1 BID SPECIFICATION: ADDENDUM A SUPPLY, DELIVERY AND INSTALLATION OF CLEAR VIEW TYPE FENCE AT THE DISTRICT SIX CAMPUS. A MINIMUM CIDB RATING OF 5SQ (4SQ PE) OR HIGHER IS REQUIRED CPUT17/18

3 1. Introduction The Cape Peninsula University of Technology (CPUT) District Six campus in District Six Cape Town is currently an open campus. The campus accessible in all sides except on southern side, which is currently fenced with a mashed galvanised fence. Due to the openness of campus, recently, a number of security issues have been experience by both staff and students. To better safety all staff and students, including CPUT assets, CPUT requires services of a competent and experienced service provider to supply and install a security fence on the perimeter of the campus. 2. Scope The service provider shall furnish labour, equipment, and materials to execute the following scope of work: I. Remove the existing fence, including the barbwire II. Set up the campus boundary III. Supply and install clear view type fence IV. Supply and install pedestrian gates (textiles and mobility disable gate) V. Supply and install vehicle gate (booms and gates) 3. Statement of Requirements The service provider s goods and services required are the following (please specify the manufacturer and provide the product brochure): I. Outputs: a) The campus boundary to be fenced is approximately 2000m b) The fence shall be installed on the erf boundary as indicated in the attached layout c) The height of the fence is approximately 3m d) Shark tooth spike shall be affixed to panel edge, where it is appropriate a barb wire shall be affixed to the panel edge e) The fence must be a clear view type fence 2 P a g e
4 f) The vehicle gates required are approximately six (6) and boom gates required is approximately three (3). Swing or sliding gates shall be allowed depending on site conditions and management of access control g) The pedestrian gates required are approximately four (4) h) Locking devices shall be recommended by the service provider for client and acceptance for all gates II. Performance Measures: a) All material should SABS approved b) All work shall be carried as per SANS standards c) Compliance certificate for all materials and coatings d) All steel materials shall be of good commercial quality, galvanized steel or similar/equivalent type of material. e) All posts, rails and cover plates to be hot dipped galvanised in accordance with ISO 1461 or similar. f) Furnish moisture proof where necessary g) Zinc coating shall be smooth and essentially free from lumps, globs, or points h) All work and material shall have a minimum of ten (10) years guarantee i) The depth and spacing of all posts shall be set by the service provider j) The design and placement of concrete footings shall be set by the service provider (strength tests and certificate of compliance shall be provided by the service provider) III. Targets: a) All work is to be completed by end of July 2018 IV. Management of the contract: a) The contract management shall be as per the contract signed between CPUT and the service provider 3 P a g e
5 4. Description of Fence System I. Post: a) Post shall include Locking Recess Mechanism to secure panel edge. b) Post shall be sealed with a UV stabilized polymer cap. c) Post finish shall be galvanized, then marine fusion bond coated or a similar type of epoxy coating. II. Panel: a) Panel post shall have a flush panel post finish with no climbing aid. b) Clamps using Anti vandal bolts. c) Panel and fixtures shall be galvanized, then marine fusion bond coated or a similar type of epoxy coating. III. Additions a) A 100mm high toughened steel Shark Tooth spike shall be affixed to panel edge, internally at 150mm intervals using Anti-vandal bolts. b) Spike finish shall be Galvanized, then marine fusion bond coated or a similar type of epoxy coating. IV. Fence Corner Configuration. The fence configuration should not have any sharp corners. No V. 6 5. Quality Requirements The service provider is required to meet the following quality requirements: I. All work shall be carried out as per latest Construction Regulation and Occupational Health and Safety requirements II. All work shall be carried as per SANS standards III. All material shall be SABS approved IV. All posts, rails and cover plates to be Hot dipped galvanised in accordance with ISO Site Location The site is located in Cape Town, District Six, CPUT, District Six Campus. 7. Occupation of the Site The service provider shall take occupation of the site under the following conditions: I. Access to the site of the works will be given to the service provider on the commencement date. II. Where the site of the works is on public roads, which will remain in use during the course of the work, every effort shall be made by the service provider to minimise the disruption to existing pedestrian and traffic flows during construction. No road may be closed without the express permission of CPUT and City of Cape Town Road Department. III. Where existing roads are used, they shall be protected from damage by extraordinary traffic. The service provider shall immediately repair any damage arising out of his acts of omissions by him to fences, gateways, drains or to any other structure during the execution of the contract and shall leave everything in the same state as found by him. IV. The service provider shall as far as possible confine his operations to within the limits of the site or land provided by the CPUT, but if this is inadequate for this purpose, he shall make all arrangements for any further land he may require and shall pay all costs and charges in this connection. V. The service provider shall afford all reasonable pedestrian and/or vehicular access to all owners and occupiers of properties abutting the works to the 5 P a g e
7 satisfaction of CPUT. Workmen employed by the service provider will not be permitted on private property abutting the works during its progress unless such presence is required to successfully complete the work and permission from the owner/occupier has been granted. 8. Site Facilities Available I. Location of Camp Site The service provider shall establish his camp at a location approved by the Employer. The service provider shall make his own arrangements concerning the provision of water, electricity and other services for his own office should it be necessary. II. Source of water supply The service provider shall make his own arrangements for obtaining potable water for construction and domestic purposes. III. Source of power supply The service provider shall make arrangements for obtaining power with CPUT. If the service provider chooses not to arrange a temporary electricity supply to the site, he will have to provide alternative facilities to supply electricity for whatever purposes. IV. Sewerage connection The service provider shall provide a sufficient number of toilets for his staff. Portable toilets will be acceptable. 9. Special Attention Required on Existing Services I. Prior to commencing work, the Contractor shall confirm with all Authorities and Departments concerned and obtain the necessary way leaves for both overhead and underground services affected by the Works and shall satisfy himself that he has obtained all the relevant information required to complete the Contract. The Contractor shall carry out the works with the minimum interference to existing services. He shall co-operate with all 6 P a g e
8 Authorities and Departments concerned and shall be solely responsible for carrying out the following operations and checks: a) He shall inform all Authorities and Departments in good time before the correct stage of the construction is reached for the laying and/or relaying of any particular services. b) He shall set out the lines and levels of kerbs, pipes, culverts and any other necessary features of the Contract in order that Authorities and Departments are able to lay and/or relay services correctly. II. It shall be clearly understood that obtaining the necessary way leaves and any extra work, such as the removal of any portion of the Works already executed either by the Contractor or by the Authority or Department and its subsequent re-execution, which is caused by the Contractor s failure to observe and carry out his responsibilities as specified, will be at his own cost. III. If the Contractor considers that the progress of the works is being retarded by the failure of any Authority or Department to lay, remove or divert pipes, ducts, services, cables or poles within a reasonable time, he shall immediately notify the Employer in writing, stating clearly the number of days and delays claimed. The Employer will then decide whether such a claim is justifiable, and in the event of the claim being accepted, he will hand to the Contractor a certificate clearly stating the number of days of delays sanctioned. 10. Security I. The Contractor shall take every precaution to ensure safety and to protect the Works from theft and vandalism. The Contractor shall be responsible for the safety and security of his personnel, materials on site and the Works in general at all times. The Contractor shall therefore acquaint himself with the current situation in the area with regards to safety and security (liaising with the local police as necessary) and shall provide with all security measures, including the employment of accredited security 7 P a g e
9 II. services, as deemed necessary to comply with the requirements under this clause. Any cost incurred to conform to this specification will be deemed to be part of the contractor s risk as part of the General Conditions of Contract and will not be considered as an accepted risk. 11. Testing/Inspection The service provider shall notify CPUT project manager two (2) weeks prior to inspection so that arrangements can be made to have the relevant CPUT representatives. Where failures have been noted during the inspection, the Contractor shall be allowed time (not to exceed 1 hour) to make the necessary repairs before continuing the inspection. If additional failures are noted during the test, the test shall cease and be rescheduled for another day. If the test is deemed a failure by CPUT representatives, the service provider shall be responsible for all cost incurred by CPUT for scheduling a second inspection. 12. Compliance to the Specification The Contractor shall comply with all the requirements as per this specification. Proposed deviations shall only be considered after the award of the contract. Proposed deviations shall only be accepted if it meets with all of the following criteria: I. The proposed deviation offers a substantial improvement to the final product offered. II. The proposed deviation has been proven in other applications. Any deviations from the specification can only be implemented with prior approval from the various representatives from CPUT. 8 P a g e
10 13. Proven Product Due to the security nature of this requirement and the criticality of this application only proven product shall be considered. Product could be approved only after investigation by all applicable parties. The international guideline for similar applications demands that five installations has to be operational in accordance with the above requirements for a minimum period of no less than two years before it would be considered as a proven product. 9 P a g e
