1 SECTION BITUMINOUS PAVING PART 1 - GENERAL 1.1 REFERENCE A. Florida Department of Transportation (DOT) "Standard Specifications for Road and Bridge Construction" 1991 Edition. 1.2 STANDARD OF WORK A. Materials and procedures shall comply with applicable portions of the referenced standard, except as otherwise specified herein. Section numbers referred to hereinafter are those of the referenced standard. 1.3 CONDITIONS A. Earthwork: Subbase completed and accepted. B. Underground Work: Piping and conduits installed, inspected, accepted, backfilled and compacted. C. Drainage Structures: Catch basins, inlets, manholes and the like within areas to be paved, complete and accepted. D. Environment: Apply no bituminous material when the temperature of the air is less than 40 F. in the shade or when the weather condition or the existing surface is unsuitable. 1.4 COORDINATION A. Coordinate pavement work with installation of underground work and fence work. 1.5 PROTECTION A. Where new pavement occurs adjacent to work that will remain, take all precautions as necessary to prevent damage to such existing work. Paving within two (2) feet of existing buildings shall be accomplished by hand work. Protect work of others from damage by operations under this Section. Upon completion keep traffic off finished surfaces for 48 hours. BITUMINOUS PAVING
2 B. Cuts made through any paved surface must be repaired i n a nondiscernible fashion. Cuts through concrete must be repaired by replacing the section between the nearest two joints - either construction or expansion. Cuts through asphalt must be repaired so that depressions or humps do not develop during the warranty period - if they do, they will have to be re-worked until corrected, at the contractor's expense. Asphalt and base compaction by "normal traffic" is not permitted. When cuts extend through pavement markings, the replaced pavement shall be marked to match the existing. 1.6 WARRANTY A. Written statement signed by responsible official that finish course will not develop cracks 1/4 inch wide within 5 years after completion and that any such that appear will be filled, using asphaltic concrete and rolled (to restore area to uniform appearance) without additional cost to Owner. PART 2 - MATERIALS/PRODUCTS 2.1 BASE COURSE A. DOT Section 911, Ocala formation. 2.2 PRIMER A. Cut-back asphalt, medium curing (MC-70) or rapid curing (RC-IS), Fed Spec SS-A AGGREGATE A. Coarse: Crushed stone, slag or gravel; DOT Section 901. B. Fine: Hard, durable, uncoated grains of silica sand, free from dirt, trash, clay and deleterious material. D.O.T. Section CEMENT BITUMINOUS PAVING For Seal Coat Slurry: Pass #16 sieve.
3 A. Asphalt: Refined petroleum conforming to DOT Section FILLER A. Mineral: DOT Section 917, weight minimum 80 lbs./cubic foot. 2.7 CONCRETE A. Florida DOT Asphaltic Concrete, Type S-III: Produced in accordance with Florida DOT Section 331 in a plant meeting requirements of Florida DOT Section 320 (using a mix formula previously accepted by the DOT District Engineer based upon the materials to be supplied). 2.8 SEALER A. First coat to consist of a basic coal tar pitch emulsion containing not more than 50% water and not less than 47% non-volatile material content, conforming to Federal Spec. R.P. 355e., and including the following additives: 2.9 PAINT 1. Latex Rubber Additive - as will provide a thixotropic composition as a co-polymer being present by 4% to 5% of the coal tar pitch emulsion and having average particle sizes between 400 and 1,500 angstroms, said latex comprising an acrylonitrile/butadine co-polymer containing acrylonitrile and parts butadine. 2. Sand - No. 3 sand blasting sand, generally passing through U.S. Sieve #30 and retained on U.S. Sieve #65 at the rate of 4 to 6 pounds of sand per gallon of the coal tar pitch emulsion, with water as needed for application consistency to assure uniform coverage. A. All traffic stripes shall be thermoplastic traffic stripes and markings in accordance with FDOT Section 711. Stripes shall be white in color unless otherwise noted on the plans EQUIPMENT A. Suitable character and of adequate capacity. Maintain in first class operating condition. DOT Sections 200-3, and 320. BITUMINOUS PAVING
4 2.11 SIGNS A. 12 by 18-inches #20-ga. galvanized bounderized steel, rounded corners, bright blue color baked enamel background, white color border, handicapped symbol and legend "HANDICAPPED PARKING; PERMIT REQUIRED". Mounton 3 by 1 1/2-inch #16-ga. high tensil steel hat shaped channel post with 3/8-inch diameter holes spaced one-inch apart, manufacturer's standard color baked enamel finish, 7 ft. long. B. Section #SA-1231.Fasten sign to flange side of post using round head carriage bolts and zinc-plated case hardened steel non-removable nuts, such as "Tufnuts" BUMPERS (WHEEL STOPS) A. Precast concrete 3,000-psi. Single slant, 8 by 6 inches, 6 ft. long, with two 1/2 inch diameter steel anchor pins, 18-inches long. PART 3 - EXECUTION 3.1 INSPECTION A. Conditions: Examine areas and conditions under which paving work is to be done. Notify Contractor in writing with copy to Architect of conditions detrimental to the proper and timely completion of the work. Do not commence work until unacceptable conditions have been corrected. 3.2 CONSTRUCTION METHODS A. Preparation: Heat asphaltic cement in advance to a range of 270 to 350 F. Heating within these limits shall be constant and wide fluctuation of temperatures shall not be permitted. The ingredients of the mix shall be within 25 F. of the above range at discharge. Contractor shall sample at 2 hour intervals and record the temperature of the mix. B. Placing and Compacting: In accordance with requirements of DOT Sections and Forty-eight (48) hours notice shall be given to Architect by Contractor prior to placing of the asphaltic concrete limerock base. Contractor shall cooperate with Owner's BITUMINOUS PAVING
5 representative and testing laboratory during placing and compacting in the performance of their work. C. Base Course: Single course of limerock compacted to six (6) inches thickness and 100 percent density (98 -major roads; 95 - driveways and parking) in accordance with DOT Sections through At perimeter of area, roll from outside in. Make determinations of thickness and density at one test per 5,000 sq. ft. or fraction thereof (100 lineal feet at driveways) at locations designated by Architect and in his presence. D. Prime Coat: Apply between 0.2 and 0.3 gallons of primer per square yard of base in accordance with DOT Sections 300-4, and E. Surface Course: Type S-III asphaltic concrete, hot plant mix of coarse and fine aggregates, mineral filler and asphalt cement in accordance with DOT Sections 330 and 331. Single application 1-1/4 inch thick. Finish surface true to quarter (1/4) inch in ten (10) feet. Marshall Design Stability 1,000 lbs. 3.3 REQUIREMENTS A. Surface: Where new work abuts existing grade aline planes. Check surface course by a rolling straightedge in accordance with the following provisions: 1. As soon as rolling has been completed and the surface has hardened sufficiently to be walked on, the entire surface shall be checked with a rolling straightedge set to indicate any surface irregularities in excess of 3/16 inch. 2. The rolling straightedge shall have an effective length of 15 feet. 3. The rolling straightedge and labor for its operation shall be supplied by the Contractor. 4. The straightedge shall be applied in lines parallel to the center line, at least twice for each pass of the spreader. Straightedging shall be extended across all joints. BITUMINOUS PAVING
6 5. Any irregularities in excess of 3/16 inch shall be corrected by removing and replacing the defective sections or by overlaying with surface material as directed by the Contractor. 6. A 15 foot manual straightedge shall be furnished by the Contractor and shall be available at all times on the work, including the final inspection. 7. The Contractor shall designate an employee whose duty it is to handle the straightedge in checking the compacted surface. 8. The finished surface shall be of uniform texture and compaction, shall have no pulled, torn or loosened portions and shall be free of sand streaks, sand spots or ripples. 9. These requirements shall also apply to any areas where it is necessary to apply hand work. B. Demonstration: At a time acceptable to Architect apply sufficient water to flood pavement. Where low areas retain water pools, mark and fill with asphaltic concrete so surface slopes and drains properly. 3.4 TESTING A. Check thickness and density of each 5,000 sq. ft. of surface course at locations designated by Architect and in his presence in accordance with Florida DOT Section B. Sampling and Testing: Will be accomplished by a private testing laboratory selected by the Contractor and acceptable to the Architect. Initial sampling and testing shall be contractor's expense. The Contractor shall arrange with the laboratory for their representative to take samples and accomplish testing as follows: C. Sub-Grade: Make determinations of earth density as specified in specification Section 220 "Earthwork". Density shall be confirmed as acceptable before applying limerock base. D. Limerock Base: Make determinations of thickness and density at locations designed by Architect and in his presence. Acceptability shall be confirmed before applying prime coat. BITUMINOUS PAVING

Surface Course: Contractor shall arrange with the laboratory for their representative to be present during work operations at the site and to take samples and to test asphaltic concrete mixture for: (1) extraction for comparison of mix design to specification requirement (ASTM D- 2172, Method A); (2) gradation by standard sieve analysis for comparison to specification requirement (ASTM D422); (3) plastic flow for stability (ASTM D-1559); take sample temperatures of the bituminous mixture at the paving machine; and make a procedural inspection of the workmanship. Make determinations in thickness and density at locations designated by Architect and in his presence. Density test of the asphaltic concrete shall be by method approved by Architect. Acceptable density test methods are by a nuclear density gauge or bulk specific gravity method (destructive test) as specified by Florida DOT Standard Specifications for Road and Bridge Construction. F. Test Results: Shall be forwarded to the Contractor and Architect to verify compliance with specification requirements. 3.5 CORRECTION OF FAILURE A. Should any work fail to meet specified requirements when tested, it shall be redone and retested without additional cost to Owner. B. Any areas in which the surface does not meet the requirements for texture, sand streaks, ripples, pulled or loosened portions or for uniformity of compaction, or otherwise do not meet specified requirements, shall be corrected at no additional cost to Owner. C. Such corrections may be made either by replacing the surface course (to full depth) or by overlaying with the type of asphaltic concrete mixture being placed. D. Within the longitudinal limits where such defective areas occur, such corrections shall be made for the full width and longitudinal distances in both directions beyond such defective areas. 3.6 STRIPING AND MARKING A. Initial: Upon completion, testing and acceptance of surface course apply forty (40) percent of the painted striping and markings indicated, BITUMINOUS PAVING
8 as designated by Architect, except single lines shall be applied where double lines are shown for the subsequent (final) markings. B. Final: After sealing treatment, surface to be painted shall be swept clean of dirt and dust and shall be dry and free from "bleeding" tar or asphalt prior to the application of paint. Striping shall be applied in strict accordance with Section 711 of the Florida DOT Standard referenced in paragraph 1.1 of these specifications. 3.7 SEALING 1. Paint lines shall be protected from traffic until completely dry. 2. Apply four (4) inches wide painted striping and various markings 15 mils thick as indicated; lines straight and of uniform width to half inch in twenty (20) feet; all work neat. A. Pavement work shall be approved by Architect before commencing sealing treatment. B. Allow pavement to cure for a minimum of thirty (30) days before application of first coat.pavement surface must be dry, free of sand, oils and other foreign matter before application of first coat. C. Do not begin application of first coat unless pavement and ambient temperatures are above 45 F and good drying conditions are anticipated during subsequent eight (8) hours. D. Application Rate: 1. The first coat as specified above shall be applied at a minimum rate of 1.5 gallons of material per 100 square feet of asphalt surface. 2. The second coat shall be applied at a minimum rate of 1 gallon of material per 100 square feet of asphalt surface. E. Application: Material used for sealing the pavement surface shall consist of coal tar emulsion mixed with sand in the proportion of five (5) pounds of sand to one gallon of coal tar emulsion. Apply uniformly to the surface of the pavement by use of squeegee brush in two (2) applications at the rate of 1.5 to 2.5 gallons per 100 square feet for each application. BITUMINOUS PAVING
9 F. Curing: Allow sealing treatment a minimum of 36 hours to cure before permitting traffic on the surface. Curing time may be increased if weather conditions are such that curing is retarded. The Contractor shall determine when the seal coat is adequately cured. G. Manufacturer's Requirements: Apply the various components of the coating in accordance with the manufacturer's written instructions. 3.8 CLEANING 1. If the manufacturer's requirements differ significantly from the requirements specified herein, submit a copy of the manufacturer's written instructions to Architect for approval. 2. Work done by the Contractor with materials and methods that have not received prior approval is subject to rejection by Architect. A. During course of the work promptly remove from premises any and all rejected mixture, drippings, wasted mixture and other materials not incorporated into the work. 3.9 SIGNS A. Install where indicated with steel posts set 8 inches into one foot round by 2 feet deep concrete footings BUMPERS A. Place where indicated. If concrete type is selected, drive anchor rods until 1/2 inch below the surface of concrete and seal space using butyl rubber sealant. If steel type is specified, install as directed by Architect.
