1 PASSAIC COUNTY TECHNICAL INSTITUTE CCA 1422 NEW S.T.E.M. BUILDING 2017 SECTION BLASTING & ROCK REMOVAL REQUIREMENTS PART 1 GENERAL 1.1 RELATED DOCUMENTS A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 1 Specification Sections, apply to this Section To eliminate any controversy as to how much sub surface fixed rock currently exists on site and the removals required for the installation of all infrastructure and utilities outside the new STEM building footprint (including but not limited to) landscape site, drainage, storm, sanitary, gas, water, electric underground, building foundations, footings, other buried utilities, lamp posts and utility poles etc, The General Contractor shall base all excavation costs on existing grade elevations as top of fixed rock at all areas beyond 5 feet perimeter of the new building footprint. For areas within the building pad foot print, the site was previously cleared and prepared under separate contract. The rock was fractured and removed to elevations via a blasting method to elevations and depths identified on Drawing C-3 Excavation and Grading Plan Last Dated 11/18/16 Prepared by Comerro Coppa Architects (Enclosed). See also Drawing PC-043 Partial Topographical Survey, prepared by Boswell Engineering, dated 12/20/16. Grading at the building pad area is filled with blasted fractured rock varying in size with a 4-6 layer of crushed stone atop. Depths identified of fractured rock can be anticipated for excavation at the building pad area. Similar condition exists for the filled level area on the western portion of the site. Enclosed at the end of this section are the following reference documents as it relates to subsurface and existing topography conditions for the project: 1.) Geotechnical Report prepared by SESI Consulting Engineer s Dated September 8, 2016 and Drawing Fig-1 Boring and test Pit Location Plan Dated 9/23/16. 2.) Geotechnical Review Letter prepared by SESI Consulting Engineer s Dated October 14, ) Drawing C-3 Excavation and Grading Plan (building footprint) Last Dated 11/18/16 Prepared by Comerro Coppa Architects 4.) Drawing BP-1 Utility Boring Location Plan Dated 12/19/16 Prepared by Comerro Coppa Architects. 5.) Drawing PC-043 Partial Topographical Survey, prepared by Boswell Engineering, dated 12/20/16 The above listed documents are issued for information only. If the General Contractor bases cost on the pit/boring depths, and additional rock needs to be removed, under no circumstances will additional cost be incurred by the Owner. Each Contractor shall assume his own fluff factor as it pertains to fill quantities. All excessive site material left over after suitable fill and final grading, per the Civil Drawings, not used in the construction will be disposed of at the General Contractor s expense and included as part of the overall base bid. Refer to specification Earthwork for additional information. 1.2 SUMMARY A. All blasting must be performed in conformance with Federal and State ordinances. Compliance at these levels for vibration and air blast eliminates the probability of damage to structures as determined by the United States Department of Interior. BLASTING REQUIREMENTS AND ROCK REMOVAL

The General Contractor is responsible to conduct pre-blast surveys of any on site and nearby off-site structures within 250 feet of blasting to avoid any unsubstantiated claims for damage from blasting vibration. In compliance with the State of New Jersey blasting regulations, all blasting must be monitored using approved seismographs placed adjacent to the closest buildings or other sensitive structures, like the hospital and high school. A copy of these recordings must be made available to the general contractor within 24 hours of a blast. Seismic monitoring must be done at nearest structure not owned by the County of Passaic. C. Related Sections: 1. Division 2 Section Earthwork. 2. Division 1 Section Coordination. 2.1 GENERAL BLASTING REQUIREMENTS: A. Explosives shall be stored, handled and employed in accordance with the federal and state regulations. B. All licenses and insurance requirements for the State of New Jersey must be met. C. No explosives will be stored overnight on site. D. No blasting shall be conducted on weekends or state holidays E. Before Drilling and Blasting, excessive overburden to the top of rock shall be removed. F. Blasting Mats should be utilized at the discretion of the person in charge of the blasting. G. A maximum diameter drill hole size of 3 ½ shall be utilized. H. Only standard explosives and blasting accessories prepared by appropriate manufacturing firms shall be used. No pumpable explosives shall be used to avoid the overloading of blast holes, particularly when voids are encountered. 2.2 BLASTING LIMITS A. Peak Particle Velocity Limits will be as per the site, the maximum peak particle velocity shall not exceed State of New Jersey Explosives regulations. B. Air Blast Limits The maximum air blast measured at the nearest structure should not exceed 130 decibels as measured by an approved instrument. C. Aside from these limits, All blasting shall comply with New Jersey Explosives regulations N.J.A.C 12:190. END OF SECTION BLASTING REQUIREMENTS AND ROCK REMOVAL
