Motion carried, 4-0. VOICE VOTE Yeas: Coir, Willoughby, Henke, Weisberg Nays: None Absent: Deyer, Dukas, Gehringer Chairman Henke offered the petitioner the opportunity to postpone at no penalty to the next meeting when a full board might be present. It requires four affirmative votes to pass a motion and only four of the normal seven board members were in attendance this evening. Therefore, a unanimous vote is required. However, the applicant wished to go forward. DESIGN AND SIGN REVIEW Woodward Ave

3 Design Review Board Minutes of August 20, 2014 Page 2 of 4 Main St. Building Group Zoning: B2-B General Business Proposal: The applicant proposes to rehabilitate the existing façade of Woodward Ave. The existing commercial space is located behind the Domino s Pizza at Woodward Ave. and Bennaville. The existing façade is severely outdated and worn and in need of an update. The applicant is proposing to renovate the two facades that face Bennaville and the public alley respectively and paint the CMU wall of the neighboring building, which is under the same ownership. The current door location along Bennaville will be eliminated and a new double door is proposed at the center of the building. Design: The existing Bennaville elevation has three large single-pane windows and one single man door. The frame from a previous awning is also still on the building but is no longer covered. The rear elevation of the building has a heavily worn roll up door. The applicant proposes to update the façade with new MDF panels and trim molding, two new insulated windows and a new double glass door entryway with a transom window and metal awning above. On the east (rear) elevation the applicant proposes to replace the overhead door and install the same MDF panels and trim. The body of the building and the north facing wall of the neighboring building are proposed to be painted BM #1546 (Gargoyle) with the trim molding painted BM #1545 (Iron Gate) The trim on the new windows, double door and overhead door is proposed to be painted BM #1547 (Dragon s Breath). Above the new entranceway the applicant proposes to install a black metal canopy. The canopy is proposed to be 7 ft. 1 in. wide by 1 ft. 6 in. in height and project 3 ft. out from the face of the building. The mounting height above grade will be 9 ft. 7 in.. The canopy will be supported by tie-back rods attached to the building above the canopy. Illumination: The applicant proposes to install three black coach lamps at 100 watts each. The plans as submitted indicate the lamps are proposed to be mounted at approximately 5 ft. above grade. However, the Engineering Department has indicated that all projections above the right of way must be mounted at a minimum of 7 ft. above grade. The applicant has agreed to raise the mounting height of the fixture to 7 ft. above grade. Signage: The applicant is not proposing any signage at this time. However, they have indicated that they may decide to pursue a small non-illuminated raised brushed metal name letter sign in the future that would be attached to the front of the canopy on Bennaville. The area indicated on the plans designated for the sign measures 7 ft. 1 in. x 1 ft. 6 in. for a total of sq ft. of sign area. The total linear building frontage of the building is 41 ft. allowing 61.5 sq. ft. of

In accordance with Article 1.0, section 1.04 (B) of the Birmingham Sign Ordinance, Combined Sign Area - For all buildings, including multi-tenant office or retail buildings, the combined area of all types of signs shall not exceed 1 sq. ft. (1.5 sq. ft. for addresses on Woodward Ave.) for each linear foot of principal building frontage. The proposal meets this requirement. The applicant has requested permission to administratively approve the signage at a later date with the understanding that it will be located in the area indicated on the plans and be fabricated of raised letter brush metal or material of equal or greater quality. Mr. Baka advised the property owner recently got permission to count some onstreet parking toward their parking requirement. Material samples of both the canopy and signage backing were shown. Mr. Jim Charles, Mainstreet Building, said this space will be his personal office. The door will be clear glass with one panel on the bottom. The landlord has given him permission to paint the wall to the left and the 2 ft. area across the top of his building consistent with his color. Motion by Ms. Weisberg Seconded by Mr. Willoughby to approve the Design Review Application for Woodward Ave., Mainstreet Building Group The proposal meets the of Section of the Zoning Code. 6 MEMORANDUM Date: August 29, 2014 To: Design Review Board Members From: Matthew Baka, Senior Planner RE: Design and Sign Review 394 S. Old Woodward Roche Bobis Zoning: B-2, General Business Existing Use: Vacant Proposal The applicant proposes to convert a vacant auto showroom into a furniture store. The applicant proposes to clad the exterior in aluminum panels, paint portions of the building, replace two existing doors and install new signage. Design The existing building is brick and CMU. The applicant proposes to remove the theater window and marquee as well as replace the existing façade panels on the east and south elevations of the building with anodic satin mica Alucabond panels. The roll-up door on the south elevation is proposed to be replaced with a 7 double entrance door. The proposal also includes replacing the southern set of double doors on the front elevation with new glass windows to match the existing windows and frames. The CMU, at the west end of the south elevation, will be repainted to match the existing color. The soffits of the canopy are proposed to be painted Decorators white. Signage The applicant proposes to install two internally illuminated box signs with flat translucent fronts and one projecting blade sign. The applicant has been advised that box signs are not permitted under the Birmingham Sign Ordinance and that push-thru dimensional letters will be required for approval. The total linear building frontage is 60, permitting 60 square feet of sign area. The proposed roche bobis signs will measure h x w or square feet each. The proposed projecting sign will measure 60 h x w or 4.7 square feet per side for a total of 9.4 square feet. In accordance with Article 1.0, Table B of the Birmingham Sign Ordinance - Wall signs that project more than 3 inches from the building facade shall not be attached to the outer wall at a height of less than 8 feet above a public sidewalk and at a height of less than 15 feet above public alley. The proposal meets this requirement. The proposed Roche Bobis signs are proposed to be constructed of white diffusing Perspex with a lacquered cover sheet. The frames will be bolted to the wall

7 The Material for the projecting sign was not indicated on the plans. Illumination The box signs are proposed to be internally illuminated. The light source was not indicated on the plans. The applicant is also proposing to replace the existing soffit lights with 6 flush mounted LED down lights. Design Recommendation When reviewing the project against the standards of Section of the City of Birmingham Zoning Ordinance, staff makes the following observations: 1. The appearance color and texture of materials being used will likely preserve and not adversely affect property values in the immediate neighborhood. The overall design is not likely to adversely affect property values. 2. The appearance of the building exterior will not detract from the general harmony of and is compatible with other buildings already existing in the immediate neighborhood. The overall design elements will not detract from the harmony and appeal of the other buildings on S. Old Woodward. The proposed design is compatible with the surrounding building façades. 3. The appearance of the building exterior will not be garish or otherwise offensive to the sense of sight. The proposed design elements are not garish or offensive to the sense of sight. Sign Recommendation In accordance with Section 86, Article 2, 2.02 (c) of the City of Birmingham Sign Ordinance, Planning Division Sign review approval shall be granted only upon determining the following: 1. The scale, color, texture and materials of the sign being used will identify the business succinctly, and will enhance the building on which it is located, as well as the immediate neighborhood. 2. The scale, color, texture and materials of the sign will be compatible with the style, color, texture and materials of the building on which it is located, as well as neighboring buildings. 3. The appearance of the building exterior with the signage will preserve or enhance, and not adversely impact, the property values in the immediate neighborhood. 4. The sign is neither confusing nor distracting, nor will it create a traffic hazard or otherwise adversely impact public safety. 5. The sign is consistent with the intent of the Master Plan, Urban Design Plan(s), and/or Downtown Birmingham 2016 Report, as applicable. 6. The sign otherwise meets all of this Chapter

The applicant replace the translucent faces of the box signs with push-thru dimensional letters; 2. The applicant provides the material for the projecting sign. Adams Zoning: B-2 General Business Existing Use: Retail Proposal The applicant proposes to install new name letter sign on an existing one-story building. Signage The total linear building frontage is 25, permitting 25 square feet of sign area. The proposed name letter sign will measure 2 h x 9 7 w or 19.2 square feet. In accordance with Article 1.0, section 1.04 (B) of the Birmingham Sign Ordinance, Combined Sign Area - For all buildings, including multi-tenant office or retail buildings, the combined area of all types of signs shall not exceed 1 square foot (1.5 square feet for addresses on Woodward Avenue) for each linear foot of principal building frontage. The proposal meets this requirement. The wall sign is located at a height of 11 8 on the storefront elevation. Old Woodward Jonna Luxury Homes Zoning: O-2, Office Commercial Existing Use: Retail Clothing Proposal The applicant proposes to install a name letter sign on the back of a two-story, multi-tenant building. There are currently no other signs on the building at this time, with the exception of a small name plate sign. Signage The applicant proposes to install a name letter sign. The total linear building frontage is 40, permitting 40 square feet of sign area. The proposed name letter sign will measure h x w or square feet. In accordance with Article 1.0, section 1.04 (B) of the Birmingham Sign Ordinance, Combined Sign Area - For all buildings, including multi-tenant office or retail buildings, the combined area of all types of signs shall not exceed 1 square foot (1.5 square feet for addresses on Woodward Avenue) for each linear foot of principal building frontage. The proposal meets this requirement. The wall sign is proposed to be mounted 9 above grade. In accordance with Article 1.0, Table B of the Birmingham Sign Ordinance - Wall signs that project more than 3 inches from the building facade shall not be attached to the outer wall at a height of less than 8 feet above a public sidewalk and at a height of less than 15 feet above public alley. The proposal meets this requirement. The proposed name letter sign will be constructed of ¼ thick black Alupanel. Stacked letters reading Jonna, Luxury Homes will be in height. The Birmingham Sign Ordinance, Table B lists the maximum height of name letter signs at 24. The proposal does not meet this requirement. The proposed sign letters will be stud-mounted ¾ off the face off the wall with stainless steel bolts. Illumination No Illumination is proposed at this time.
