National and international activities for the conservation and sustainable use of forest genetic resources Overview on pan-european collaboration Sven de Vries EUFORGEN 21 April 2016
Outline State of the World s Forest Genetic Resources (SoW-FGR) Global Plan of Action for the Conservation, Sustainable Use and Development of Forest Genetic Resources (GPA-FGR) European Forest Genetic Resources Programme (EUFORGEN) EUFGIS database Pan-European strategy for genetic conservation of forest trees
The State of the World s Forest Genetic Resources (SoW-FGR) Published in
action to improve conservation and sustainable management of FGR
The Global Plan of Action for the Conservation, Sustainable Use and Development of Forest Genetic Resources (GPA-FGR) Background Intergovernmental Technical Working Group on FGR (ITWG-FGR) drafted strategic priorities for action (2012) Commission on Genetic Resources for Food and Agriculture (CGRFA-14) revised the draft strategic priorities and agreed on them as the Global Plan of Action (2013) Adopted by the FAO Conference in June
Global Plan of Action Four priority areas 27 strategic priorities 1) Improving the availability of, and access to, information on FGR 2) Conservation of FGR (in situ and ex situ) 3) Sustainable use, development and management of FGR 4) Policies, institutions and capacity-building
Global Plan of Action Strategic priorities relevant for Europe Priority Area 2: Conservation of FGR (in situ and ex situ) Regional level: SP11 Develop and implement regional in situ conservation strategies and promote ecoregional networking and collaboration Priority Area 4: Policies, institutions and capacity-building Regional level: SP24 Reinforce regional and international cooperation to support education, knowledge dissemination, research, and conservation and sustainable management of FGR
EUFORGEN European Forest Genetic Resources Programme Established in 1994 to implement FOREST EUROPE Resolution (instrument for cooperation on FGR) The overall goal of EUFORGEN is to promote the conservation and appropriate use of forest genetic resources As of date 23 Countries are supporting the Programme
Conservation of FGR in Europe Countries organized conservation in various ways Mainly as network of in situ conservation unit Diversity of ideas (Design, Area, Minimum size ) To make reliable assessment possible and allow development of conservation strategy, EUFORGEN established the EUFGIS database
EUFGIS (Establishment of a European information system on FGR) Implemented by EUFORGEN member countries in close collaboration with associated countries Co-funded by the EC
Key results of the EUFGIS project Pan-European minimum requirements A network of National Focal Points EUFGIS database
Minimum requirements what is a genetic conservation unit how manage for long-term conservation check list for entering data in EUFGIS
Network of National Focal Points
EUFGIS and database: 3230 units in 34 countries
EUFGIS database: 4081 tree populations for a total of 100 tree species..

Pan-European strategy for genetic conservation of forest trees
Pinus sylvestris
Pinus sylvestris What are we conserving? What should we aim to conserve? What is missing?
Pan-European strategy for genetic conservation of forest trees: Targeted level of genetic conservation is at pan-european level Overall goal: to maintain adaptive and neutral genetic diversity of forest trees at pan-european level Aim to create pan-european network of units using climatic stratification of Europe as a proxy for the distribution of adaptive diversity
Aggregated environmental zoning of Europe (based on Metzger et al., 2013) Pan-European strategy for genetic conservation of forest trees:
Pinus sylvestris
Pinus sylvestris
Ranking based on: number of trees ownership management area Pinus sylvestris core network
Pan-European strategy for genetic conservation of forest trees: Assessment & Identification of gaps Pinus sylvestris - number of country x zone with units (and without units) Country x Environmental Zones Total With units Without units
Restricteddistribution locally scattere d species locally common species Widely distributed and scattered species Widely distributed and standforming species Total With units Without units Total With Units Without Units Total > With units Without units Number of country x zone areas, with units (and without units) Countries Environmental Zones Country x Env. 27 Recommendations and responsibilities National responsibility implementation of the genetic conservation strategy appointment of additional units in areas identified as gaps appointment of units for neglected species Regional responsibility Implications for climate change Decision support tools for practitioners Monitoring of the progress made Revision of the strategy
Conclusions The EUFORGEN programme is the implementation mechanism of the regional commitments of the GPA-FGR in Europe

SoW-FGR - background Commission on Genetic Resources for Food and Agriculture (CGRFA) Established in 1983, 178 member countries In 1995, the FAO conference broadened the Commission s mandate to cover all components of biodiversity relevant for food and agriculture CGRFA-11 (2007) requested FAO to initiate the process for preparing the SoW-FGR (2014) The Intergovernmental Working Group on Forest Genetic Resources (ITWG-FGR) was established in 2009 (28 countries) The European region is currently represented by Finland, Norway, Poland, Russian Federation and United Kingdom
