1 AGENDA ITEM D6 DATE: April 3, 2015 TO: FROM: SUBJECT: Matt Jdan, General Manager Alison Adams, Chief Technical Officer Regional Demand Management and Member Government Water Conservation Activities Status Rept SUMMARY: RECOMMENDATION: Tampa Bay Water actively plans and codinates regional demand management and Member Government water conservation activities, while the Member Governments actively implement programs that save potable water. This item provides a status of the ongoing conservation and demand management activities of Tampa Bay Water and the Member Governments. Receive Status Rept. DISCUSSION: Detailed collection of Member Government data occurs through codination with Members and their enfcement staff. Member conservation tables were developed through feedback from Member Government conservation staff and are updated monthly. Repting on water conservation and restriction enfcement undertaken by Member Governments has a one-month lag due to recds processing. Regional Demand Management Activities Many items are directly related to monthly meetings of the Conservation Codination Constium (CCC) between Tampa Bay Water, Member Governments, the Southwest Flida Water Management District (SWFWMD), and the Flida-Friendly Landscaping (FFL) program. Feb 2015 Mar 2015 Provided Members with final Five Year Conservation Plan document and presentation materials provided to Tampa Bay Water Board. Provided update and indicated feedback loop f conservation program implementation strategies that will be part of Demand Management Plan update. Wked with FSAWWA to develop water loss wkshops to be held in May. Codinated water conservation month proclamation adoption with Members and FSAWWA. Surveyed Members and other utilities on Conservation Codination Constium (CCC) on their use of Advanced Metering Infrastructure (AMI) and/ Automatic Meter Reading (AMR) systems, based on request f infmation from Councilman Nurse. CCC allows utilities that are not members to attend based on request- Hernando and Manatee Utilities, Lakeland, Polk and FGUA. Wked through CCC to modify Water Wise Awards program web page, marketing materials and contact list. Spring water conservation public awareness program update provided to CCC. Participated in Pasco FFL Advisy Committee meeting in New Pt Richey. Participated in AWWA Sustainable Water Sources Conference. 2 Matt Jdan April 3, 2015 Page 2 Education and Codination Programs/Tampa Bay Water Tampa Bay Water is involved in the following programs as part of its planning and codination roles. The agency has a lead role in researching technology efficiency improvements that can be used actively by Members and others; passively through national, state, and local criteria and standards development. Program Type Status Flida-Friendly Landscaping (previously FYN) Water-Wise Awards Program Determination of Landscape Irrigation Water Use in Southwest Flida Water Efficiency in Green Building Continuing environmental education in Pinellas, Pasco and Hillsbough Counties. Conservation awards and promotion of droughttolerant landscapes. IFAS-based research throughout District with SWFWMD. Tampa Bay Water funded - part of Consolidated WUP compliance action. Assist in the development and review of water-efficient green products, standards, codes and certification programs. Member Government Conservation Update Implementation occurring throughout tri-county area. Rainwater harvesting, micro irrigation and landscape maintenance wkshops continue. Advisy committee meeting held in Pasco. Public education codinats held wkshop on Irrigation Efficiency f Communities- A Wkshop f HOA/COA/CDD Board Members, Property Managers and Irrigation Professionals at Brooker Creek preserve. FFL codinats scheduled spring messaging effts with local radio stations. Webpage micro-site redeveloped. Post card mailer updated f mailings and spring events held by others. Direct mail database updated with postcard mailing to occur in April. Promotional events started with member governments and FFL staff.eb Wked with SWFWMD and IFAS staff to develop consistent water use metrics f evaluating outdo water use trends, specifically irrigation, throughout the 16-county region and how to relate to FFL landscaping. Results can be used to determine what level of irrigation could be expected in non FFL landscapes versus those with this type of landscaping. Awaiting project scope modification approved by SWFWMD. Tampa Bay Water funded part of efft. Flida Water Star Technical Advisy Committee member- Annual TAC meeting held to discuss operational issues with all phases of criteria. On ASABE X627 Standards Committee to develop Standard f "smart" controllers using soil-moisture and weather senss. Standards will be used f certification of EPA WaterSense products (Wking with Califnia Water Efficient Products Initiative Committee to address funding needs f product related research consistent with Water Sense needs). Chair of Alliance f Water Efficiency Research Committee. Evaluated conservation elements of communities as part of Flida Communities Association Trust competition. Table 1 provides a measurement of active conservation programming per Member Government f the months of January and February Table 2 provides a detailed accounting of existing water use restrictions and their enfcement per Member Government f the months of January and February Attachments
