3 SECTION I GENERAL The City of Santa Monica is soliciting proposals from qualified consulting firms to provide professional services for the San Vicente Emergency Generator Project. The project is located along 25 th Street adjacent to San Vicente Boulevard within the City of Santa Monica, as shown in Exhibits 1 and 2. SECTION II - PROJECT BACKGROUND The 5 Million Gallon Reservoir under the median at San Vicente Boulevard is serviced by the San Vicente Booster Pump Station located under 25 th Street. The current backup generator has outlived its useful life and a new generator is required to ensure adequate back up electricity in the event of an emergency. However the vault that contains the existing backup generator is not likely to be large enough to house the new one. Consideration in sizing the generator and installation in the street is anticipated to be necessary. SECTION III - OBJECTIVES The San Vicente Emergency Generator Project (Project) consists of site survey, utility coordination, developing phased design plans, specifications, cost estimates, procuring AQMD and other permits as necessary, and providing construction administration for the construction of a vault and installation of a new emergency generator at the San Vicente Booster Pump Station. The Project s objective is to provide sufficient and reliable emergency power to the vault, drain pump, 6 existing booster pumps, and other appurtenant fixtures as necessary to effectively supply water to the community in the event of an emergency. The improvements must comply with all current City codes and standards, including but not limited to the Americans with Disabilities Act and Guidelines (ADA&G), AQMD guidelines, Santa Monica City Municipal Code. It is anticipated that the design team may include a combination of expertise in the following fields: civil and/or transportation engineering, electrical engineering, mechanical engineering, and community outreach. 4 SECTION IV - SCOPE OF SERVICES 1. General A. Evaluate all existing documentation and operational requirements-. B. Establish a single point of contact and commit that person for the duration of the project to provide information relative to the project issues as requested by the City. C. Prepare project status reports for each milestone and identify critical issues early on to discuss and resolve them with the City. D. Produce high quality reports, permit applications, application exhibits, artist renderings, construction drawings, and professional oral presentations as required for approvals. 2. Administrative A. A sample Professional Services Agreement has been included (See Exhibit 6) Please submit any concerns regarding the contract language with your proposal. B. The scope of design services is comprehensive and includes the preparation of schematic design, design development, construction documents, preconstruction/bidding service, and providing design services throughout construction duration. C. The Consultant will be required to identify in this proposal their process for evaluating the operational requirements of the system, necessary utility coordination, project vision, and proposed project delivery method. D. Provide project management services throughout the course of the project, including discipline coordination/document checking, coordination with owner s representatives/stakeholders, data coordination, value engineering analysis, site analysis, materials research/specifications, constructability reviews and operations manual. E. Ensure that bid documents comply with all owner and regulatory agency general conditions, general requirements, and construction regulations. F. Prepare all applications, coordination and securing of permits, and approvals from all necessary advisory and permitting/regulatory agencies. Page 2

Provide appropriate on-site surveillance during construction to maintain awareness of the project development and to assure conformance with the contract documents; provide review and approval of all submittals required by the construction contract; provide supplemental documents for clarification or resolution of conflicts encountered during construction. H. Develop punch lists and recommendations to the City for substantial completion date and acceptance of all corrective and completion work by the contractor; ensure that all specified submittals are responsive to the intent. I. Attend regularly scheduled meetings to discuss the Project. 4. Meetings and Presentations The number and frequency of meetings and presentations shall be outlined in your proposal, but ultimately will be negotiated with the successful proposer. 5. Public Outreach The number and frequency of public meetings, exhibits, and presentations shall be outlined in your proposal, but ultimately will be negotiated with the successful proposer. SECTION VI - PROPOSAL REQUIREMENTS For consideration, please electronically submit a proposal containing the following elements: A. Scope of work for the project B. Proposed timetable for the activities, including completion dates, review periods and submission of work to City staff. The timetable should be outlined by number of weeks to complete each task. C. Previous projects of this type (include color copies of built examples of exemplary projects). Previous project history which must include the design team members specific role in the project, the date of the project, photos of all referenced projects, and a client reference list with contact names and telephone numbers. D. Short bios of professional personnel that will be working on this project. The manager or professional who will be responsible for planning, coordinating Page 3

6 and conducting the majority of the work must be identified and committed to managing the project. The City must approve changes in key personnel subsequent to the award of the contract. D. A list of sub-consultants, if any, proposed to assist the prime consultant. This list shall also include the sub-consultants qualifications pertinent to this project. G. Client reference list which indicates clients on projects similar to this project. Provide name of client contact, position and contact number. H. A project organizational chart that identifies the consulting team and Project Manager. I. A proposal cost and a billing rate schedule. SECTION VII - DESIGN CONSULTANT SELECTION GUIDELINES Factors to be considered in reviewing proposals may include but are not limited to: General design accomplishments and quality of work previously performed. Previous history of work with similar projects. Experience in the design of exemplary projects, including those that involve a community outreach and input process. Knowledge and familiarity with the AQMD regulations and permit procedures. Experience with design in active residential areas. Ability to lead a multi-disciplinary project team. Ability to phase the project to minimize the impact on the community. Record of the consultant in accomplishing work within required time and budget constraints. Understanding of the approach, tasks, and methodology necessary to complete the required services. Geographical location of the design team. References. SECTION VIII - SOLE AUTHORITY The City of Santa Monica has the sole authority to select the consultant or team, and reserves the right to reject any and all proposals. By submitting a response to this RFP, prospective consultants waive the right to protest or seek legal remedies whatsoever regarding any aspect of this RFP. In addition, the City reserves the right to issue written notice to all participants of any changes in the proposal submission schedule or submission requirements, should the City determine in sole and absolute discretion that such changes are necessary. The City also reserves the right to approve all individuals and firms, if any, to be retained by the prime consultant. The City s policy is to screen consultants based upon their proposal and project reference checks. Page 4

7 SECTION IX DUE DATE An electronic proposal, no longer than 20 pages in length (including any resumes/references/etc.) must be submitted by 5:00 p.m. PST, June 4, 2012 to The electronic proposal cannot exceed 9 megabytes.
