4 Jackson Row Oxford, MS Student Housing Construction Logistics & Sidewalk Review Team Owner/Management: CA Ventures Chicago, IL Designer: SOZO Architecture Oxford, MS Project Description Underground Garage Parking First Floor Lobby, Administration and Retail Living Units on First Floor and Above Fully Landscaped and Complete Site Redevelopment 3 floors of underground concrete garage 5 stories of concrete and structural wood framing Brick and cement siding façade Planned Construction Schedule June, 2015 thru March 2017 Excavation and Shoring Shoring around the perimeter of the building o Driving approximately 60 foot steel piles into the earth about 7.5 feet apart o Timber lagging o Wales with Tiebacks Remove approximately 46,000 CY of soil from the site in 5 foot high increments After each layer of 5 feet of earth is removed lagging between the piles is installed Once a certain level of earth is removed the wales and tiebacks are installed into the earth Total excavation will be approximately 30 feet deep x 400 feet long x 50 feet wide The perimeter of the excavation will be within feet from the existing Jackson Ave sidewalk

6 Priorities 1. Safety and protection of the citizens of Oxford 2. Safety and protection of the construction crew 3. Minimizing disruption to the neighbors of this project 4. Maintaining the traffic flows on Jackson Avenue and 6 th Street Challenges 1. Safety Large excavation (30 feet deep x 400 feet long) within 25 feet from the sidewalk Fallen objects hazard multi story building 25 feet from the sidewalk Unable to completely cover sidewalk due to access gates required on Jackson Ave Construction equipment interaction 2. Urban setting and adjacency to very active streets (Jackson Avenue & 6 th Street South) Multi story building with high scaffolding within 15 feet from the current sidewalk Unable to use 6 th Street South as drop zone area due to turn radius (narrow street) Keeping streets clean due to equipment entering roadways to offload trucks 3. Avoiding lane closures and shutdowns on Jackson Avenue during construction operations Unloading, drop off and soil/debris/trash haul off For the first 3 4 months, expecting truck movements (in and out) per day Periodic traffic lane blockage/slow down due to the limited site accessibility Inability to use site/sidewalk area as drop off zone because Jackson Avenue is drop zone 4. After hours / nightly deliveries Noisy work at night: offloading trucks with heavy equipment Low visibility for pedestrian and vehicular traffic during offloading
7 Solutions 1. Creating a Drop Lane adjacent to the site: Requires closing the entire southern sidewalk on Jackson Avenue west of 6 th Street South; Protects community from the excavation zone by giving them easy access to use opposite sidewalk; Protects community from the possible falling objects zone; And protects community from construction equipment interaction. 2. Sidewalk & Temporary Safety Measures In addition to the ordinance requirements for signage, CA Student Living will: Close Jackson Avenue southern lane sidewalk; Create crosswalk and create sidewalk closed signage at east and west ends of side closure along Jackson Avenue 3. How is closing the sidewalk safe for Oxford? Safety for pedestrians from falling objects from the building. Keeps pedestrians away from the very large excavation site. Keep the street cleaner. Protects city streets from truck and equipment oil spills and roadway stains. 4. How sidewalk closure will make traffic better? Keeps Jackson Avenue open to consistent traffic flow due to non street off loading. Keeps streets cleaner since forklifts do not have to enter the street to offload and allows trucks to be cleaned on site prior to entering the street. Keeps any construction worker or activity out of the public streets. 5. How is closing the sidewalk positive for Oxford? Moves pedestrians away from construction zone entrances so that pedestrians do not try to cross the construction entrances as trucks and deliveries are coming/going into the site. Keeps pedestrians from getting within 15 feet of a very large excavation site. Allows construction to progress and finish more efficiently to quickly improve site. Protects the public storm water system from pollution. Maintains the cleanliness of the city streets and right of way. Lessens the dust factor for the neighborhood. Reduces complaint calls.
