1 TERMS OF REFERENCE PROJECT EDINBURGH ROAD FROM SPEEDVALE AVENUE TO LONDON ROAD OBJECTIVES/PURPOSE The City of Guelph intends to upgrade the underground services to current standards and carry out complete roadway reconstruction on Edinburgh Road from Speedvale Avenue to London Road. The hiring of Consultant Services is to be considered as an extension of City Staff and as such Consultant Staff are expected to conduct themselves as representatives of the City. City Staff will be part of the Project Team to provide limited support and guidance to the Consultant(s) as required. The Consultant(s) shall complete the preliminary design, final design, coordinate all related project needs, tendering, contract administration and resident services during construction of improvements to the roadway, underground services, drainage, traffic services and other related infrastructure. A dedicated and independent environmental Inspector is to be provided for to ensure that the environmental protection recommendations in any agency approval conditions are complied with during the Road reconstruction period. All design work must be completed in accordance with City of Guelph standards. In conjunction with the normal utility agencies affected by the proposed works, design considerations and streetscape improvements are to be coordinated with the Neighbourhood Association (if one exists), and any other special interest groups or County and City Committees and Departments. PROJECT MANAGEMENT REQUIREMENTS It is expected that the Project Manager for the consultant will coordinate all aspects of the preliminary design, final design, administrative, construction and maintenance phases of the Project. The Project Manager will be the primary contact for the City and Contractor and any related agencies. Quality Assurance will ultimately rest with the Project Manager. GENERAL SCHEDULE Final Design of Projects to be complete by December Anticipated construction tender to occur in January Public Information Centres shall be held at 60% design and prior to tender advertisement. Anticipated start of construction in April Warranty period to expire 2 years following the date of Substantial Performance. TR1

2 SCOPE EDINBURGH ROAD FROM SPEEDVALE AVENUE TO LONDON ROAD The scope of the project includes reconstruction of the existing 4-lane urban roadway between Speedvale Avenue and London Road including installation of bike lanes, replacement of the existing C&G and sidewalk, replacement of the existing 200mm cast iron watermain between Speedvale Avenue and London Road and replacement of the existing vitrified clay sanitary sewer between London Road and Willow Road. Stage 1 Design Services The consultant shall provide the following design services: Prepare base plans of above ground and below ground infrastructure from detailed topographic survey being undertaken by the City and to be provided to the Consultant. Coordinate and retain an Ontario Land Survey (OLS) to prepare a single compiled legal survey plan for the limits of the entire project. The OLS must provide ground control for the topographic survey and confirm that the legal survey and topographic surveys are precisely coordinated. Coordinate and retain a Geotechnical Consultant to prepare a geotechnical report, including SAR and electrical conductivity, for design purposes and materials testing during construction. The geotechnical report shall document subsurface soil and groundwater conditions and include geotechnical recommendations with regard to excavations and dewatering, pipe bedding, trench backfill, disposal of surplus material and pavement structure (refer to Appendix D for details). Prepare Contract Drawings to City of Guelph standards for City s review and tendering including but not limited to the following: Cover Page Existing Conditions & Removals Proposed Design Cross Sections Property Requirements and Grading permissions drawings, as required Erosion and Sediment Control Plans Tree Management Plan (refer to Appendix C for details) Tree Replacement (Planting Plan, details and special provisions) Traffic Signal Installation / Modification (as required) Detour/Temporary Road Closure Plans, Traffic and Transit Plans (Guelph Transit and emergency vehicle accommodation) Construction Phasing Plans (as required) Storm and Sanitary Drainage Area Plans Drawings and presentation materials as required for Public Information Centres Record Drawings TR2

3 Host 2 Public Information Centres including presentation materials (location provided by City). The consultant will be responsible for such tasks as distributing notices/correspondence through regular mail and/or hand delivery, preparing advertisements, arranging for advanced notice signage along the roadway, facilitating and making formal presentations at the meetings, providing the necessary staff to assist at meetings, maintaining mailing lists and preparing written responses to inquiries/comments to the City s satisfaction. Coordinate required Utility relocation work including arranging and attending meetings and preparation of agendas and minutes for all local and third party Utilities through preliminary design, final design and construction phases. For projects with Street Lighting components, the Consultant shall coordinate the design and purchasing of all street light hardware through Guelph Hydro. Coordinate project design with abutting development projects including providing developers with copies of the project design for their frontages at 60%, tender and approved for construction stages and providing estimated construction cost for any required services along their frontages. Prepare tender documents and drawings at the following stages: Draft review (60%); Final review (90%); and, Issue for tender. Prepare and submit MOE - Certificate of Approval Applications (Application fees will be paid by the City). Liaise with other relevant agencies including arranging and attending meetings, preparation of meeting agendas and minutes, and preparation and submittal of applications for agency approval as required (Application fees will be paid by the City). Liaise and coordinate services within the project area as required (e.g. waste management pick up and routing, Canada Post, Guelph Transit, Goderich Exeter Railway, Utilities, etc.). Provide an Engineer s Estimate for Total Project Construction Cost at the following stages: Preliminary estimate with Proposal for Consultant s Work Plan and Fee Estimate. Detailed estimate at 90% and 100% Design. Final Detailed estimates one week prior to the close of the tender. Reproduce tender documents and drawings (allow 10 sets hard copy) and submit digital drawings in both AutoCAD and PDF format. Answer questions from contractors during the bidding period and if required, prepare Addenda to be distributed by the City to all registered bidders. Review tender submissions for mathematical accuracy, check contractor references as required, provide a cost comparison for each bid item for all bidders and make a recommendation for tender award TR3

4 Stage 2 Construction Services (provisional, subject to City requirements) The consultant shall provide the following construction services: Organize, attend and document a pre-construction meeting and bi-weekly construction meetings. Provide full-time resident inspection of construction services. Provide environmental specialist inspection services as required for compliance with GRCA fill permit requirements, tree impact requirements and Migratory Bird Act requirements. Provide Contract Administration services including preparation and recommendation of progress payment certificates and change orders, review and recommendation of shop drawings and provide all public relations activities including but not limited to preparation of letters, mailing or hand delivery to all resident-owners, non-resident-owners and occupants in project area plus one block on side streets in all directions (refer to Appendix B - Capital Project Mailing requirements) and follow up on all complaints and claims. Provide post construction services, consisting of Construction Record drawings in printed and digital.autocad dwg file format, warranty inspection and administration. TR4

11 TERMS OF REFERENCE PROJECT EDINBURGH ROAD FROM SPEEDVALE AVENUE TO LONDON ROAD (see Appendix A for Project Location Plan) APPENDIX C Typical Tree Management Plan Details The Tree Management Plan shall include the following: The pickup of all city / border trees during the field survey within the construction zone. The physical location of each tree is to be shown on base drawings with the centre of the tree being shown (this requirement will make ownership issues clearer). The average width of the tree crown (drip line) is also to be determined and shown. This is to be a physical field measurement and not generated from a computer program. Drafting of the "Tree Management Plan", which will include the base map showing the trees, their serial numbers, charts showing tree condition and health, approved encroachments into Tree Protection Zones and additional Protective Measures for Significant Trees. Review of construction impacts on the trees and a recommendation for trees that require removal due to the proposed construction Preparation of a tree management report to be provided to the City as an information item where there are public tree concerns

13 TERMS OF REFERENCE PROJECT EDINBURGH ROAD FROM SPEEDVALE AVENUE TO LONDON ROAD (see Appendix A for Project Location Plan) APPENDIX D Geotechnical Investigation Geotechnical services shall include the determination/confirmation of subsurface soil and groundwater conditions sufficient to prepare an engineering report with geotechnical recommendations pertaining to excavation and dewatering, pipe bedding, trench backfill and pavement structure for the project. During the field investigation, the geotechnical consultant is to visually examine the potential for contaminated or unsuitable materials and conduct further testing/chemical analysis as required to determine the removal and disposal requirements of the material during construction. The geotechnical consultant shall: Determine the number and location of boreholes to reasonably reflect existing subsurface conditions. Coordinate utility locates. Identify all borehole locations to be superimposed on design drawings provided by the consultant. Provide traffic control in accordance with Book 7 of the Ontario Traffic Manual. Complete necessary field investigations/testing to prepare an engineering report with recommendations pertaining to excavations and dewatering, pipe bedding, ground water control, trench backfill, roadway construction, pavement structure and compaction requirements. Identification of the presence of any potential contaminated or unsuitable material and recommendations with regard to further testing including applicable chemical testing. Please note that this type of issue would be considered unforeseen and a reasonable cost for testing would be considered. General - Consultant Responsibilities: The consultant shall immediately inform the City s Project Manager of any critical defects or deficiencies and unsafe conditions which are discovered in the field during the work. The consultant shall immediately inform the City s Project Manager of any contamination encountered during drilling and of any potentially contaminated sites based on site usage which are observed in the field during the inspection. Additional boreholes may have to be carried out by others (not part of this assignment) to determine the type, depth and limits of the contamination.

14 The geotechnical consultant shall remove any groundwater monitoring wells prior to constructions and no additional cost to the City. Final Documentation 1. Three (3) hard copies of the completed geotechnical investigation report for each road section. 2. One (1) digital copy of each completed geotechnical investigation report in PDF format to be provided on a CD at the end of the project. The Geotechnical report shall include: An introduction and background to include a description of the existing road section under investigation. A description of the investigation procedure and fieldwork. Subsurface conditions, including existing pavement structure, fill materials, topsoil, laboratory testing and groundwater. Borehole log sheets undertaken on roads and shoulders, where available. Borehole location plans. Grain Size Distribution consisting of grain size analysis tests, and where applicable, particle size (hydrometer) tests. Grain Size distribution shall be plotted against upper and lower band limits for various material such as Granular A and B, in accordance with Ontario Provincial Standards (OPS) materials. Based on the testing results, the report shall provide a recommendation relating to the suitability of the in-situ material being used for Granular A and B. Standard Proctor Moisture Density Test Results. Discussion and recommendations, when applicable, for excavation and dewatering, bedding for storm sewers, ground water control, trench backfill, roadway construction, pavement materials, thicknesses, and compaction requirements. The geotechnical report shall be appended to the construction tender.
