2 1. Background The Eastern Cape Department of Education (ECDoE) seeks to appoint multiple service providers to furbish broken school furniture for a period of twelve (12) month with an option to extend for another period of twelve (12) should the need arise. The refurbished school furniture must be done and designed in line with SABS standards. 2. Response Requirements 2.1. All of the below listed documents must be submitted as part of the response to this bid request. Failure to do so will invalidate the response Proof of registration on the National Central Supplier Database; Bidders must complete and submit signed SBD 4, 6.1, 8 and 9; Proof of ownership or a copy of the lease agreement/letter of from the Lessor if not owned by the bidder; Company profile detailing: Shareholders/Partners/Directors details, including name, position, race and gender; CIPRO certificate; Address of bidding office and the workshop including resources i.e. machinery and equipment (attach pictures) The contact details of the primary liaison person must be provided and that person should be the primary liaison with the ECDoE in all correspondence; Submit a detailed proposal detailing how the project will be executed, demonstrating capacity of the bidder to execute the contract, how the local labour will be sourced including skill transfer Broad-Based Black Economic Empowerment credentials of the bidder (attach copy of BBBEE contribution level from accredited verifying agents); and; Any other information which the bidder may deem necessary and relevant for the bid. 3. General Requirements: The refurbished furniture will be a product of painted/steel tubes of round, oval, square and rectangle section for school furniture. Coating s applied by the powder-coating process Readymade saligna timber/cut 4. Steel Tubes 4.1. Mild steel (either chromium plated or other approved finished 4.2. Steel tubes shall be free from defects and shall be comply with the requirements of the SABS standards. 2

3 4.5. Tubes of steel shall be with a minimum wall thickness of 1.6 mm 5. Screws and Bolts 5.1. Screws will be used to attach timber to the steel; 5.2. Screws, hinges, locks and handles/knobs shall be used; 5.3. Metal fasteners will also be used 6. Process of the Refurbishment 6.1. The supplier will collect and deliver the school furniture (steel frames) in need of refurbishment in the following sites or warehouses: Erf No. 17, Agbro Road, Berlin Industria; Ezibeleni Industrial Site; Queenstown Swartkops Street North, in Port Elizabeth; Efata Complex on the R61 in Mthatha; Erf No:81 in Main Street, Mount Frere 5.2. After the refurbishment has been carried out to the satisfaction of the ECDoE the warehouse manager and quality controller at the warehouse will accept the completed refurbished furniture and sign off the Goods Received Voucher (GRV) The refurbished items must match with the original items in all respect and 5.4. Damaged goods at the point of delivery will not be accepted (scratches to the surface arrears) Steel frames must be straightened to the original shape and size without compromising on the strength of the frames Damaged and dented school furniture will not be accepted All wood portions must be replaced with new material namely saligna as per 5.8. All fastening devices such as screws, bolts, nuts revert etc. must be replaced with 5.9. Steel frames beyond economic repair must be reported to the department for writing them off The cost of the refurbishment must not exceed 60% of the replacement value of the item inclusive of vat, collection and delivery The department will visit the refurbishment sites and workshop to ensure that work carried out is according to the 6. The Method of Refurbishment 6.1. All existing if any logging such as bolts, wood, rubber and paints is to be removed; 6.2. All steel frames to be strengthened and sanded down and rust to be removed; 6.3. All the steel frames to be given on coat of metal undercoating prime primer; 6.4. All steel frames are to be sprayed two coats of School Grey paint; 6.5. The new wooden section should be bolted to the steel frames as per the specification of the school furniture strictly in compliance with SABS as per the new furniture; 3

4 6.6. The refurbished furniture must be inspected and approved for the delivery; 6.7. The refurbished furniture is to be delivered to schools designated by the department. 7. Chair Shells 7.1. Chair shells shall be of an acceptable virgin polypropylene co-polymer material that has been stabilized The colour of the material of shells shall be stable and of an acceptable match to the colour After subjecting assembled chairs there shall be: No fracture or capacity of any member, component or joint No loosening of joint No loosening of the under frame or loose inserts molded into structural shell Free movement of the back, legs or other components that exceeds the free movement note in the initial inspection No deformation or wear of any part of the seating or any cracks that will adversely affect its appearance or durability Strengthening of individual attachments of the shell to the steel frame shall be at least soon, for the small shell and 1000 N for the large shell. 8. Powder Coatings 8.1. The powders used for coatings on steel shall comply with the requirements for type 2 coatings of SABS 1274 and shall be suitable for application by fluidized bed process or by electrostatic spray and shall be one of the following: Polyster Epoxy/polyster Polyurethane Nylon 9. Labour and Skills Training 9.1. The supplier must make use of local labour Labour should consist of 50% woman The supplier must submit a detailed plan on how the above will be achieved 9.4. There must be skills transfer in the areas such as spray painting, welding etc. 4
