1 ADDENDUM 1 TO: FROM: RE: Vendors Salena Yarbrough INVITATION TO BID NUMBER ITB/DA-17/18-36 REBID STORM WATER IMPROVEMENTS AT THE PLANT CITY STATE FARMERS MARKET This addendum is to provide all potential bidders with revisions as well as answers to questions in reference to Invitation to Bid ITB/DA-17/18-36 REBID. REVISIONS BBE has made revisions to the plans per these bid questions. All revisions are clouded with a revision labeled Per Bidding Questions with a date of 04/11/18. Please refer to the new set of plans located at: The revisions mainly consist of the following: a. Width of trench for installation of storm pipes has been increased. This trench width varies per pipe size and is based on the city s trench detail that can be found on sheet 9. The area of pavement removal and replacement has been updated and clouded accordingly. b. A new Type D structure has been added. This revision is clouded accordingly. c. One (1) existing inlet that was to be removed is now to remain and an additional length of 15 RCP has been added to connect this existing inlet to a proposed inlet. This change is clouded accordingly. d. An additional existing sanitary sewer manhole will need to have the rim adjusted to proposed grade. This change is clouded accordingly. Questions / Answers 1. What permits are needed to be acquired by the contractor, and are there any costs associated with them? BBE obtained permits from SWFWMD ERP exemption, City of Plant City Engineering Department approval and NPDES Notice of Intent to Use Generic Permit for Stormwater Discharge. The awarded contractor will receive a copy of these approved permits and a stamped set of civil construction plans at the mandatory pre-construction meeting with the City of Plant City. Concerning contractor-pulled permits, the contractor is responsible for contacting the City of Plant City for determination of any required permits, including work in city right-of-way and the associated fees. 2. Are there any soil borings? No geotechnical work has been performed.

2 Page 2 3. Structures D-17 and D-19 show the Future Phase RCP coming out of them. S hould these structures be built with the hole installed in them and bricked up or built with a solid wall? These structures should be built with a hole for future knock-out. 4. The sanitary sewer data shown on plan sheet 8, is this for reference only? Refer to the Sanitary Sewer Data on sheet 8. The rim of some existing structures will need to be modified to match proposed grade. The contractor is to understand the existing underground utilities shown on the plans are per the survey, which shows underground utilities based on aboveground indicators. Please refer to the utility sheet of the revised set of plans at the link listed above. 5. If utility conflicts are encountered, how will they be paid for it offsets are needed? Utility conflicts, or unforeseen conditions, shall be documented in writing and reported to the owner immediately upon discovery. Such conflicts will be evaluated on a case by case basis and will be addressed as necessary for completion of the project. Changes or additions in the scope of work due to such conflict will be covered under the owner s project budget when authorized or appropriate. 6. There are two different asphalt restoration details on plan sheet 9, one calls for 6 crushed concrete and 2 of asphalt 9.5 or 12.5, the other detail calls for 8 of crushed concrete and 1.5 of S-3. A majority of the asphalt restoration is within the trench detail, which restoration should be used? The trenching detail and pavement section shown in that detail is a City of Plant City detail and is for work in the right-of-way. The asphalt pavement section detail that is in lower left corner of sheet 9 is for on-site. 7. Plan sheets 6A, 6B, 6C and 6D show the quantity of asphalt that needs to be replaced. The trench width on these sheets are not wide enough to install 36 & 30 RCP. Will the owner pay for the additional asphalt needed to install the RCP, or should the contractor figure the additional asphalt needed? Width of trenches for removal of existing pipes and installation of proposed pipes has been revised per the city s trenching detail. Refer to revised set of plans at the link listed above. 8. We are assuming that the Future Phase pipe and structures will be installed on a different project, even though quantities for specific size pipe are show and information is provided for structures. Please advise. The items labeled as Future Phase are not to be constructed at this time. The quantities are shown for the benefit of the owner and as required by BBE s permitting procedures. 9. Plan sheet 5 shows removing sections of concrete slabs in three locations. Plan sheets 6A and 6B show putting asphalt back in these locations. Is this correct, or should concrete be put back? Asphalt pavement is proposed where existing concrete pavement is being removed, except for under a covered area. Please see response to question #23 and refer to revised set plans at the link listed above. 10. Does the dewatering plan need to be signed and sealed by a professional engineer per drainage notes on plan sheet 4? Plan sheet 4 indicates the contractor is responsible for the dewatering plan and any permitting associated with the dewatering plan, including with the City of Plant City and SWFWMD.

3 Page There is a concrete power pole in front of Fred s Market that is in conflict with the proposed 36 RCP. Who will be responsible for relocating this power pole? BBE is working with the City of Plant City to determine whether the city will have this pole relocated or the city will have TECO hold the pole. Once we have a response back from the City, we will provide additional information. 12. Is builder s risk insurance required for this project? There are no structures being erected. The contractor shall carry appropriate builder s risk insurance as defined in the bid package documentation. 13. If some of this work is done at night, in order to not affect businesses, will there be additional cost for inspection? The contractor shall coordinate a work schedule with the owner that is efficient and minimizes excessive costs. The contract period is intended to accommodate successful completion of the work during normal business hours. Work shall be conducted during normal business hours unless approved by the owner. Night shifts, weekends or overtime, etc. are not mandatory and are not authorized without owner consent. 14. On sheet 8 of the plan, the utilities sheet, they show several utilities other than the storm sewer, some which is shown darker than others which makes it appear that some of the sanitary sewer gets updated, which from the pre-bid made it sound like the only thing they were focusing on was the storm sewer. Does any sanitary or water utility need worked on in this phase? The only utility improvements consist of altering the grade of the existing rim of some structures. Refer to the revised Sanitary Sewer Data table on sheet 8 of the set plans at the link listed above. 15. Can excess excavated material be left on-site, or does it need to be hauled off-site at the contractor s expense? Excess excavated material that is determined not suitable to be used as backfill, etc. must be hauled offsite at the contractor s expense. All load tickets are to be provided to the owner. 16. In order to reduce the cost to the owner, can material excavated to install the new stormwater system be considered acceptable backfill above the springline of the pipes? Excess material excavated from the site cannot be assumed to be clean soil suitable for backfill. The contractor may utilize clean excavated material that consists of fine to slightly silty fine sand (SP/SP- SM,) provided it is free of organic or deleterious materials and provided the contractor obtains appropriate backfill tests. These tests shall be performed by a licensed geotechnical engineer, and all test reports shall be provided to the EOR and owner. 17. In order to reduce the cost to the owner can on-site material excavated to install the new stormwater system be considered acceptable backfill for the FDOT Top Zone (12 above top of pipe to base or final grade)? Excess material excavated from the site cannot be assumed to be clean soil suitable for backfill and/or sub-grade. The contractor may utilize clean excavated material provided the contractor obtains appropriate backfill/sub-grade tests. All tests shall be performed by a licensed geotechnical engineer, and all test reports shall be provided to the EOR and owner.

4 Page Please provide the requirements and/or specifications for As-Built Drawings. As stated during the pre-bid meeting, the contractor is responsible for familiarizing him/herself with the as-built requirements of the governing jurisdictions. During this meeting, BBE recommended the contractor obtain the City of Plant City requirements from the city. These can be easily found on the City of Plant City s website. The contractor may utilize BBE s permitted AutoCAD files as the base of the asbuilt drawing for the city s required record drawing format. Refer to page 14 of the bid solicitation package. 19. Is the owner/engineer going to provide QA/QC testing for backfill, density, concrete, and asphalt or is the contractor to bear the cost of the QA/QC testing? The contractor is responsible for all required testing. 20. Please provide the location and limits of the contractor staging area? The location of this staging area was provided during the pre-bid meeting. The limits will be provided by the owner. 21. Will the contractor be required to stand-down at any time due to operations of the facility? If so how will these times how will the contractor be compensated? The contractor shall coordinate a work schedule with the owner prior to beginning work to avoid operational conflicts. Refer to General Contract Conditions paragraph 24 and page 13 of the bid solicitation package for additional information. 22. On Drawing Sheet 9. In the lower left corner there is detail Asphalt Pavement Section and in the upper center there is a detail Trenching & Pavement Replacement Detail. There is discrepancy in the details provided for Asphalt Replacement. Please clarify which specification is to be used? Please refer to response to question # As an alternative to the subbase/grade material for the asphalt and concrete, will the engineer permit the use of ½ the depth of subbase/grade of crushed concrete meeting LBR100, in substitute for the LBR40 material? This will reduce the overall cost of the project and minimize impacts to the tenants of the site. The percent compaction to AASHTO T-180 of the stabilized sub-grade is incorrect on sheet 9. This should be 98% instead of 90%. Asphalt Pavement: Based on the asphalt pavement section shown on sheet 9, the structural number of the asphalt pavement is Substituting the stabilized sub-grade with crushed concrete base equal to half the depth of the sub-grade (6 ) results in a structural number of 2.68, which is below the minimum. The contractor may use the following asphalt pavement section in lieu of the section shown on the plans: 2 SP 9.5 or 12.5 asphalt course and 13 inches of crushed concrete (LBR 100, 98% compaction to AASHTO T-180). Concrete Pavement: Since receiving these bid questions, BBE has revised the plans to show all proposed pavement as asphalt pavement except for the covered area west of Building #3, which is to be concrete pavement should asphalt pavement not be feasible to construct in this covered area. If the contractor elects to use concrete pavement, the two pavement section options are either per the plan (6 concrete 3,000 PSI with fibermesh 650 macro-synthetics and 8 sub-grade compacted to 98% AASHTO T-180, LBR 40) or the following section: 6 concrete 3,000 PSI with fibermesh 650 macro-synthetics and 5 crushed concrete (LBR 100, 98% compaction to AASHTO T-180).

5 Page Please provide a specification on the pipe bedding material. Bedding materials must be in accordance with FDOT Design Standards FY Can the contractor assume that the excess material excavated from the site are clean soils and can be reused? Or does the contractor need to assume that the material is contaminated and needs to go the appropriate landfill for disposal. BBE is unaware of any contaminations on the site. To the extent this addendum gives rise to a protest, failure to file a protest within the time prescribed in Section (3), Florida Statutes, shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
