3 LASER, LIGHT & SOUND SHOW AT, DANDI KUTIR, MAHATMA MANDIR CONVENTION CENTRE AT GANDHINAGAR, GUJARAT Pre-Application Conference Notice indextb Government of Gujarat, intends to put up an Aqua Screen, Sound System, Light effects, Pyro Color Flame & Musical Fountains including related Civil, Mechanical, Structural & Electrical work at Dandi Kutir. indextb requires the services of well established, experienced agency/creative Director for conceptualization, design and implementation of the such show which will be developed on theme of Clean India Campaign and which would be played in Dandi Kutir, Mahatma Mandir, Gandhinagar as evening shows on weekends. Interested firms/ individuals shall have experience in: 1. Mounting of Laser Show Equipment or similar works incorporating light and sound effects, pyro color flame, musical fountains and associated activities 2. A mega permanent installation, both international and national involving creative light features with sound and musical effects by various equipment and laser shows. Background Industrial Extension Bureau, popularly known as indextb is a Government of Gujarat Organisation established with the objective of accelerating the industrial development in the State. indextb was set up with a noble intention to function as a facilitating organization to ensure smooth and hassle-free experience for a prospective investor in the state of Gujarat. indextb intends to project a world class laser, light and sound show on Clean India Campaign (Swachh Bharat) at Dandi Kutir, Gandhinagar, and promote the Government of India s initiative to the public to emphasize and spread awareness on the campaign. The campaign of Swachh Bharat was launched by the Government of India with an aim to make people aware of healthy sanitation practices by bringing behavioral changes in people. The campaign is aimed to accomplish various goals and fulfil the vision and mission of Clean India by 2nd of October 2019 which is 150th birth anniversary of the great Mahatma Gandhi. It has been 4

5 declared by the Government that this campaign is inspired by patriotism. Further details on the campaign are available at and The event venue that is Dandi Kutir epitomizes Mahatma Gandhi s powerful idea of people across lines of class, gender, age and community asserting their common rights to salt itself: a symbol to inspire a pluralistic society to march towards independence, Purna Swaraj. Dandi Kutir is the world s largest and only museum built on one man s story Mahatma Gandhi, Father of the Nation. The sculptures of Gandhi depict his childhood, early life, his return to India and his role in the country s freedom struggle. Located inside a 41-meter high saltmound, it is a symbol of Gandhi s famous Dandi march against the salt tax provisions imposed by the British regime in March Further details on Dandi Kutir are available at indextb has been appointed as a Nodal Agency to execute this show. 2.2 Objective indextb now intends to appoint an established and renowned laser event management Operator to manage the Laser, Light and Sound Show at Mahatma Mandir. indextb on behalf of Government of Gujarat is inviting expression of interest from interested firms/group and would subsequently invite the request for proposal. Through this EOI process, the Authority intends to gauge the prospective players/ firms who would be interested in the project and develop a common understanding of the proposed terms and conditions of the Management Agreement. The feedback would be important to formulate the eligibility and other terms and conditions at the subsequent RFP stage. Overview of Project Scope: 1. The prime bidder is required to carry out the above project on turnkey basis for proper integration and operation of the complete system including related civil, structural, Mechanical, Structural and electrical works. Bidders have to submit system architecture design data base presentation for proposed turnkey project. 2. The Scope of work would include: Designing, Supply, Testing, Installation and Commissioning of all project deliverables. Any cutting/modification/removal/reinstallation in the existing structure, prior permission to be taken from the department 3. 6 4. The listed components are the general guidelines for the solution. The turnkey project to be set up must comprise of state of the art of hardware equipment and software with collectively offering high uptime. 5. Eligibility Criteria: Applicant or at least one member of the consortium (incase applicant is a consortium) should have experience of successfully setting up at least two multimedia/ Sound and Light shows, both internationally and nationally. Site Visit Presentation: Applicants shall be required to make a site visit and make presentation before the designated committee appointed by the Government of Gujarat on the type of show, technology, equipment and other details. While the site visit may be facilitated by indextb on the bidder s request, the date for the presentation will be communicated subsequent to the pre-application conference. Submission of EOI: Interested parties need to submit a brief profile of the organization/consortia members, audited financial statements for the last three financial years, certificates and evidence of relevant experience along with a detailed proposal with proposed technology, type of system and equipment to be used along with a presentation. EoI to be submitted to The Managing Director, Industrial Extension Bureau (indextb), Block No. 18, 2nd Floor, Udyog Bhavan, GH-4, Sector - 11, Gandhinagar and Before 14-July-2017 by 17:00 hours (IST) Evaluation Criteria: A designated committee shall be appointed by the Government of Gujarat, which shall evaluate all the proposals/presentations and select the most suitable application. Tender documents shall be prepared by the Administration for the selected system and shall be issued to only the participants of this EoI. 3. Any other inputs on the project/ models of management contract are also welcome from interested firms/groups. The Pre-application Conference on 6-July-2017 at 12:30 hours will be held at Mahatma Mandir, Sector 13C, Gandhinagar Gujarat PREPARATION AND SUBMISSION OF EOI 4.1 General The Applicant may be a single entity or a group of entities, expressing interest to come together for the Project. However, no applicant applying individually or as a member of a Consortium, as the case may be, can be member of another Applicant Consortium. The term Applicant used herein would apply to both a single entity and a Consortium. In case of an individual applicant/ a consortium, details to be furnished as per FORM A 4.2.
