3 ARLINGTON COUNTY, VIRGINIA INTER-DEPARTMENTAL MEMORANDUM AprilS, 2011 TO: FROM: SUBJECT: HALRB Rebeccah Ballo Historic Preservation Planner 3829 North Stafford Street, Case 11-14, Fort Ethan Allen Historic District This proposal is a request to install iron stanchions and rope around unprotected areas of Fort Ethan Allen's earthworks. Currently, stanchions and rope protect the south earthworks and the south side of the bombproof. This work was approved by the HALRB in May 2004 (CoA 04-15). As part of the Neighborhood Conservation Program's recent work at the Fort, low lying vegetation and small trees were removed from these areas, exposing the earthworks. These areas now require protection to prevent visitors from walking on the earthworks. The stanchions and rope will be the same as those currently used at Fort Ethan Allen and Fort C.F. Smith. In addition, brown signs with the text "Please Keep Off the Earthworks" will be attached to the rope at 50' intervals. The rope will be I" black nylon, and the signs will be brown aluminum with white lettering. The signs will measure 3" x 12". The DRC had no comments on this application. The DRC recommended approval of this application and asked that this case be placed on the consent agenda for the April 20, 20 ll, HALRB meeting. Staff finds that the request meets the intent of the Secretary of the Interior's Standards for Preservation and Restoration, and recommends approval.

5 This project will install iron stanchions and rope around unprotected areas of Fort Ethan Allen's earthworks. Currently stanchions and rope protect the south earthworks and the south side of the bombproof (COA #04-15). Recent removal of low lying vegetation and small trees, as part of the Neighborhood Conservation's Fort Ethan Allen program project, has exposed areas needing additional protection from park visitors walking on the earthworks. The stanchions and rope installed will be the same as that currently in use at Fort Ethan Allen and is the same used at Fort C.F. Smith. In addition brown signs with the text "Please Keep off the Earthworks" will be attached to the rope at 50 foot intervals. These signs are also currently in use at Forts Ethan Allen and C.F. Smith. Installation of the posts will require using a post driver to pound the posts into the ground. The stanchions are approximately 5-feet tall and made of%-inch iron rods with a l-inch loop. The posts will be driven two feet into the ground every 10 feet around the perimeter of the earthworks. The rope is l-inch black nylon rope. The small aluminum signs are brown with white lettering and 3-inches tall and 12-inches wide.
