2 2 REQUEST FOR PROPOSAL (RFP) FOR ENGINEERING, DESIGN, AND INSTALLATION OF AN INFILTRATION TRENCH RETROFIT REQUEST FOR PROPOSAL 1. This RFP is being issued by the Northern Rhode Island Conservation District (NRICD), which is a non-profit, quasi-public organization, along with its partners on the steering committee of the Village of North Scituate Low Impact Development Retrofit and Education Project. The steering committee (sponsors) also includes the Rhode Island Department of Environmental Management, US EPA Region 1, Providence Water, and the Town of Scituate. The sponsors seek proposals from qualified firms and/or contractors for the engineering, design, and installation of a driveway infiltration trench retrofit at a privately-owned home in North Scituate, RI. 2. PROJECT BACKGROUND AND OBJECTIVES: The primary goal of the Village of North Scituate Low Impact Development Retrofit and Education Project (the project) is to install a variety of low impact development (LID) retrofits, also known as best management practices (BMPs), in North Scituate Village to reduce the impacts of nonpoint source pollutants, particularly phosphorous, to the Scituate Reservoir and the groundwater in the surrounding area. Retrofits will be designed with the goal of infiltrating and/or treating stormwater before it leaves each property. A second important goal of the project is to educate the North Scituate Village community about stormwater management through the creation of visually attractive retrofits (i.e. rain gardens), through the use of educational signage at retrofit locations, and through the involvement of community volunteers in the installation and maintenance process for some BMPs. Five small BMPs were installed by NRICD as part of the project in 2014, and 2-5 additional small BMPs are expected to be installed in In addition, 2 large BMPs will be installed in 2015 by the Town of Scituate on Town property. This project is primarily funded by a US EPA Clean Water Act Section 319 Grant, by the Rhode Island Department of Environmental Management, and by Providence Water. 3. SCOPE OF SERVICES: The CONTRACTOR will design and install a driveway infiltration trench at a residential property on Silk Lane in North Scituate Village that has already committed to participate in the project. The CONTRACTOR will coordinate with NRICD and its partners to ensure that BMP design, engineering, and installation is consistent with the goals of the project while also working with the homeowners to assure that the infiltration trench meets their needs. The CONTRACTOR will be responsible for designing a retrofit that is in compliance with the guidelines in the document State of Rhode Island Stormwater

3 3 Management Guidance for Individual Single-Family Residential Lot Development, which is available online at: with the exception of the following requirements: In Table 9, the second requirement in the Treatment section, ( The bottom of infiltration practices must be separated by at least two feet vertically from the seasonal high groundwater table (SHGWT). Depth to the SHGWT should be determined by a licensed soil evaluator, registered professional engineer or certified soil scientist. ) and the second requirement in the Construction section ( An observation well shall be installed in every infiltration trench or dry well, consisting of an anchored 4- to 6-inch diameter perforated PVC pipe with a screw-top cap installed flush with the ground surface. ) The driveway infiltration trench will be located at the base of the property s driveway (see Figure 1), and will be sized to accept the runoff from the driveway itself and runoff from an adjacent downspout, which will be routed underground into the trench. The infiltration trench will be topped with pea gravel, with a row of cobblestones (style and color to be chosen in consultation with the property owner) installed in the style of a ribbon driveway. The property owners plan to install permeable pavers on a portion of their driveway (approximately to the edge of the house) following the installation of the infiltration trench by the CONTRACTOR. The CONTRACTOR will provide the property owners with information required to plan permeable paver installation (i.e. trench dimensions) as it becomes available during the engineering and design process. Additionally, the CONTRACTOR is expected to schedule all work in consultation with both NRICD and the property owners. The CONTRACTOR will provide engineering, design, and installation services. NRICD, in coordination with RIDEM, will determine whether any permits are necessary from the state prior to installation of the BMP. The CONTRACTOR is responsible for acquiring any local permits that may be required.

4 4 The installation site is located adjacent to Regulating Reservoir, a drinking water supply that is part of the Scituate Reservoir system. The CONTRACTOR is expected to utilize best management practices during installation that will minimize the impact of installation on Regulating Reservoir (e.g., sediment barriers). The services required by the CONTRACTOR are expected to include: A site visit A meeting with the landowner and an NRICD and/or RIDEM representative Communication with NRICD and/or RIDEM as well as the property owners during the design process Engineering and design of the infiltration trench retrofit Installation of the infiltration trench retrofit Work may begin at any time after the completion of a signed contract between NRICD and the CONTRACTOR. The CONTRACTOR will consult with the homeowner when scheduling any work day. The majority of the work to be performed by the CONTRACTOR is expected to be complete by July 1, However, if the project is delayed for any reason, the CONTRACTOR must complete all work in the Scope of Work above on or before September 1, COMPENSATION FOR SERVICES (FEE): The proposal shall include the fee charged by the CONTRACTOR for completing the entire Scope of Work described in Section 3. The cost proposal should include a breakdown of the costs included in the lump-sum fee, as well as the hourly rate for any additional work that may be required beyond the initially agreed upon scope of work. 5. PROPOSAL SPECIFICATIONS: Each proposal must include: The name of the contractor and/or engineer who will perform the work, and the firm (if applicable). The address of the contractor/engineer/firm s principal place of business. A description of the contractor and/or engineer s relevant experience designing and installing stormwater BMPs to the standards specified in the document listed in Section 3. Photos or diagrams of the engineer s work may be added as a supplement to this section. A list of at least three references familiar with the contractor and/or engineer s work, including the name, address, and telephone number of each reference.

5 5 The resume of the contractor and/or engineer. The names and resumes of any other persons expected to work with the contractor and/or engineer. The names, resumes, and references (3) of any and all subcontractors that have been identified at the time of the proposal. The completed DBE Utilization Form. The proposed scope of work, which must include all items listed in Section 3. The fee, with a cost breakdown, for performing the scope of work described in Section 3, including the hourly rate for any additional work that may be required. A proposed timeline for completing the work 6. The DBE contractors are to be identified at the time of bid on EPA Form (DBE Subcontractor Utilization Form attached). SUBCONTRACTORS: If, at the time of the proposal, the CONTRACTOR has identified a subcontractor that will perform any or all of the proposed scope of work, the qualifications of the subcontractor must be provided as part of the proposal, as described in Section 5. If the CONTRACTOR wishes to hire a subcontractor to perform any or all of the proposed scope of work after the CONTRACTOR has either begun negotiations with the sponsors or entered into a written agreement with the sponsors, the names, resumes, and references of any and all subcontractors must be provided to NRICD before the subcontractor(s) begin work on the project. NRICD will provide the

6 6 CONTRACTOR with a written notice stating whether the qualifications of the subcontractor(s) are acceptable to the sponsors. If the CONTRACTOR uses a subcontractor before NRICD has provided written approval, or after NRICD has provided a written notice that the subcontractor is not acceptable, than the written agreement between the sponsors and the CONTRACTOR will be considered null and void and the sponsors will enter into negotiations with another firm. 8. SITE VISIT AND QUESTION PROCESS: A site visit for prospective contractors is scheduled for Thursday, April 16 at 9 AM. To register for the site visit, please contact Gina DeMarco or Molly Allard at NRICD by Friday, April 10. Prospective contractors will be allowed to visit the site to take pictures and measurements, and NRICD and/or RIDEM representatives will be present to answer questions. The exact address of the site will be shared with all contractors who preregister. To protect the privacy of the property owners, please do not visit the property at any time outside of this scheduled site visit. Attendance at the site visit is not required to submit to a proposal. All prospective contractors who plan to submit a full proposal should contact Gina DeMarco or Molly Allard at NRICD by Monday, April 20 to declare their intent. A list of all questions received from prospective contractors, with accompanying answers, will be distributed to all declared prospective contractors by on Tuesday, April 21. No further questions about this request for proposal will be answered by NRICD after this time. 9. PROPOSAL SUBMISSION: Proposals must be delivered to Northern Rhode Island Conservation District at 2283 Hartford Avenue Johnston, RI by 4:00 pm on May 1, Six copies of each proposal should be submitted. The proposal should be limited to ten pages, not including attached forms, photos and resumes. The sponsors reserve the right to consider proposals submitted after the deadline at their sole discretion. 10. SELECTION: The sponsors reserve the right to reject all proposals, or to waive any portion of the proposed work in the chosen proposal that is not, in the opinion of the sponsors, in the best interest of the project. The sponsors will consider a variety of factors, including but not limited to the cost of the proposal, the contractor and/or engineer s experience designing stormwater management retrofits that meet the requirements of the document linked in Section 3, and contractor and/or engineer s willingness to employ best management practices during construction, when deciding which proposal to select.

7 7 The CONTRACTOR will be required to enter into a written agreement with the sponsors. If terms cannot be mutually agreed upon, the sponsors will enter into negotiations with another firm. In the event that the sponsors elect to change the scope of work by requiring fewer than ten BMPs and/or BMPs of varying sizes, the CONTRACTOR will make reasonable modifications to the proposal before entering into a written agreement with the sponsors. If reasonable modifications are not made, the sponsors reserve the right to reject the proposal at this time. The sponsors will make every effort to select a proposal within one month following the proposal deadline, but reserve the right to take additional time if there is any difficulty contacting listed references. All prospective contractors who submit proposals will be notified, in writing, of the name of the firm and/or contractor whose proposal is selected by the sponsors. 11.
