1 NORTHVILLE HISTORIC DISTRICT COMMISSION April 19, 2006 Wednesday 7:00 P.M. Approved Northville City Hall -Council Chamber 1. CALL TO ORDER: Tom Holleman called the Historic District Commission meeting to order at 7:00 P.M. 2. ROLL CALL: Present: Bayly, Culp, Rodgers, and Holleman. Excused: Gudritz, Coponen, and Johnson. Also Present: Rick Starling Building Official 3. CITIZEN COMMENTS: Limited to brief comments for items not on the agenda. 4. MINUTES: March 15, 2006 Case #1 - Studio 427- Add: The Commissioners expressed concerns regarding the material and the plastic letterings to be used on the sign. Samples of both needed to be presented for clarification. Motion by Culp, supported by Bayly to approve the March 15, 2006 minutes with the above addition. 5. REPORTS: A. City Administration: None. B. City Council: None. C. Historic District Commission: None. D. Other Community / Governmental Liaisons: None. 6. CASES: CASE #1 Northville Green Partners 705 Randolph SHINGLES, WINDOWS DOOR WALLS, PAINT. Jim Omally representing Northville Green Apartments stated that he and his partner recently purchased the 52 unit apartment complex and are renovating each unit internally and externally and selling them as condominiums. The roof is a complete tear off and the new shingle is GAF Timberline; Color - Weathered Wood. All windows and door walls will be replaced with a traditional vinyl window which looks like wood. Horizontal siding will be changed to a rough sewn cedar or hardy plank. 1
2 The trim will be cedar. Sofits will be vinyl siding. Balconies will be painted the color of the trim Paint is by Williamsburg. The siding is sage and all trim champagne. Motion by Bayly, supported by Culp to accept the application for completeness with a sub committee to review architectural drawings as well as placement of paint colors. Motion by Bayly, supported by Rodgers to grant a motion to proceed contingent on the sub-committee approving the architectural drawings. Voice Vote: Yeas: All. Nays: None. Motion Unanimously Carried. The Chief Building Official stated that the signage for the condominiums is a change of copy and only a temporary sign for the sale of the units. CASE #2 Pear-Aphernalia 184 E. Main Street SIGN Ms Stempien and Ms Finnegan representing Pear-Aphernalia stated that the store has recently moved from Center Street to Main Street at 184 E. Main Street. The colors are being changed on the front sign to match Jim Long s building. Front Wall Sign: The Pear logo and the text are ¼ cut acrylic with metallic gold finish mounted to ¼ exterior grade black Alumallite and screwed into mortar joints on the brick. Dimensions - 84 x Colors are black and gold. Rear Wall Sign: The original front sign of the former building will be used at the rear entrance of the new location. The sign is 48 x 18. The material is the existing wood and acrylic which will be screwed into the mortar joints of the brick. This sign will be painted to match the building as well as the front sign. Motion by Culp, supported by Bayly to accept the application for completeness. Motion by Culp, supported by Rodgers to grant a motion to proceed. Voice Vote: Yeas: All. Nays: None. Motion Unanimously Carried. CASE #3 Kelly & Doug Abraham 521 W. Main Street FENCE & DECK Mr. Abraham explained the plans for the fence. 2
3 The side fence, parallel to the driveway, is a privacy fence between the garage and the parking lot 28 by 6 high. Driveway fence and gate are 6 x 4. Privacy fence and gate will be left natural. The gate will be a 4 straight picket with a 3 space between the pickets. Lantern top posts are set at 54 high. All fencing will be western red cedar with 4 x 4 x 9 cedar posts set with concrete footings. Contractor is Novi Fence. The deck will be painted the trim color of the house (Monterey white) and was approved in March The flooring of the deck will be stained and all spindles and rails painted white. The Chief Building Official stated that the height of the gate can not be higher than 4 and the posts can not be higher than 4. Motion by Culp, supported by Rodgers to accept the application for completeness. Motion by Culp, supported by Rodgers to grant a motion to proceed with the understanding that the gate can not be higher than the allowable four feet. Voice Vote: Yeas: All. Nays: None. Motion Unanimously Carried. CASE #4 Carl Giroux 127 S. Rogers DOORS Mr. Giroux explained the plans to replace both the front and rear exterior doors to his home with more historically appearing doors. Each door will contain one opaque beveled, leaded glass single pane. The colors will match that of the house; the door Beetroot and the trim is Hearth. The style of the door is called Rebecca. The contractor is J & E Installation, Inc. located on Eight Mile in Farmington Hills. Motion by Culp, supported by Bayly to accept the application for completeness. Motion by Culp, supported by Bayly to grant a motion to proceed. Voice Vote: Yeas: All. Nays: None. Motion Unanimously Carried. 3
4 CASE #5 Dueto 102 East Main Street Northville, Michigan SIGN No one was present to represent the application. The Commissioners were in agreement on the style of the store front sign, however the applicant needs to return for additional information regarding samples, location, elevation and placement of color selection. The specifics of the sign are: Size: 23 x 57.5 Substrate: ¼ Flat Cut Plate Aluminum. Paint: Black and Red. Pin Mounted to the Façade. Graphic Visions Inc. will install. The specifics for the window graphics: 3 x 55 vinyl lettering to read clothing for men and women. Color: White A6001 Quantity: 2 Color Specifications Sherwin Williams Main Building Color: Tan - Shortbread - # 8135 Trim: Light Tan Brown Sugar - # 8132 Door: Red Velvet Red - # 8381 Motion by Bayly, supported by Rodgers to refer the application back to the applicant for additional information. Voice Vote: Yeas: All. Nays: None. Motion Unanimously Carried. CASE #6 Greg Presley/Breault Homes 541 Linden Court NEW HOUSE Architect, Greg Presley, described the plans for the second of two homes to be built on Linden Court. The first home was granted approval in January of This second home (2,800 sq. ft.) is a little smaller than the first home. Features include: Detached back yard garage cut into the grade of the rear yard. A full two story, but looks like a one and ¾ story. Reverse and dormers and gables. Covered wrap around porch with turret. Hardy plank with a 5 exposure, cedar trim. 10 diameter columns. Double hung Anderson wood windows. 4
5 Certaintied roof shingle. Subtle differences with the roof shingles and the colors between the two homes. Rear of the homes will be as important and detailed as the fronts of the homes. Brick chimneys. Motion by Culp, supported by Bayly to accept the application for completeness for the architectural details. Voice Vote: Yeas: All. Nays: None. Motion Unanimously Carried. Motion by Culp, supported by Rodgers to grant a motion to proceed with the. Architectural details The applicant will return for approval of colors. CASE #7 Tuscan Cafe 150 N. Center Street EXTERIOR RENOVATIONS The representative from Tuscan Café stated he is returning with several changes. Some limestone will be used on the front of the building from the brick veneer up to the awning. The awning has now been changed to copper. EIFIS will be used for the front elevation which will provide sharp clean corners. The masonry below the front window is deteriorating and will be covered with brick veneer. Because the owner is conservative with the monies for the renovation he has chosen these materials. COMMISSIONER COMMENTS: There are better materials to use than EIFIS. When EIFIS is used it shows wear and tear, salt marks etc, particularly at ground level. The building is fairly simple and the concentration should be on the details of the front elevation. Limestone is a good use, but not EIFIS. Motion by Culp, supported by Bayly to refer the application back to the applicant. CASE #8 - ADD ON Andrew Genitti 417 Dubuar REROOF The Building Official stated that the applicant is in dire need of a new roof because of numerous leaks. He has chosen a Timberline shingle with the color of Weathered Wood. The approval for the re-roof will be by way of a sub-committee after the Building Permit 5
6 is approved. The Committee consists of Bayly, Culp and Rodgers. 7. DISCUSSION: None. 8. ELECTION OF VICE CHAIRPERSON: Motion by Bayly, supported by Rodgers, to elect Ms Culp as the Northville Historic District Commission s Vice-Chairman. Voice Vote: All. Nays: None.
