2 AS1 Key figures in France More than 40% of inhabitants of this areas live under the poverty threshold Unemployment rate is more than twice and half the national average Less than half of women is employed, and when it s the case it s mostly for precarious job The success for Brevet des Collèges (French Certificate of general education) is 8 points lower than the national average Those neighbourhoods have 4 times less nurseries than in the country 17% of inhabitants declare that they have experienced discrimination because of their roots 2 Key figures: why this policy?

4 :40 years of Politique de la Ville : initial objectives Start point: 1981 Riots in «Minguettes» (suburbs area of Lyon) Inter-ministerial reaction by the creation of a ministry of Cities to support social and urban development Encourage the emergence of joint-projects thanks to partenarial and bottom up approach Implement a policy at a neighbourhoods level involving NGO dedicated for social development in order to improve the general living conditions and services for inhabitants Thanks to a dedicated ingenierie for social and urban projects jointly steered by State and cities 3 40 years of Politique de la ville
5 What is Politique de la Ville? Law for cities and urban cohesion edicted in 2014 with specifics funds Policy for Urban cohesion and local and national solidarity towards the most deprived neighbourhooods and their inhabitants Implementation through a city contract between the State and urban authorities at least The contract is the state framework to decline and mobilize its sectoral policies 4 (education, employment, security ) What is politique de la Ville?
6 Who implements Politique de la Ville? Government, local authorities and cities conclude an agreement called «Contrat de ville» other relevant partners are involved (regions, departments, social landlords ) Dedicated staff in urban authorities and «délégué du Préfet» representative of the State at neighbourhoods level Supporting NGO acting in social, cultural, sports, education issues Since 2015 a new body has been 5 created «Citizen Council» in every priority neighbourhoods Implementation
7 A new ministerial commitment : Since the presidential election global Ministry «territories cohesion» has been created The «territories cohesion» department gathers several topics: housing, local governments (shared competence with the Ministry of Home Affairs), territory Planning and urban policy Jacques Mezard is the Minister, Julien Denormandie is the Secretary of State The urban policy is supported by: CGET, Prime minister services, acting on behalf of the ministry of territories cohesion Referent advisers assigned to the President and to the Prime minister 6 Organisation at ministerial level
8 A policy framework reinforced: 1514 priority neighbourhoods where 5,5 million people are living. City contracts (contract for urban cohesion) : Organized at agglomeration level Integrated contracts including three key pillars: social, urban and economic dimensions Supported by all local governments (regional and local authorities) Statement Of «Politiqu e de la ville» Participation of inhabitants thanks to citizen councils 7
9 Doubling the overall effort urban renewal: End of PNRU 1 in 2020 (National Urban Renewal Programme (PNRU): globally 45 billions euros of investment in 500 priority neighbourhoods between , including 12 billions of grants from National Urban Renewal Agency (ANRU) First results of PNRU 1: housing demolished, housing rebuilt, housing refurbished, residentialisation Urban Renewal = National Programme New National Urban Renewal Programme (NPNRU) launched in 2014: representing 200 projects of national interest and 250 projects of regional interest Doubling the amount of the programme: from 5 to 10 billions granted to ANRU for period allowing 40 billions of 8 investment.
10 Step towards school success for children in deprived neighbourhoods: Endeavour on priority education areas (REP & REP+) with the implementation of «Bâtir l Ecole de la confiance» Splitting primary school classes in those areas Salary bonus reinforced for teachers in those schools This programme lies within the City contracts 9 Priority for education
11 Measures for the employment and the economic activity in priority neighbourhoods: Scheme of «Emploi franc» wich allows tax advantage for companies hiring inhabitants of priority neighbouroods Scheme of a new agency «France entrepreneur» to encourage creation and development of enterprises in those priority areas Concentrate employment measures in favor of priority neighbourhoods In 2016 unemployment rate has decreased: - 4,2% in priority areas comparing to the 2,9% at the national level For the next five-year period: The target to halve the unemployment difference between those priority areas (26%) and national average (9,5%) 10 Employment and economy
12 Measures to make a secure environment : Testing a «daily life security police» based on a diagnosis involving citizen council policie Creation of police officers assigned firstly in those neighbourhoods Implementation of a strong counter radicalisation policy by the Ministry of Home Affairs and the government negociated with elected people Security 11
13 Develop access to public services in this neighbourhoods Promote urban renewal ensuring resettlement of families and presence of equipments/facilities of quality and proximity Set up a building plan of nurseries in those areas Encourage establishment of health houses Bring the return of public services 12 Access to public services
14 Brings urban mechanism at the European level Urban Poverty Partnership is promoting a local pact for regeneration of deprived neighbourhoods multi-fund instrument in the context of EU funding and to involve all level and inhabitants. The Local Pact would mix a place-based and a people-based approach. combine multi scales and authorities Identification of territories at national level 13 At European level
15 The inter-ministerial roadmap Forthcoming an interministerial committe for cities will decide the set of measures for each Ministry (education, home affairs, social affairs and employment,) New:creation of a Presidential council that will meet every 3 months to monitore the progress of the actions Updating City contract for the first half of mid-term review The next steps 14
