1 AGENDA REPORT Meeting Date: December 3, 2013 Agenda Item # City Manager Approval: TO: FROM: Honorable Mayor and Members of the City Council Bruce Henz, Public Works Director SUBJECT: WATER SYSTEM SAFEGUARD EQUIPMENT RECOMMENDED COUNCIL ACTION: That the City Council authorize the Public Works Director to solicit bid proposals for the equipment necessary for the mechanical injection of a chlorination dose (Sodium Hypochlorite) at each of the active City water supply wells. The estimated cost of $25,500 will be taken from Fund 52, Dept The 2013/2014 City budget has identified a sufficient allocation for this expenditure. SUMMARY: The City was cited by the State Department of Public Health for exceeding State standards for total coliform MCL in April/May The State ordered that future testing and monitoring results comply with State standards and noted that the City should consider implementing system disinfection as a precautionary measure to prevent bacteriological problems in the future. At the City Council meeting on July 16 th 2013, Staff requested authorization to proceed with a bidding process for the procurement of equipment necessary to provide a continual dosage of chlorine to the City drinking water supply. Chlorination was recommended by the Public Works staff as a disinfection enhancement for the water system that would help to minimize the occurrence of an elevated presence of coliform bacteria in our drinking water delivery system. Several concerns regarding the recommendation were discussed, including the potential for undesirable taste or odor effects that could change the nature of the delectable water that the City of Red Bluff has historically enjoyed. Staff is not requesting authorization for the continual active chlorination of the City drinking water supply at this time. However, purchase of the chlorination equipment would provide the citizens and general public with effective at the ready safeguard
2 equipment that is integrated into the City water supply system. Water disinfection could then be promptly implemented in the event of contamination. Purchase and installation cost of the Safeguard Equipment is estimated at $25,500. While not insignificant, the costs represent a forward looking and prudent investment that would prove to be invaluable should the City face an unforeseen emergency that would require the ability to immediately disinfect the drinking water system. The Chlorination system would be purchased, installed and tested, but not continually activated. Continual chlorination would require an additional, specific and future City Council action. PREVIOUS COUNCIL ACTION: A motion to authorize the Public Works Department to solicit bids proposals for water disinfection equipment died for lack of a second at the July 16, 2013 City Council meeting (4 council members present). The minutes of that meeting note that this issue will be brought back for further discussion at a later date. DISCUSSION: City staff has previously recommended that chlorination of the City of Red Bluff s drinking water supply would be the most economical and practical means of providing disinfection for the existing system The addition of chlorine to water is over three times more effective as a disinfectant against Escherichia coli than an equivalent concentration of bromine, and over six times more effective than an equivalent concentration of iodine. When dissolved in water, chlorine reacts to form an equilibrium mixture of chlorine, hypochlorous acid, and hydrochloric acid. An acidulated water supply could have a detrimental effect on the City s aging steel water mains and under certain conditions, our customer s teeth. Sodium Hypochlorite is a chlorine compound that provides a slightly alkaline water PH and therefore minimizes that issue. There are many other options available for the disinfection of a water source, but staff believes that they would all present serious practical disadvantages as well as raising restricting operational and cost issues, Ozone Gas, as an alternative, has no cost advantages and is very energy-intensive. It involves ozone gas being bubbled through the water, breaking down all parasites, bacteria, and all other harmful organic substances. However, this method leaves no residual ozone to control contamination of the water after the process has been completed. Distribution systems employing ozonation should still maintain chlorine residuals comparable to systems operating without ozonation. Another method is Ultraviolet Light disinfection. As with ozone, UV treatment leaves no residue in the water due to the use of UV light instead of chemical disinfectants.
3 The advantage of Sodium Hypochlorite, in comparison to Ozone Gas or UV Light disinfection, is that chlorine residual persists in the water for an extended period of time. This feature allows the chlorine to travel through the water supply system, effectively controlling pathogenic contamination. Staff recommends 12.5% Sodium Hypochlorite as the preferred chemical solution for chlorination of the water supply. A free chlorine residual of approximately 1.0 mg/l would be the target chlorine residual for the disinfection of the system. In order to achieve the desired 1.0 mg/l free chlorine residual, a dosage of up to 2.0 mg/l may be required. The selection of the appropriate metering pumps are based on individual flow rates at each well and a dosage of 2.0 mg/l chlorine After a review and an analysis of the economical and practical chlorination injection systems that are now readily available a Peristaltic Metering Pump is preferred over other types for the following reasons; a. Peristaltic pumps do not "air-lock" as is common with diaphragm pumps b. The pumps are extremely accurate over their entire range of settings c. Maintenance is simple and straightforward; it is essentially, change the tube on schedule The Engineers Estimate for the Injection Pump Equipment for eleven (11) City wells is $25,500. This estimate includes the cost for the purchase of the disinfection equipment as defined by the Pump Equipment Summary and Performance Specifications and also includes the estimated costs for the disinfection dosage analysis at each well and some minor electrical and miscellaneous costs. It is envisioned that once purchased, the equipment would be installed at each well by City Maintenance personnel. CITY FISCAL IMPACT: Improvements to and the maintenance of the City drinking water system are currently funded by the Water Enterprise Fund. Adequate funds are available to implement chlorination of the City s drinking water as described above. There would be no General Fund impact. The City reserves the right, in its sole discretion, to reject any bid which fails to meet bid requirements in any respect, to reject all bids for any reasons whatsoever and to waive minor irregularities in any bid. OUT OF STATE VENDORS - Since the city is required to pay the California use tax on goods purchased from an out of state vendor, out of state vendors who do not pay California sales tax, directly or subject to a California State Use Tax Permit, must include the use tax in the bid total. The use tax shall be calculated based on the sales tax rate applicable in the City of Red Bluff at the time the bid is prepared.
14 BID SUBMITTAL REQUIREMENTS - All bid proposals shall be in compliance with the following requirements. Failure to comply with the requirements shall be grounds for the rejection of a proposal. 1. The bid proposal shall be submitted in writing, signed by an authorized individual of the provider. 2. The cost for the required equipment plus the California State or Use Tax and any shipping, delivery or handling charges shall be included within all bid proposals. The proposals shall include a supported breakdown of all included costs. 3. Receipt and agreement with all exhibits accompanying the bid documents shall be acknowledged.
