2 Purpose & Need Purpose: Replace inadequate or deteriorated systems - Abandon aging water main pipelines in streets & backyards - Construct new water main pipelines in streets Install water meters on all unmetered services by December State requires all homes to be metered Need: Promote water conservation Increase service reliability Reduce maintenance costs

3 Benefits Improved overall system Automated Meter Infrastructure (AMI) Enhanced water conservation tool - Leak detection Accelerated Meter Installation - City fully metered by $5 million savings due to front yard landscape installation - Additional $65 million deferred costs to leave and retrofit mains in backyards

4 New Installation Policy Accelerated Meter Installation Response to drought conditions Deadline moved from 2025 to 2020 Costs reduced and deferred Installation back-of-walk (landscape/ lawn area) Placement exception (in sidewalk): - Property owner preference with associated costs - Lack of easement - Water service located in driveway - Certain encroachments

5 Sidewalk Meter Installation Associated costs of $400 per meter Property owners desiring meter placement in sidewalk: - Assume cost personally - Must complete/submit form by deadline on letter Property owners who have no preference of placement = no action

6 Meter Installation Process Step 1: Pre-Construction Letters sent to property owners Utilities marked with chalk paint (28 days prior to work) Notification signs placed throughout neighborhood Door hangers placed approximately one week and one work day prior to work Step 2: Construction Rectangular (28 x 18 ) meter box installed - Box lids vary depending on location - Two lid types: Concrete & Fibrelyte - Lids are be painted by property owner if located within landscape Additional water main pipeline work in some locations City Arborist may be consulted should work occur adjacent to a large tree to minimize impacts Step 3: Post-Construction Following all installations, disrupted surfaces are repaired or replaced in kind Automated Meter Infrastructure (AMI) constructed

7 Meter Construction Impacts Prior to any work, notices will be placed on property doors Installation completed in one day Work hours: 7:00 a.m. - 6:00 p.m. (Monday - Friday) 4-hour maximum water shutdown Temporary: parking restrictions, sidewalk closure and traffic delays Construction related dust and noise

8 Next Steps City begins metering approximately 4-6 months after project is complete Comparative bill mailed for one year - Flat vs. metered rate - Identifies usage and metered rate Metered rates go into effect following one year of comparative billing Customers can opt to switch immediately to metered billing upon request Monthly basic service charge based on size of meter: - 1 Meter (majority of residential meter sizes) = $ ½ Meter = $ Meter = $71.82 Volumetric rate or actual water usage, calculated in cubic feet and billed per 100 cubic feet cubic feet = 748 gallons - $0.99 per 100 cubic feet
