Overview of BPCL Bharat Petroleum Corporation Limited (BPCL) is a Fortune Global 500 (rank of 358 in 2016) oil refining, exploration and marketing Public Sector Undertaking Company with Navratna status. BPCL has network of underground cross country pipelines along the length and breadth of the country. The approximate length of all the pipelines is 2300 kilometers. BPCL is operating following pipelines from Mumbai 1) Mumbai-Sewree-Wadibunder Lube Oil Pipeline 12 size diameter & about 11.6 KM of lube oil pipeline from Mumbai Refinery to Wadilube. Out of total 11.6 KM length about 5.1 KM of pipeline is laid above ground from Mumbai Refinery to Sewree and 6.5 KM length is laid underground from Sewree to Wadibunder. 2) Mumbai-Santacruz ATF Pipeline 10 size diameter & about 14.7 KM long ATF Pipeline is operated from Mumbai Refinery to Santacruz Airport. 3) Mumbai-Uran LPG Pipeline 10 size diameter 28 KM LPG Pipeline from Mumbai to Uran having subsea section of 12 KM. The Pipelines mentioned above is not having dedicated Optical Fiber Cable. SCADA for Mumbai-Sewree-Wadibunder Lube Oil Pipeline and Mumbai-Santacruz ATF Pipeline is working on leased lines. SCADA for Mumbai-Uran LPG Pipeline is working on leased lines & microwave radio communication. BPCL requires state of the art real time intrusion detection technology for the above pipelines, in order to detect any third party activity or theft attempts being carried out on the Pipelines. Through this Expression of Interest (EOI), BPCL intends to collect information with regard to the feasible technology, meeting all the functional / performance requirements of intrusion detection system for Pipelines. 4 2. Expectations from the proposal 1. The applicant party shall be either an Original Equipment Manufacturer (OEM) or their sole authorized channel partner who has provided such systems in the past for Pipelines or any other similar applications viz for Railway or Security purpose. 2. The party shall submit the technical specification/details of the intrusion detection system being proposed and should showcase how effectively it can be deployed for the job of pipeline surveillance. 3. The system should be able to detect manual or mechanized digging activities over the Pipeline or tapping / drilling attempts on the Pipeline. 4. The system shall be having real time monitoring & should provide the location of activity over map. The GUI shall have map showing Pipeline route. 5. The party shall provide the type of activities which can be detected using the system. The system should not generate frequent false alarms. 6. The party shall specify the location accuracy that can be detected & maximum length of Pipeline that can be monitored using single sensor. 7. The procedure for installing the sensors at site shall be specified. 8. Type of regular maintenance activities/calibration required to perform for smooth functioning of the system. 9. The party shall provide type of communication that can be used between their sensors & servers. 10. The system s capability to communicate over leased lines / GSM / GPRS networks. The party has to provide the bandwidth requirements for the same. Also minimum server specifications & number of sensors that can be handled by single server to be specified. 11. Possibility of server-client configuration. (Specify number of clients that can be provided) 12. The software shall have capability of storing historic events. (Specify period up to which historic events can be stored. Page 4 of 11

5 3. EOI DOCUMENT I. Applicant parties need to download this EOI document from our e-tendering website or BPCL website and fill up the relevant portions and mark the portions not relevant to them as Not Applicable. II. III. They are required to submit the entire EOI document, duly filled up, in a sealed envelope to BPCL office in Mumbai before the EOI Submission due date mentioned on page 1. Please read the entire EOI document carefully and in detail to ensure that you understand all the instructions fully. IV. The EOI document is divided into three parts - Form 1 Information of applicant parties along with enclosures Form 2 Undertaking to be submitted by applicant parties on their letter head Annexure A Information sought from the applicant party about intrusion detection system to be provided as Annexure A in their own format (Refer Sr. No. 2. 6 4. PROCEDURE FOR SUBMISSION OF EOI I. EOI document containing all information and supporting documents as mentioned above should reach following address in a sealed envelope clearly super-scribed as detailed in page 1 above Chief Manager (Maint), Pipelines, Bharat Petroleum Corporation Limited 1 st floor, Admin Bldg Annexure, Mahul Refinery, Chembur, Mumbai II. III. IV. EOI documents should be submitted on or before the due date mentioned on the first page. BPCL will not be responsible for any non-receipt/delayed submission of document due to postal delay/loss in transit etc. Vendors who are on the holiday list with BPCL need not apply. V. Every page and document of EOI submitted must have signature and seal of a designated competent representative of the applicant parties. VI. VII. VIII. IX. All the documents should be submitted in a proper manner with Index for easy identification and evaluation. Applicant parties to submit documents/information to satisfy BPCL requirements and should also be in a position to produce further information as and when required by BPCL. BPCL will evaluate the proposal based on data / documents provided by vendor and data/ information available with BPCL and inspect the applicant parties facilities to confirm the data submitted/ capabilities. The applicant parties shall be evaluated based on documents submitted and also may be invited for making a presentation to Evaluation committee about their capabilities and experience. BPCL at its discretion reserves the right to verify/re-verify the information submitted X. This EOI is non-binding and the purpose of this document is to ascertain interest of prospective vendors and explore effectiveness of this technology for intrusion detection system for pipelines. Post submission of EOI, respondents may be invited to our Office for giving presentations, demo, etc to understand the use of Intrusion Detection System. It shall be sole decision of BPCL for utilizing / not utilizing the information gathered from EOI. BPCL may not take any further action after the invitation of this EOI at its own discretion without assigning any reason thereof.
