1 UNIVERSITI SAINS MALAYSIA THE APEX UNIVERSITY A sustainable world, humanity and the future of the human race are among the issues focused on by Universiti Sains Malaysia (USM). It has been chosen by the Malaysian Ministry of Higher Education to implement the Accelerated Program for Excellence (APEX). APEX is a fast track development program for institute of higher education to achieve and to be recognized as world class institution. USM was given APEX status on 27 August 2008 USM to achieve APEX status by 2013 Leading Industry & Community Towards Sustainability 1

4 STRATEGIC OBJECTIVE APEX AGENDA BJIM Reaching out towards the bottom billions To be the leader in community-engagement in the Asia-Pacific Region Rationale of the Strategic Objective To address the economic, social-cultural, educational, health and environmental issues affecting the Bottom Billions and in the process inculcate in them the idea of sustainability. 5 BJIM S TAGLINE LEADING INDUSTRY & COMMUNITY TOWARDS SUSTAINABILITY THE JOURNEY BEGINS. The division of Industry & Community Network (Bahagian Jaringan Industri & Masyarakat [BJIM]) was created in September 2007 to spearhead and accelerate USM s engagement with the Community and Industry. The vision is to contribute towards and lead in the sustainability of the social and economic development, advancement and transformation of the nation. Since its inception, BJIM has progressed extensively in its direction, programmes and accomplishments, aligning itself to championing and crystallizing the University s mission and vision under the APEX Agenda. 6 Thrust Area UNIVERSITY-COMMUNITY ENGAGEMENT Definition of University - Community Engagement Community engagement refers to the process by which organizations and individuals build ongoing, permanent relationships, and apply a collaborative vision to benefit the community. It encompasses participation from the beginning by identifying issues and mobilizing relevant resources and strategies in improving the community towards change. The elements of engagement, partnership, coalitions and sustainability are essential in ensuring community s social functioning and well-being. Community engagement requires voluntary participation of all parties which results in mutually beneficial exchange of knowledge and resources. Leading Industry & Community Towards Sustainability 6

7 Engage To Transform BJIM leads USM in embracing the principle of engagement to fulfill USM s mission of empowering future talents and enabling the bottom billions to transform their social-economic well-being. Since 2008 BJIM has supported 171 community engagement projects aimed at inclusiveness and empowering the community for a sustainable tomorrow. BJIM also undertakes to implement programs and activities that educate and instill the concept and practice of community engagement. From Ivory Towers to Human Towers Universities around the world are gradually moving towards becoming Human Towers. A Human Tower has people as its building blocks and recognizes the importance of engaging the community and industry in mutual learning and co-creation of knowledge for the benefit of humanity. BJIM has since 2009 under the APEX Agenda strategized and implemented programmes / projects / activities that focus on establishing the university as a responsible, relevant and active partner of the community in addressing the needs of the society both at the national and international level. 9 One of the effective and high impact approach in the engagement of universities with communities is that universities seek mutually beneficial relationships and partnerships with communities to address communities s issues and needs; with a commitment to sharing and reciprocity that is guided by mutual respect among the partners. Since most of the university-community networks originate from the West, APUCEN is set up so that universities can better address local / regional issues and problems with approaches / solutions that better suit local / regional cultures and values. In this, the adoption of local wisdom is greatly encouraged. OBJECTIVES OF APUCEN The objectives of APUCEN are as follows : - To promote and instill community engagement concepts and values to staff and students of institutions of higher learning. To create capacity building for university community partnerships To disseminate and share information, knowledge, resources and good practices in community engagement. To implement joint flagship projects To collaboratively develop resources to support regional flagship projects. Leading Industry & Community Towards Sustainability 9

10 MEMBERSHIP APUCEN membership is open to all universities in the Asia Pacific Region. As a start, no membership fee would be imposed. 12 APUCEN GUIDING PRINCIPLES In carrying out its activities, APUCEN shall be guided by the following principles p :- Respect the independence and autonomy of the participating organisations and individuals Complement and reinforce, not replace, existing formal and informal structures at local, national and international levels. Foster the development of strong local, national and regional groups and networks and links them with other partner organisations and their activities. 13 APUCEN GUIDING PRINCIPLES APUCEN ACTION PLANS Facilitate consultation, consensus and common actions, including statements, on university community engagement, advocacy, fundraising, training for these Ensure geographical and cultural diversity in its structure and activities Social mobilization : support social mobilisation towards a university community engagement culture by disseminating information, facilitating public debate, and building bridges between communities and existing and potential allies through joint actions for common efforts to support universitycommunity engagement Knowledge sharing/transfer : expand the availability of information on community university engagement at thelocal, national, regional, and international levels, strengthen the capacity of university resource centres to collect, dissemination, use and share information to support program and coordinates the disseminate of information produced by partners. Ensure that due credit is given to participating institutions Promote principle of sustainability Engaged research : disseminate research findings relevant to APUCEN ; prepare briefing papers (for example, in relation to sustainability, economics and gender); stimulate and support applied research important to the goals of APUCEN and Engaged teaching and learning : coordinate and facilitate education and training in university community engagement Leading Industry & Community Towards Sustainability 13

15 APUCEN FUTURE PLANS Establishing linkages with other international organisations such as UN, AUSAID, UNESCO, through signing of MOUs Membership commitment towards APUCEN through annual fee of USD 1,000 Open bidding for APUCEN Host University every three years Ministry of Higher Education Malaysia has embarked on the National Higher Education Strategic Plan Beyond The strategies outlined in the plan are in tandem with USM and BJIM s mission and aspirations. 16 Higher Education as a Platform for Soft Power Soft power in the higher education sector refers to the capabilities and intentions of institutions to capture the hearts and minds of local and international stakeholders to collectively accept values, ideologies and cultures of learning that can benefit communities Framework for Soft Power Leading Industry & Community Towards Sustainability 16

17 Appropriateness : Higher Education institutions must attend to the cultural sensitivities and local values whereby approaches used must not deviate from the values and the norms of Malaysia Accessibility : Higher Education institutions must ensure that initiatives devised are not exclusive in nature, but take into account the needs of the public without excluding certain groups. Affordability : Higher education institutions must ensure that all aspects they offer can be attained by all community members from all levels of societyspecifically those at the bottom billions. Availability : Higher education institutions must ensure point that t every program offered is always at the disposal of those who need them. The formation of APUCEN is also evidently in congruence with the principle and spirit of the new global reach as outlined by the ministry. Leading Industry & Community Towards Sustainability 17
