will be carried out. Later on, this technical solution will be replicated at one-section residential buildings of Tbilisi, which were constructed based on the analogous design project.

Pipelines of building heating systems have been partially dismounted by inhabitants because of the absence of district heating. Each apartment has an individual heating and uses the following equipment: for heating purposes local gas heaters of KARMA and Ariston types or electric oil heaters are applied. Hot water supply for each apartment is individual and depends on capacities of inhabitants. It is mainly done with tinstantaneoushe help of the following equipment: gas water heaters or electric accumulative heaters ARISTON or THERMEX or instantaneous water heaters of ATMOR type.

10 RESULTS Presented results is based on Energy Audit conducted with support of ESIB Project. The Project will be launched from November, For each family is envisaged the meters for energy consumption (Electricity, NG & HWS) counting after implementation of relevant EE & RE measures. 11 RESULTS Environmental Benefits Altogether, the total reduction of carbon dioxide emissions for both units of the residential building will be = ton/year.
