State & Local Energy Efficiency Action Network Behavior, Energy and Climate Change Conference November 30, 2011 Washington, DC Stacy Angel, US EPA This information was developed as a product of the State Energy Efficiency Action Network (SEE Action), facilitated by the U.S. Department of Energy/U.S. Environmental Protection Agency. Content does not imply an endorsement by organizations that are part of SEE Action working groups, or reflect the views, policies, or otherwise of the federal government.

What is SEE Action Network? SEE Action is a federal-state-local effort to assist state and local governments, utilities, and other stakeholders in: Advancing efficiency policies and programs Removing barriers and disincentives to realizing energy savings through efficiency Growing state-level investments in cost-effective energy efficiency Builds on National Action Plan for Energy Efficiency Beyond Action Plan s focus on ratepayer-funded EE Strong technical assistance platform SEE Action Goal: To help the nation achieve all cost-effective energy efficiency by 2020 through assisting state and local governments in their implementation of energy efficiency policies and programs 2

SEE Action Network Structure SEE Action Working Groups Executive Group Leadership of overall SEE Action Network: Approx. 30 members, representing diverse stakeholders, including state policy makers, business leaders, utilities, NGOs, associations Working Groups Leadership on 8 priority issue areas Chaired by state and local leaders Blueprints to chart the course and guide implementation efforts to achieve aggressive near- and long-term goals DOE/EPA Support/coordination of Working Groups 3

Executive Group and Working Group Member Geographic Distribution 4

SEE Action Network Timeline Kick-off April 9, 2010 Finalized SEE Action Goal Established 8 Working Groups; initial goals and scopes Phase 1 Review Meeting March 25, 2011 Executive Group approved blueprints for the following working groups: Customer Information and Behavior Evaluation, Measurement, and Validation Existing Commercial Buildings Industrial Energy Efficiency and CHP Phase 2 Review Meeting July 15, 2011 Executive Group approved blueprints for the following working groups: Building Energy Codes Financing Solutions Residential Building Retrofits Utility Motivation and Energy Efficiency Next Executive Group Meeting December 13, 2011 Focus on outreach plan, measuring progress, and Working Group commitments for Year 1 5

Additional Federal Support and Technical Resources SEE Action activities supported by strong platform of technical assistance DOE Energy Efficiency and Renewable Energy s Technical Assistance Program www1.eere.energy.gov/wip/solutioncenter/technical_assistance.html DOE Office of Electricity s Technical Assistance EPA s ENERGY STAR Efficiency Program Sponsors Support EPA s State Climate and Energy Program Existing DOE and EPA Technical Assistance Grants State Energy Efficiency Action Grants (DOE) Climate Communities Showcase Grants (EPA) Market-Based Approaches to Reducing GHG Emissions Through Energy Efficiency in Homes and Buildings (EPA) Energy Efficiency and Conservation Block Grants (DOE) Smart Grid Investment Grants (DOE) Industrial Efficiency, CHP and Waste Heat Recovery Awards (DOE) 6

Customer Information & Behavior Working Group Blueprint (selected excerpts) 7

Working Group Purpose and Scope Assist state and local governments in advancing the use of energy information and feedback to change residential energy consumption behavior and achieve deeper energy and emissions savings. Focus: Residential energy efficiency programs that target behavior changes, and data needs and privacy rules to support the programs. Incorporating behavioral science research into energy efficiency program design. Future issues: Commercial and industrial sectors, non-electric sectors. Energy efficiency opportunities enabled by dynamic pricing and Smart Grid. Related Issues: Cyber-security Customer Data Standards and Interoperability Though the CIB will not develop standards in these areas, they are integral to the long-term goal of creating an environment of innovation in energy information feedback.

2020 Goal By 2020, reduce residential electricity consumption by 4% by increasing customer awareness of energy use. This would save approximately 5 billion kwh of electricity in This goal is roughly equivalent to: 75% of all U.S. households receive comparative home energy reports (resulting in 2% household-level savings); and 30% of all U.S. households have cost-effective direct feedback on energy consumption, including the use of in-home displays, web portals, smart phone applications, etc. 9

CIB Working Group Goals Year One Build expertise on the potential energy savings available from programs that target residential consumer behavior changes by: Providing tools and resources for regulators and policymakers about data issues associated with energy efficiency. Supporting the development of uniform methods to measure energy savings from energy efficiency programs targeting behavior changes. Medium-Term (2-3 years) 20 million U.S. residential households participate in an on-going energy use information feedback program (roughly 2-4 million today).

Customer Information and Behavior WG Goal: By 2020, reduce residential electricity consumption by 4% by increasing customer awareness of energy use. Three Major Work Areas Data Access Program Design Measuring Savings Priority Solution Areas 1. Assistance for Regulators and Policymakers 2. Appropriate Access to Utility Data 3. Data Security and Communications Standards 4. Access to Federal Energy Data 1. Scale-Up Pilots 2. Outreach to Improve the Understanding of Programs Targeting Behavior Changes 3. Provide Information to Decision-makers 4. Highlight Model Programs 5. Support Additional Research 1. Smart Grid Consumer Behavior Studies 2. Cost-Effectiveness of Behavior Programs 3. Methods for Measuring Savings 4. Validate Experimental Design and Other Existing Methods 5. Examine Persistence of Savings 11
