1 POLI Structures of Canadian Parliamentary Government Department of Political Science Dalhousie University Summer 2015 Instructor: Michelle Coffin Class Time: Mondays, Tuesdays, Wednesdays and Thursdays 9:05 11:55 Location: LSC 216 Office Hours: by appointment only Course description The objective of the course is to introduce students to the institutions and political actors in Canadian Parliamentary democracy. Some say Canadian politics is boring; we are going to learn it is not during the next three weeks. In doing so we will contemplate these questions and many more: Who has power in the House of Commons? Who should have power in the House of Commons? Does the Prime Minister really make most of the decisions? Why did the Parliamentary Budget Officer sue the federal government? Why is a bill not a law until the Queen s representative gives it Royal Assent? Should tens of millions of taxpayers dollars be spent to advertise government decisions? Should Canada abolish the Senate? Should Canadians elect Senators? Who should decide? Should judges have the power to strike down legislation passed by democratically elected MPs? The course spends considerable time covering the major debates and contestation present in contemporary Canadian politics. At times our discussions will focus on theoretical understandings of our system, while other times we will tackle practical issues that confront and challenge our system of governance daily. Required reading There is no required text for the course. However, the course does rely heavily on a few sources that are available locally and online at a reasonable cost. 2 Assignments The course has considerable group work. During five classes you will organize yourselves into predetermined groups where you will discuss a series of questions provided. Attendance and active participation are expected and will be noted by me and your group members. To guide your discussions and evaluate your work a template will be provided. The group is expected to answer the questions and submit the work at the end of class. Each group will have a spokesperson who will articulate the group s findings during the last minutes of the classes. I will strongly encourage a different group spokesperson each month. The last two classes will be dedicated to group presentations. Topics must be approved in advance and must address a theme discussed during the course. Presentations must be accompanied with a formal paper. Final Exam The last hour of the final class will be devoted to the final exam. All material covered during the course will be represented on the exam. Student Accessibility and Accommodation Students may request accommodation as a result of barriers related to disability, religious obligation, or any characteristic under the Nova Scotia Human Rights Act. Students who require academic accommodation for either classroom participation or the writing of tests and exams should make their request to the Office of Student Accessibility & Accommodation (OSAA) prior to or at the outset of each academic term (with the exception of X/Y courses). If you are interested, please contact OSAA at for more information. Please note that your classroom may contain specialized accessible furniture and equipment. It is important that these items remain in the classroom so that students who require their usage will be able to participate in the class. Academic Integrity and Plagiarism All students in this class are to read and understand the policies on academic integrity and plagiarism referenced in the Policies and Student Resources sections of the academicintegrity.dal.ca website. Ignorance of such policies is no excuse for violations. Any paper submitted by a student at Dalhousie University may be checked for originality to confirm that the student has not plagiarized from other sources. Plagiarism is considered a serious academic offence which may lead to loss of credit, suspension or expulsion from the University, or even to the revocation of a degree. It is essential that there be correct attribution of authorities from which facts and opinions have been derived. At Dalhousie there are University Regulations which deal with plagiarism and, prior to submitting any paper in a course, students should read the Policy on Intellectual Honesty contained in the Calendar or on the Online Dalhousie website. The Senate has affirmed the right of any instructor to require that student papers be submitted in both written and computer-readable format, and to submit any paper to be checked electronically for originality.
