1 STANDING COMMITTEES Appointments by Mayor Bobby G. Kilgore Effective: October 15, 2010 COMMITTEE MEMBERS DUTIES Annexation Citizens Appointment Community Development, Chairman Mayor Pro Tem Dottie Nash To advise the Planning Board and City Council on issues related to voluntary and involuntary annexations To recommend appointments to various Boards and Commissions for City Council consideration To review and make recommendations to City Council on outside agency funding requests as a part of the annual budget process To pursue CDBG entitlement City status To research and pursue opportunities for grants and low interest loans for community development initiatives targeted for low and moderate income areas/individuals to community development program initiatives and administration To explore opportunities for and monitor partnerships with other agencies and contractors (e.g. Hobbs Upchurch, Centralina COG, Monroe- Union County CDC, etc.) to accomplish housing and community development goals To pursue opportunities to promote homeownership To advocate for small business development and retention, especially in low income neighborhoods or which promote minority and womenowned businesses
2 COMMITTEE MEMBERS DUTIES Community Development (Continued) Customer Service Employee Benefits, Chairman Council Member Lynn Keziah To identify service needs (e.g. daycare centers, neighborhood business, etc.) in low income neighborhoods and promote public policies which would allow their development To work with local financial institutions to provide low interest loans for housing and community development initiatives and/or explore the possibility of using nonprofit community lenders (e.g. Self Help) To perform any other duties assigned by the Mayor and City Council To periodically review customer service procedures To make recommendations to City Council for improvements to the Customer Service Policy To evaluate customer requests related to the Customer Service Policy To stay informed and advise City Council on matters relating to customer service issues To review and advise the City Council on matters related to the City's comprehensive insurance programs which include: Medical / Hospitalization Workers Compensation Property, casualty, and liability
3 COMMITTEE MEMBERS DUTIES Environment and Water Resources Facilities Finance, Chairman Mayor Pro Tem Dottie Nash, Chairman, Chairman Council Member Lynn Keziah To advise Staff and City Council on matters related to solid waste policy To recommend solid waste contracts and subsequent amendments to City Council To stay informed and advise City Council on matters related to stormwater management, water quality, water supply issues, air quality, and other environmental matters To perform any other duties assigned by the Mayor and City Council To advise the City Council on issues related to City facilities, including the following: Evaluation of existing facilities, and recommend renovations/additions as needed Recommend new facilities as needed to provide support for City employees and citizens Recommend naming of facilities and/or other City assets in honor or memory of deserving individuals or organizations To review and evaluate existing City financial and budgeting policies and practices; to financial matters; To advise the City Council with regards to matters of financial policy; To advocate for strong financial and budgeting policies and practices within the City organization; and To perform any other duties as may be assigned by the Mayor and the City Council. (Meets quarterly)

Kilgore Effective December 1, 2009 BOARD/COMMISSION APPOINTMENT DUTIES Charlotte-Monroe Executive Airport Commission Economic Development Commission Council Member Lynn Keziah, Chairman Mayor Bobby Kilgore The Commission adopts rules for transactions and keeps a record of its resolutions, transactions, findings and determinations, all of which are public record. The Charlotte-Monroe Executive Airport Commission is charged with the duty of investigating, studying and making recommendations to the City Council pertaining to the construction, enlargement, improvement, maintenance, equipment, operation and regulation of the Charlotte-Monroe Executive Airport. The Charlotte-Monroe Executive Airport Commission does not have legislative powers of its own, but acts as an advisory body to the City Council concerning the matters, which it has under its charge. The City receives recommendations in the construction, enlargement, operation and regulations of the Charlotte-Monroe Executive Airport. The Commission does not contract indebtedness unless prior approval has been received from the City Council. The Economic Development Commission is charged with the duty to aggressively market the city to facilitate the economic development process. Major emphasis is placed on the retention and expansion of existing business and industry, the attraction of new business opportunities, and the continued revitalization of the city's economic/industrial base.
