Open meeting, Invocation, Pledge of Allegiance- Mayor Frazier called the meeting to order at 6:33 p.m. Mike Parker led the Council in invocation. 2. Roll Call- Victor Morales was absent from the Council Meeting. 1
2 3. Citizen Comments: Three (3) minutes allowed per speaker- No citizens appeared to speak. 4. Announcements by Mayor and City Council Members. At this time, reports about items of community interest on which no action will be taken may be given to the public as per Chapter of the Local Government Code- No announcements were made by the Mayor or Council Members. 5. Presentations by Members of the Council- Shannon Barnes requested that a change in the Council meetings time be placed on the next agenda changing the time from 6:30 p.m. to 7:00 p.m. 6. Update by the City Manager/Staff Comments- Jana Shelton updated the Council regarding the audit stating that the audit has been performed and that the Council should see the final product at the next City Council Meeting. Ms. Shelton advised the Council that she has been working with Freese and Nichols to develop a handbook that would make the process of opening a new business in Crandall an easier process to small business owners. Ms. Shelton informed the Council that the City has been awarded a grant that will allow the City to work on the water lines in Dallas East. Ms. Shelton stated that the grant will require the City to match a portion of the grants, however, Ms. Shelton did not have the exact percentage at this time. Ms. Shelton stated that the Safe Route to School grant was still in the process, however, we are waiting on TxDot to provide an agreement. Ms. Shelton informed the Council that we have received the new Police vehicles, as well as the new vehicles for the Public Works Department. Ms. Shelton advised the Council that Bourke Harvey has approached the City regarding the possibility of using nine (9) acres of land along Highway 175 for City Buildings such as a Police Department or City Hall at a reduced price. Mayor Cody Frazier announced that he has attended meetings with several developers such as Burk Harvey and Chuck Cade. Mayor Frazier stated that Capital Holdings LLC is interested in purchasing the 120 remaining lots from the second phase of River Ridge, however, this is contingent on water. 2
3 Mayor Frazier advised the Council that he and Ms. Shelton had been informed that TxDot is considering upgrading the bridge along FM 148. Mayor Frazier stated that he had no other information at this time but, will pass it to the Council as soon as information becomes available. Shannon Barnes asked when the Council could expect to see Code Enforcement regulations back on the agenda. Mayor Frazier informed Ms. Barnes that the City will hold a workshop in the near future to look into Code Enforcement regulations. 7. Approval of Minutes: May 2, 2016 May 16, Shannon Barnes made a motion to approve the minutes of May 2, 2016 and May 16, 2016 with the correction made to the spelling of Danny Kirbie s name. Danny Kirbie seconded the motion. The motion carried with David Lindsey abstaining from the motion. 8. Recognize Ron Lanier for Service as Council Member and Mayor Pro Tem- Mr. Ron Lanier was unable to attend the Council Meeting, however, Mayor Frazier spoke recognizing Mr. Lanier s many years of dedicated service to the City of Crandall. 9. Public Hearing: on a Site Plan for a Dentist Building located in Heartland on Sunnybrook Drive as requested by Big Red Dog Engineering/ Wynmark Commercial- Mayor Frazier opened the Public Hearing at 6:43 p.m. Justin Keane with Wynmark Commercial spoke to the Council and Citizens regarding the site plan request for the Dentist Building. Mr. Keane stated that the building would be approximately 4500 square feet and would be built on Sunnybrooke Dr. Mayor Frazier stated that because Heartland is not inside the City Limits of Crandall, that this shows that the Heartland Community is committed to the City of Crandall by allowing us to have input on a project that could have been approved by Kaufman County. Pat Branson, 109 Creekview, asked Mr. Keane to explain the location of the project. Mr. Keane stated that the Dental Office would be along the southwest corner of Sunnybrooke Dr. on a one (1) acre lot. 3
4 Mark Edgren with Huffines Communities explained that an additional three (3) to four (4) acres has been planned for possible commercial development in this area and that those developments will also be taken before the City Council. Mayor Frazier closed the Public Hearing at 6:46 p.m. 10. Discuss and consider a Site Plan for a Dentist Building located in Heartland on Sunnybrook Drive as requested by Big Red Dog Engineering/ Wynmark Commercial- Mayor Frazier stated that he was excited that Heartland is beginning to see commercial development. David Lindsey asked if Heartland intended to implement any additional commercial properties over time. Mark Edgren, Huffines Communities, advised that most commercial developments seek a population of homes in order to build in that area. Mr. Edgren stated that in 2018 Heartland will have 2500 lots. David Lindsey stated that those 2500 lots should entice new businesses and more homes will make the commercial developments more viable. Mike Parker made a motion to approve the Site Plan for a Dentist Building located in Heartland on Sunnybrook Dr. as requested by Big Red Dog Engineering/Wynmark Commercial. Shannon Barnes seconded the motion. Motion carried with a unanimous vote of the Council. 11.Discuss and consider a Final Plat for Trinity Meadows Phase 3-4- Todd Winters, Altura Homes, advised the Council that the Trinity Meadows subdivision was very close to completion of Phases 3-4. Mr. Winters stated that Altura Homes will have a few items to clean up and once those items were completed the Council would receive the Mylar copies of the Final Plat. Mr. Winters advised the Council that once this phase is completed Trinity Meadows would have approximately 120 homes. Danny Kirbie made a motion to approve a Final Plat for Trinity Meadows Phase 3-4. Shannon Barnes seconded the motion. The motion carried with a unanimous vote of the Council. Mayor Frazier asked the Council for a motion to move agenda items 15 and 16 above agenda item 12. Shannon Barnes made a motion to move agenda items 15 and 16 to be placed directly before agenda item 12 on this agenda. Mike Parker seconded the motion. Motion carried with a unanimous vote of the council. 4

Discuss and consider an application for the Commercial Development Highway 175 Incentive Program as requested by Crandall CrossFit- Mayor Frazier asked Ms. Scarbrough what the total cost of the Crandall CrossFit project was projected to be. Ms. Scarbrough advised the council that the completed cost would be approximately $100,000. Jana Shelton, Interim City Manager, advised the Council that Ms. Scarbrough has met all the requirements for the incentive program with the exception of the monument sign that is required along Highway 175. Ms. Shelton stated that the city would need to work with Ms. Scarbrough to find another solution for the signage. Danny Kirbie made a motion to approve an application for the Commercial Development Highway 175 Incentive Program as requested by Crandall CrossFit. Mike Parker seconded the motion. Motion carried with a unanimous vote of the Council. 16.Discuss and consider Ordinance No , an Ordinance of the City of Crandall approving a negotiated settlement between the Atmos Cities Steering Committee ( ACSC ) and the Atmos Energy Corp., Mid-Texas Division regarding the Company s 2016 Rate Review Mechanism filings- Cory Green, Atmos Energy, spoke to the Council regarding the negotiated settlement between Atmos Cities Steering Committee ( ACSC ) and the Atmos Energy Corp., Mid-Texas Division. Mr. Green stated that this ordinance will implement an increase of 2.43% to the average customer and allow Atmos Energy to invest in the enhancement of the infrastructure over the next five (5) years. Shannon Barnes made a motion to approve Ordinance No , an Ordinance of the City of Crandall approving a negotiated settlement between the Atmos Cities Steering Committee ( ACSC ) and the Atmos Energy Corp., Mid-Texas Division regarding the Company s 2016 Rate Review Mechanism filings. Danny Kirbie seconded the motion. The motion carried with a unanimous vote of the Council. 12. Presentation of an overview of the City s Debt Profile by the City s Financial Advisor, Jim Sabonis. Refunding of Taxable C/O s and direction to move forward- Andre Ayala, FirstSouthwest, spoke to the Council regarding the City s Debt Profile and explained the City s options regarding city bonds. The Council directed Interim City Manager, Jana Shelton, to look into the options to be presented to the Council at a future meeting date. 5

Discuss and consider a revised contract to add Special Projects to the contract with the City s Financial Advisor, Jim Sabonis- Andre Ayala, presented the Council with a revised contract which would add Development Services and Development Debt Instruments to the contract already in place. Shannon Barnes made a motion to table the revised contract. Danny Kirbie seconded the motion. The motion carried with a unanimous vote of the Council. 14.Discuss proposed PID/TIRZ as requested by Jim Mabry- Andre Ayala, FirstSouthwest, presented and discussed a Public Improvement District (PID) and a Tax Increment Reinvestment Zone (TIRZ) with the Council. Mr. Ayala explained that a PID would issue bonds up front that could be used to finance roads and infrastructure. Mr. Ayala stated that with a PID the land is leveraged in order to receive the bond. The area in which the PID would be located would be the only area to receive the tax levy. Mr. Ayala suggested that the Council hold a workshop in the near future to discuss PID and TIRZ. 17.Discuss and consider a contract between City of Crandall and the Law Office of Gil J. Alton Jr. for collection of Court Fines and Fees- Jana Shelton explained to the Council that Nancy Sanford, Court Administrator, was unhappy with the previous company used for collections. Ms. Sanford has recommended that the Council approve the contract with the Law Office of Gil J. Alton Jr. Mike Parker made a motion to approve a contract between the City of Crandall and the Law Office of Gil J. Alton Jr. for collection of Court Fines and Fees. Shannon Barnes seconded the motion. Motion carried with a unanimous vote of the Council. 18. Discuss and consider an Interlocal Agreement between the City of Crandall and Kaufman County for the maintenance of presently existing roads within the City- Mayor Frazier informed the Council that this agreement will allow the City to have a partnership with the County for road maintenance. Mayor Frazier also stated that this is the first step in partnering with Kaufman County for the repairs that need to be made to Trunk St. 6
7 Danny Kirbie made a motion to approve an Interlocal Agreement between the City of Crandall and Kaufman County for maintenance of presently existing roads within the City. Shannon Barnes seconded the motion. Motion carried with a unanimous vote of the Council. 19. Discuss and consider purchasing Police Radios for the Kaufman County 911 system from Harris Corporation, RF Communications- Police Chief, Billy Kilgore, addressed the Council regarding the purchasing of Police Radios. Chief Kilgore stated that Kaufman County is giving the City a total of 3 years to integrate the new radio system. Chief Kilgore advised the Council that the bid for the purchase of the radios has come in under budget at $25,374. Shannon Barnes made a motion to purchase police radios for the Kaufman County 911 system from Harris Corporation, RF Communications. Mike Parker seconded the motion. Motion carried with a unanimous vote of the Council. 20.Discuss and consider placing In God We Trust on Police cars- Shannon Barnes made a motion to place In God We Trust on the Police cars. Danny Kirbie seconded the motion. Motion carried with a unanimous vote of the Council. 21. Chief of Police Billy Kilgore presents information on Police car replacement- Chief Kilgore approached the Council regarding the purchase of a new Police car. Chief Kilgore stated that from the collection of insurance monies and selling of seized vehicles the department has a total of $29,000 to go towards a new car. City Council advised Chief Kilgore to work with Interim City Manager Jana Shelton and possibly place the new vehicle in the next budget. 22.Discuss and consider adoption of Budget Calendar- Interim City Manager, Jana Shelton, explained the Budget Calendar to the Council. Danny Kirbie made a motion to adopt the Budget Calendar. Shannon Barnes seconded the motion. Motion carried with a unanimous vote of the Council. 7
8 23.Discuss and consider rescheduling the Regular Council Meeting on July 4 th, 2016 to July 11, Shannon Barnes made a motion to reschedule the Regular Council Meeting in July from July 4 th, 2016 to July 11, Mike Parker seconded the motion. Motion carried with a unanimous vote of the Council. 24. Discuss and consider engaging Freese and Nichols to create a Development Handbook- Shannon Barnes suggested that before engaging in a Development Handbook that the City have a workshop with the EDC and the Chamber of Commerce. Ms. Barnes stated that she believes that the EDC, Chamber of Commerce, and the City should all work together in putting this project together. Mayor Frazier asked Jana Shelton, Interim City Manager, if she thought that another agency could create a handbook at better pricing. Shannon Barnes made a motion to table engaging Freese and Nichols to create a Development Handbook until the City has a chance to look into other pricing options. Danny Kirbie seconded the motion. Motion carried with a unanimous vote from the Council. 25. Discuss and consider setting a date for a Special Council Meeting for the Budget Workshop- Danny Kirbie made a motion to hold a Special Council Meeting for the Budget Workshop on July 21 st, 2016 at 7:00 p.m. Shannon Barnes seconded the motion. The motion carried with a unanimous vote of the Council. 26. Adjourn- Shannon Barnes made a motion to adjourn at 8:35 p.m. Mike Parker seconded the motion.
