The contribution from restoration ecology to offsetting in nature areas examples from Norway Dagmar Hagen

Restoration ecology and offsetting Consepts Offsetting and compensation (in my approach) Restoration and «gain» (to achieve «no net loss» Hierarchy of mitigation measures Norwegian examples Military training fasilities Hydropower development Some reflections about quality and time

The ecologists understanding Offsetting Habitat quality/type Ecological compensation for unavoidable damage Offset ratio? Compensation In addition to mitigation When and how? Habitat Equivalency

Ecological restoration Ecological restoration the process of assisting the recovery of an ecosystem that has been degraded, damaged, or destroyed (SER) Traditionally considered as lost Contribution to conservation and recovery of values ( the original or different) QUALITY, GOALS, PROFESSIONS RESTORATION REHABILITATION RECLAMATION REVEGETATION MITIGATION

ER and «no net loss» Restoration is the tool to carry out compensation Possible to «gain» nature values Site specific Habitat specific Success? Time Cost

Restoration and compensation Measuring and monitoring status and changes over time Methods for restoration / recovery of nature values and qualities Define ecological attributes (equivalents) Calculate cost («pr m 2 restored area») What is possible? What is wanted? Photo: A.B. Skrindo

Hierarchy of mitigation measures Mitigation is not sufficiant The loss must be compensated

Case 1: Military training areas Stortinget (Norwegian Parliament)1999 New training fasilities EIA and mitigation and restoration of Hjerkinn military area

Regionfelt Østlandet Established km2 75 property owners m asl Conifer forest, bogs, alpine areas and wetland comprehensive EIA Environmental program

Restoration of Hjerkinn military firing range, Dovre Mountain Photo: Norwegian Defence Estates Agency Stortinget (Norwegian Parliament)1999: reset for civilian use future nature protected area (National Park) restore to original state

600x400 m plain area for testing ammunition is removed Remote steering, due to security / undetonated explosives 90 km of roads, > 100 buildings butts, gravel pits and other installations Part I: (320 mill Nkr) Part II: (200 mill Nkr)

Pilot study: Road restoration

Localisation and preparation of the new area Establishment of the new Regionfelt Østlandet Restoring the old Hjerkinn military area Compensation should not be an excuse to allow for destructive development Compensation should not simplify the mitigation standards To get to «no net loss» should mean that the offset/compensation system will basically make it more difficult to get permission for destruction of nature values Ecological compensation must not replace a best possible planning process

Case 2: Hydropower development Mandalsvassdraget, expanded hydropower plant Åseralprosjektene New, expanded reservoir New roads Rig area Stone quarry Power lines

What and where are the impacts? so what must be compensated The values (habitats, species, landscapes, etc) The infrastructure (new installations) GIS to assess the «conflicting» areas

How to compensate? Find «comparable» or other relevant disturbed sites Set the extent/level of compensation Methods for restoration in these habitats Cost for restoration in each habitat What is success? Monitoring over time?

Some critical questions What is the value of a habitat? Rarity? Decreasing abundance? Recovery time? Complexity? How difficult to restore? Continuity What is fair compensation (Moilanen, 2009)? Time: the time it takes for an area to be compensated (restored) timelag Uncertainty: we do not know the «output», can not be sure to get «success» Success Quality Time
