1 Minutes - Meeting No. 2014/1 Thursday 6 th March 2014 Willoughby City Council Chambers Victor Street, Chatswood The meeting commenced at 6.05 pm Clr Gail Giles-Gidney, Acting Mayor of Willoughby City, extended a welcome to Delegates and made an Acknowledgement of Country. QUORUM ATTENDANCE Article 13.i) of the Constitution provides that: A quorum at a meeting of the Organisation shall consist of a number being half of the number of Councils plus one. Councils represented at the meeting were: Hornsby, Hunter s Hill, Ku-ring-gai, Lane Cove, North Sydney, Ryde, Willoughby. Accordingly, a quorum was present. Confirmation of Minutes 21 st November /14 RESOLUTION MOVED Clr Jilly Gibson SECONDED Clr David Brooks-Horn CARRIED Notes the Minutes of Meeting 21 st November 2013, copies of which were circulated to all Board delegates and member Councils. 3. Out of School Hours (OOSH) Care Provision Ms Steph Croft, Acting President of the Northern Sydney Council for Parents and Citizens Associations addressed the Board on issues facing OOSH service provision and the impact of inadequacies in current services. She was supported by Ms Penny Hackett, a local parent from Willoughby. 1032/14 RESOLUTION MOVED Clr Gail Giles- Gidney SECONDED Clr Jilly Gibson CARRIED 1. That NSROC writes to the relevant Ministers seeking a meeting with a delegation to advocate two positions: a. The State Government give a direction to public primary school principals to give first priority on the use of school infrastructure assets for the provision of out of hours school care if requested by their community and/or respective councils, in accordance with National Priorities; and b. The Federal Government ensures that the National Quality Framework requirements for Out of School Hours care are revised, and that appropriate 2

3 OOSH specific requirements are developed that still maintain a high standard of care, but also enable communities to meet current and future OOSH demand. 2. Thanks Ms Croft and Ms Penny Hackett for the presentation. 4. Tribal Warrior Mentoring Program In Attendance: Mr Shane Phillips, CEO of Tribal Warrior and Ms Laina Chan, Friend of Tribal Warrior. Mr Phillips provided a short presentation on the organisation s mentoring and employment skills program for Aboriginal youth and the potential involvement of Councils in providing work for the program. 1033/14 RESOLUTION MOVED Clr Scott Bennison SECONDED Clr Steve Russell CARRIED 1. Thanks Ms Chan and Mr Phillips for their presentation, and 2. Agrees to establish a working party to examine the opportunities for supporting the work of Tribal Warrior, through partnerships with Councils. (Working Party to comprise: Councillors Bennison, Hooper, Russell, Mustaca and Anderson.) 5 Condolence Motion Clr Richard Quinn, President of NSROC, spoke on the contributions made by former Mayor of Willoughby Pat Reilly to local government in northern Sydney and to NSROC. Councillors Russell, Malicki and Giles-Gidney also paid tribute to Councillor Pat Reilly 1034/14 RESOLUTION MOVED Clr David Brooks- SECONDED Clr Tony Mustaca CARRIED Horn Notes with sadness the passing of our colleague Councillor Patrick Reilly, Mayor of Willoughby and Vice President of NSROC, and acknowledges his extraordinary contribution to local government, particularly in the Northern Sydney region. 6. Election of Vice President The President called for nominations for the position of Vice President of NSROC for the remainder of 2013/2014 term. Nominations received were: Councillors Jilly Gibson; Scott Bennison and Jennifer Anderson. Method of Voting 1035/14 RESOLUTION MOVED Clr Steve Russell SECONDED Clr Artin Etmekdjian CARRIED That voting to be undertaken by secret ballot. 3

4 Mr Craig Wrightson, Chair of GMAC, was appointed Returning Officer, and voting proceeded First round of votes, Councillor Gibson was eliminated. Second round of votes counted. Clr Quinn, President of NSROC, declared Clr Scott Bennison elected Vice President of NSROC for the remainder of the 2013/2014 term. 7. NSROC-SHOROC Proposed Merger Janine Ricketts Executive Director, NSROC, spoke to the meeting papers on the proposed merger of NSROC and SHOROC, indicating that many of the delegates had been involved in discussions with SHOROC representatives at meetings held over the last few months. 1036/14 RESOLUTION MOVED Clr Jilly Gibson SECONDED Clr Tony Mustaca CARRIED Encourages member Councils to support the formation of, and participation in, the Northern Metropolitan Council of Mayors, when the matter is considered by individual Councils. Related matter raised: Clr Quinn spoke to correspondence received from SHOROC regarding secretariat arrangements for the proposed Northern Metropolitan Council of Mayors. 1037/14 RESOLUTION MOVED Clr Tony Mustaca SECONDED Clr Scott Bennison CARRIED 1. Refers the proposal that SHOROC provide secretariat services for the proposed Northern Metropolitan Council of Mayors based on contributions from participating Councils to GMAC to review and provide a recommendation to the NSROC Board, and 2. Delegates to the Executive of NSROC, consideration and decision in respect of the recommendation received. 8. Local Government Reform Janine Ricketts provided a brief overview of the key suggested items for inclusion in a regional submission. She noted that there is likely to be a significant number of recommendations that all Councils support, arising from the Fiscal Responsibility; Improvement, Productivity and Accountability; Political Leadership and Good Governance; and State-Local Government Relations sections of the Report. She suggested that where Councils views are at variance from the Panel s recommendations and where there is unanimity between members on these, that these should be included in a regional submission. 4

Recommends NSROC make a submission to the NSW Government on the Independent Panel on Local Government Reform s Revitalising Local Government report, supporting the formation of joint organisations of councils (recommendations 31 (part) and 43), and, if supported by member Councils, include advice regarding the formation of the Northern Metropolitan Council of Mayors. 2. Directs that GMAC manage the development of the NSROC submission, to be based on member Council s submissions where a position is at variance to the Panel s position and is unanimously shared by all member Councils, and 3. Delegates to the Executive of NSROC, the implementation of the draft submission received. 9. Regional Projects Update Janine Ricketts provided a brief overview of three NSROC projects: Regional Waste Disposal/Processing Contract Regional Ageing Priorities Project Synthetic Sportsground Project. 1039/14 RESOLUTION MOVED Clr Tony Mustaca SECONDED Clr Nathan Tilbury CARRIED Receives and notes the report on NSROC regional projects. 10. General Business Native Title Clr Scott Bennison raised the issue of Native Title Claims covering part of the NSROC region. Clr Bennison recommended that councils should nominate themselves as an "interested party" or respondent to the procedure. Clr Bennison advised that he will bring further information back to the NSROC Board s May meeting, if it is found that such action is not time critical. If the issue becomes urgent he will refer this matter could be referred to GMAC for consideration. 11. Host Council 1040/14 Delegates expressed appreciation to Willoughby City Council for their generous hospitality in hosting the March Meeting of NSROC. The meeting concluded 7.50 pm 5
