1 City of Westminster Council Planning Workshop September Summary Report To formulate the City s strategic direction for the short and long term with renewed Vision, Mission, Core Values, and Strategic Objectives and Projects.
2 Part One: Strengths, Weaknesses, Opportunities, and Threats Analysis (SWOT) Council conducted a SWOT analysis with the following results: Strengths Weaknesses Opportunities Threats Customer service Westminster Citizens not Crossing understanding all Regional services provided by development City Market Electric Rates too Affordable high housing Main St Bus. 3 Part Two: Setting Expectations Visioning Exercise: Where does Westminster go from here? Council developed the Vision Statement for the City under these precepts: A vision statement describes the City as it would appear in a future successful state. When developing a vision statement, try to answer this question: If the City were to achieve all of its strategic goals, what would it look like 10 years from now? An effective vision statement is inspirational and aspirational. It creates a mental image of the future state that the City wishes to achieve. A vision statement should challenge and inspire. Vision Statement for the City of Westminster Westminster is an attractive historic community that is a thriving, quaint destination which provides opportunity for its citizens and businesses while remaining safe and fiscally sound. Mission Development: What role does the City as an organization play in attaining the above vision? Council developed the Mission Statement for the City under these precepts: A mission statement explains the City s reason for existence. It describes the City, what it does and its overall intention. The mission statement supports the vision and serves to communicate purpose and direction to employees, citizens, businesses, and other stakeholders. The mission can change to reflect the City s priorities and methods to accomplish its vision. Mission Statement for the City of Westminster The City s mission is to provide reliable, quality services, protect our citizens and property, improve the quality of life and promote development through managed growth. 2
4 Values Declaration: How will we act in execution of our mission? Council developed the Values Statement for the City under these precepts: A values statement describes what the City believes in and how it will behave. In a values-led city, the values create a moral compass for the city and its employees. This compass guides decision-making and establishes a standard that actions can be assessed against. A values statement defines the deeply held beliefs and principles of the organizational culture. These core values are an internalized framework that is shared and acted on by leadership. Values Statement for the City of Westminster The purpose of the City is to provide safe, quality services, therefore customer service, and professionalism are the highest priorities. For everyone we meet, we are the City of Westminster. In everything we do, we will look the part, act the part and do our part. Part Three: Work plan Based on the above expectations and the SWOT analysis, several projects and initiatives were reviewed and categorized into two groups: Short-term- those which will be achieve in the current or following budget years, with deadlines; and, Long-term- those which will be achieved in the next ten years, with milestones to be achieved within the first category s timeline. Many short-term goals are associated with multiple long-term goals but are only presented with one for clarity of purpose. This list is not exhaustive and is only meant to represent large policy level events. Operational goals will remain at the administrative level. 3
