OLD CITY HALL 1229 NEWCASTLE STREET, 2 nd FLOOR PRESENT: Honorable Mayor Bryan Thompson, Mayor Pro-Tem Cornell Harvey, Commissioner James H. Brooks, Sr., and Commissioner Jonathan Williams. ABSENT: Commissioner Mark Spaulding CALL TO ORDER: Mayor Bryan Thompson DISCUSSION 1. Reggie Jackson, Director of Parks and Recreation, to give an update. (R. Jackson) Reggie Jackson, Director of Parks and Recreations, gave an update to the Commission on the Aquatic Center and former Commissioner Jennings memorial. Reggie Jackson was instructed to look into increasing the starting pay for lifeguards and report back to the Commission. Following a discussion and questions; Mayor Thompson thanked the Director of Parks and Recreations for the update. 2. Rental Property Registration Ordinance. ( M. Lynn Frey III) In the absence of City Attorney, M. Lynn Frey III; this item was deferred until March 5, 2008 Commission meeting. WORK SESSION ADJORNED. 2 OFFICIAL MINUTES COMMISSION OF THE CITY OF BRUNSWICK, GEORGIA REGULAR SCHEDULED MEETING WEDNESDAY, FEBRUARY 20, 2008 AT 6:30 P. M. OLD CITY HALL 1229 NEWCASTLE STREET, 2 ND FLOOR PRESENT: Honorable Mayor Bryan Thompson, Mayor Pro-Tem Cornell Harvey, Commissioner James H. Brooks, Sr., Commissioner Mark Spaulding and Commissioner Jonathan Williams. CALL TO ORDER: Mayor Bryan Thompson INVOCATION: Commissioner James H. Brooks, Sr. PLEDGE OF ALLEGIANCE: Recited by all in attendance. Commissioner Spaulding made a motion and Commissioner Brooks seconded the motion to move item number 13 at the beginning of the agenda as item number 1. The motion passed unanimously by a vote of 5 to 0. DISCUSSION Mayor Pro-Tem Harvey reported that he would abstain from discussion or voting on this following item. 1. Resolution in support of Jekyll Island Redevelopment. (B. Thompson) Mayor Thompson asked the Commission approval of a resolution in support of Jekyll Island Redevelopment. Following a discussion, Commissioner Spaulding made a motion and Commissioner Williams seconded the motion approving the adoption of the above-named resolution. The motion passed by a vote of 3 to 2; with Mayor Pro-Tem Harvey abstaining and Commissioner Brooks opposing. RESOLUTION OF THE COMMISSION OF THE CITY OF BRUNSWICK, GEORGIA SUPPORTING THE REVITALIZATION OF JEKYLL ISLAND AS ENVISIONED BY THE JEKYLL ISLAND STATE PARK AUTHORITY. WHEREAS, Jekyll Island is one of the State s most valuable tourism assets, and this asset has long been in a state of neglect and need for refurbishment and;

3 WHEREAS, Jekyll Island is home to the Jekyll Island Club Historic Landmark District, Georgia Sea Turtle Center, the Jekyll Island Soccer Complex, the largest public golf facility in the State and the largest stretch of publicly accessible beach in the State and; WHEREAS, through a public-private revitalization initiative Jekyll Island will see improvements to public-use areas including a modern civic Convention Center, a new Environmental Discovery Center, public green space, public parking and beach access becoming a model for a conservation community on the Atlantic coast and; WHEREAS, the Jekyll Island State Park Authority and its private partners Georgia-based Linger Longer Communities, Georgia-based The Patton Group, Jekyll Club Associates and Trammell Crow Company and others have committed to environmentally-sensitive development that will enhance the island s great natural resources and; WHEREAS, the Jekyll Island State Park Authority intends to revitalize only those alreadydeveloped areas of Jekyll Island so that it becomes the most desirable, eco-friendly destination in Georgia and; WHEREAS, a revitalized Jekyll Island will add to the economic prosperity of the State and enhance the ability and desire of its citizens to experience Jekyll Island and; WHEREAS, this revitalization of Jekyll Island has the support and endorsement of Glynn County, the City of Brunswick, the Brunswick-Golden Isles Chamber of Commerce and the Tourism Development Alliance of Georgia. NOW, THEREFORE, BE IT RESOLVED BY THE GREAT CITY OF BRUNSWICK, that the City of Brunswick fully supports the revitalization of Jekyll Island as envisioned by the Jekyll Island State Park Authority. Further, the Jekyll Island State Park Authority should proceed and continue to employ progressive public-private partnerships to achieve this revitalization. BE IT FURTHER RESOLVED, that the City of Brunswick does not support any legislation that will impede progress of the revitalization plans. 4 RECOGNITIONS, AWARDS AND PRESENTATIONS 2. Steve Belcher, Consultant with Stantec, to present a Plaque in recognition of Improvements in Bio Solids Processing at the Wastewater Treatment Plant. Steve Belcher, Consultant with Stantec, presented a plaque to the Mayor and Commission in recognition of improvements in Bio Solids processing at the Wastewater Treatment Plant. Mayor Thompson thanked Mr. Belcher and Stantec for the plaque. PUBLIC HEARING LAND USE 3. Rezoning Petition No from Troy Bivens, owner of 3321 Gordon Street, requesting to rezone parcel from GR, General Residential to GC, General Commercial. (A. Glaeser) Arne Glaeser, City Planner, gave presentation regarding the above-named rezoning petition. He reported that City staff does not recommend granting the proposed rezoning because all of the parcels surrounding the subject parcel, except for the parcel the applicant owns at 1712 Fourth Street, are zoned GR. Also the proposed rezoning is an intrusion of commercial uses into an established residential neighborhood and the proposed warehouse will have an adverse impact on the surrounding residence. He stated that commercial uses should be limited to the Fourth Street corridor and not allowed to encroach into the surrounding neighborhoods. Mayor Thompson asked if there was anyone present to speak in opposition or in favor of the proposed rezoning petition No Troy Bivens, owner In favor of rezoning petition 2. Eva Alford, 3318 Lee Street Opposed the rezoning Following a discussion, Commissioner Spaulding made a motion and Commissioner Brooks seconded the motion disallowing the approval of the above-named rezoning petition. The motion passed unanimously by a vote of 5 to Subdivision Petition No from D. B. Howell, Jr., owner of 502 Dartmouth Street and 626 Richmond Street, requesting to combine both parcels. (A. Glaeser) Arne Glaeser, City Planner, gave presentation regarding the above-named rezoning petition. He reported that City staff recommends approval of the above-named subdivision petition. Mayor Thompson asked if there was anyone present to speak in opposition or in favor of the proposed rezoning petition No Mathew Hill, Secretary to BHPB In favor of subdivision 3

5 Following a discussion, Commissioner Spaulding made a motion and Commissioner Williams seconded the motion granting the approval of the above-named rezoning petition. The motion passed unanimously by a vote of 5 to Subdivision Petition No from Sal Cenicola, owner of 1313 Newcastle Street, requesting to divide parcel into two (2) lots. (A. Director of DDA In favor of subdivision Following a discussion, Commissioner Williams made a motion and Commissioner Brooks seconded the motion granting the approval of the above-named rezoning petition. The motion passed unanimously by a vote of 5 to 0. ITEM(S) TO CONSIDER FOR APPROVAL 6. Minutes of the February 6, 2008 delegation and regular meeting. (N. Atkinson) Commissioner Spaulding made a motion and Mayor Pro-Tem Harvey seconded the motion approving the delegation and regular meeting minutes of Wednesday, February 6, The motion passed unanimously by a vote of 5 to 0. Commissioner Spaulding made a motion and Mayor Pro-Tem Harvey seconded the motion to add an item to agenda. The motion passed unanimously by a vote of 5 to Status of repairing the roads on Q Street. (Mayor Pro-Tem Harvey) Roosevelt Harris, Jr., City Manager stated that the Public Works Director was out sick. He was instructed by the Commission to place item on the agenda for March 5, NEW ALCOHOLIC BEVERAGE LICENSE(S) a. Rite Aid Pharmacy, #11851 b. Port City Billiards 1945 Glynn Avenue 4420 Altama Avenue, Ste.44 Mgr - Brian Wilen Owner/Mgr. - Kaycee Price Chief Edna Johnson, Brunswick Police Department, recommended approval of the above- named renewal alcoholic beverage licenses. 4

6 Following a discussion, Commissioner Brooks made a motion and Mayor Pro-Tem Harvey seconded the motion granting alcoholic license renewals for the above-named businesses. The motion passed unanimously by a vote of 5 to Bid recommendation on a 2008 Mini Excavator for Public Works Department. (J. Pereles) In the absence of Joe Pereles, Director of Public works; Martha Hendley, Finance Director, presented the Commission with bids for a 2008 Mini Excavator. She stated that staff recommended approval of bid from Low Country Machinery in the amount of $47, Following a discussion, Commissioner Spaulding made a motion and Commissioner Brooks seconded the motion approving the bid of Low Country Machinery. The motion passed unanimously by a vote of 5 to Finance recommendation for 25 Police Cars, 4 Ford Trucks for Public Works, and 1 Ford F-650 for Public Works. (M. Hendley) Martha Hendley, Finance Director, asked the Commission approval for financing twentyfive (25) Police cars, four (4) Ford Trucks and one (1) Ford F-650 for Public Works. She stated that staff recommends the bid of BB&T at a 2.68% rate. Following a discussion Commissioner Brooks made a motion and Mayor Pro-Tem Harvey seconded the motion approving financing for the above-mentioned vehicles with BB&T. The motion passed unanimously by a vote of 5 to Wind Channel (Wi-Fi) presentation. (D. Manning) David Manning, IT Director, and Chris Martin, IT, BPD, gave a presentation to the Commission about Wi-Fi. Following the presentation; David Manning asked the Commission approval to proceed with the purchase for four sites from Wind Channel for the amount of $47, Following a discussion Commissioner Spaulding made a motion and Commissioner Brooks seconded the motion approving the purchase of four sites from Wind Channel for the amount of $47, The motion passed unanimously by a vote of 5 to 0. CITY ATTORNEY LYNN FREY S ITEM(S) 12. Resolution to finance acquisition of 503 Mansfield Street. In the absence of City Attorney, M. Lynn Frey, III; Martha Hendley, Finance Director presented the Commission with a resolution for a finance acquisition for 503 Mansfield 5

7 Street. Following the presentation the resolution was read by the City Clerk, Naomi Atkinson. Commissioner Spaulding made a motion and Commissioner Brooks seconded the motion approving the above-named resolution. The motion passed unanimously by a vote of 5 to 0. RESOLUTION OF MAYOR AND COUNCIL OF THE CITY OF BRUNSWICK, GEORGIA FOR DECLARATION OF OFFICIAL INTENT TO FINANCE THE COSTS OF THE ACQUISITION OF THE PROPERTIES LOCATED AT 503 MANSFIELD STREET WITH TAX-EXEMPT FINANCING WHEREAS, the City of Brunswick (the City ) has acquired properties consisting of 54,450 square feet in the vicinity of 503 Mansfield Street, Brunswick, Georgia (the Project ); and WHEREAS, the Project properties can be further identified by their Tax Parcel Identification Numbers , , and ; and WHEREAS, the Mayor and Council of the City of Brunswick (the Governing Body ) desires to declare its official intent to reimburse certain costs of the Project through the use of its bonds, a lease-purchase or other financing method to provide such reimbursement; and NOW, THEREFORE, BE IT RESOLVED, that the Governing Body hereby declares pursuant to Treasury Regulations Section its official intent to reimburse the costs of the Project through the use of tax-exempt bonds, a lease or other obligations for the purpose of paying or reimbursing costs of the Project up to $950,000. BE IT FURTHER RESOLVED, that a copy of this Resolution be placed in the official records of actions of the Governing Body. Security for the Customs House/City Hall and the Historic City Hall. Commissioner Brooks discussed security at City Hall (Custom House) located at 601 Gloucester Street and Old City Hall located at 1229 Newcastle Street. Following a discussion the City Manager was instructed to look into security options with staff and report back to the Commission at the second Commission meeting in April. There being no further discussion, Commissioner Spaulding made a motion and Commissioner Brooks seconded the motion to adjourn. The motion passed unanimously by a vote of 5 to 0.
