The due dates for questions and proposals remain the same. I. Changes, Additions, and Modifications to the RFP A. Changes 1. Part I, Section 2.1 Award of Contract (page I-5) Add the bold, italicized text to the first paragraph: The County intends to award contract(s) on the basis of a combination of the evaluation of the offerors experience and qualifications, as well as the fee proposed. The County shall review responsiveness and responsibility of Offerors proposals. Award will not be based upon cost alone, and this solicitation does not commit the County to award contract(s), or to award to that firm(s) which has submitted the lowest fee. The County shall score costs based on the fees proposed for each alternative item. The discount rate proposed for Alternative C Bid Items shall be the discount rate applied to all fees proposed for Alternative A and Alternative B items if awarded both projects. 2. Part I, Section 2.3 Term of Contract (page I-5) Delete the text in its entirety and replace with the bold, italicized text below: 1

2 Bryans Road Well No. 7 Well Pump House and Civil Site Design The Contractor selected shall complete scope of work and all requirements contained herein within two hundred and forty (240) consecutive calendar days of a start date to be specified in a written a Notice to Proceed issued by the County. Water Tower No. 6 Waterline Extension and Civil Site Design The Contractor selected shall complete scope of work and all requirements contained herein within two hundred and sixty five (265) consecutive calendar days of a start date to be specified in a written a Notice to Proceed issued by the County. 3. Part II, Section 1.1 Definitions (page II-1) Delete the strikethrough text in the paragraph and add the bold, italicized text: The term COUNTY, as used herein, refers to the COUNTY COMMISSIONERS OF CHARLES COUNTY, MARYLAND, hereinafter called the COUNTY, represented by the CONTRACTING OFFICER, the Director, Department of Public Works Planning and Growth Management, or his designated representative who is authorized to act for the COUNTY. 4. Addendum 2 - Revised Cost Proposal Form (d. 04/30/2014) - Attachment A Delete the Revised Cost Proposal Form (d. 04/30/2014) in its entirety and replace with the Revised Cost Proposal Form (d. 05/21/2014) in Attachment A. 5. Addendum 2, Part III, Section (page 10) In the last sentence, delete the strikethrough text in the paragraph and add the bold, italicized text: The anticipated production for the proposed well (designed by others) is 500, ,000 gallons per day. 6. Addendum 2, Part III, Section (page 10) Delete the strikethrough text in the paragraph and add the bold, italicized text: The well will be connected to the water system based on the work designed under this Request for Proposals. The well pump will be capable of delivering 800 at least 500 gallons per minute (gpm) into the Bryans Road water system. 2

Addendum 2, Part III, Section (page 10) Delete the strikethrough text in the paragraph and add the bold, italicized text: The water line shall be stubbed in order to be connected to the future well pump house and water tower. Note that the well pump will be capable of delivering 350 at least 400 gallons per minute (gpm) into the Waldorf water system. 8. Addendum 2, Part III, Section (d) (page 21) Add the bold, italicized text to the first paragraph: Exterior building and tank lighting to include manual and photo-cell controls, interior lighting, and exhaust fans & louvers with motorized dampers on the well pump house and at least one outdoor 110v receptacle. 9. Addendum 2, Part III, Section (j) (page 22) Add the word level to the first sentence and append this item as shown in bold, italicized text: Well pump controlled by the Bryans Road Fire House Tower level via SCADA, the system pressure (measured locally or remotely via SCADA), or operated in manual. The County has designed a standard control panel for pumping into the system whose inclusion in the design must be coordinated with the County. Well pump to be controlled via a variable frequency drive (VFD). 10. Addendum 2, Part III, Section (u) (page 23) Delete the text in its entirety and replace with the bold, italicized text below: A Certificate of Analysis of water samples obtained during well pumping tests which is to be used in the design of the treatment system is included in the Appendix 1 Exhibits. 11. Addendum 2, Part III, Section (f) (page 23) Delete this item in its entirety. 12. Addendum 2, Part III, Section (a) Add the bold, italicized text to the end of the paragraph: A telemetry system and OMNI antenna which will include a path analysis and determination of the appropriate antenna height. This shall include any 3

4 adjustments and programming to the receiving unit located at Mattawoman Wastewater Treatment Plant (MWWTP). Standard County alarms will be included in the programming. The SCADA system will have to conform to the new requirements that are being developed by Westin including the telemetry unit and programming. There are new specific requirements for the monitoring of a well building and water tower I/O's that will need to be incorporated in the design. For reference, the Department of Utilities SCADA Monitoring Requirements per Facility Type is included in Appendix 5. B. Additions 1. Addendum 2, Part III, Section Add the following bold, italicized text to the list as items (v) and (w): (v). Include tap for feeding Citric Acid to control PH in the finished water, due to PH being somewhat basic in the distribution system. Include small chemical feed pump to feed maximum 10 gpd. Pump should be designed to operate in automatic with well-pump or in manual. (w) Provide room air conditioners, augmented by proper ventilating fans inside the cabinets as necessary to maintain air temperatures below 95 degrees Fahrenheit inside electrical devices. Provide significant air conditioning to keep the temperature inside the VFD below 95 degrees Fahrenheit at all times, under all environmental and operating conditions. 2. Addendum 2, Appendix 1 Exhibits (APP-1) Add Attachment C as Exhibit 5 - Certificate of Analysis. 3. Pre-Proposal Meeting Notes Introduction Good morning, and welcome to the pre-proposal meeting for RFP 14-32, BRYANS 4

5 ROAD WELL NO. 7 WELL PUMP HOUSE AND CIVIL SITE DESIGN & WATER TOWER NO. 6 WATERLINE EXTENSION AND CIVIL SITE DESIGN. My name is Shanna Reese, and I am the Assistant Chief of Purchasing for Charles County Government. Also with us today is Mr. Charles Strawberry of the Department of Planning & Growth Management, Capital Services Division, and Mr. Dan Shannon of the same organization. The County has issued two addendums to date. Addendum 1 changed the solicitation schedule. Addendum 2 expanded on the scope of the project and the Cost Proposal Form was revised. Bryans Road Well No. 7 o The primary purpose of the project is to prepare project drawings and specifications for the construction of a well pump house, on-site improvements, and a waterline extension in order to supply potable water to the County s existing Bryans Road Water System. Waldorf Tower No. 6 o The primary purpose of the project is to prepare project drawings and specifications for the construction of a waterline extension, gravity sewer service, and civil site design in order to supply potable water to a proposed two million gallon elevated storage tower. The meeting will be conducted in 2 parts. o I will first review selected portions of the Instructions to Offerors within the RFP. Items not reviewed should not be construed as being less important than those reviewed. No information will be presented that is not already contained within the solicitation. I will then ask for any questions pertaining to the Instructions to Offerors. o The meeting will then be turned over to Mr. Strawberry who will discuss technical aspects of the project, and entertain any technical questions. If you have not already done so, please sign-in on the attendance roster. Procurement Discussion / Questions All solicitation documents may be found on the County Bid Board. Ensure all required forms and any other information required is complete and in your proposal package. o Cost Proposal Form in Addendum 2 and as instructed in Part I, Section 1.2 Proposal Content. Form must be completed in its entirety. o Addendum Certifications on page I-20. Submit one (1) unbound original and one (1) bound copy of your entire proposal package and six (6) bound copies of your Technical Proposal. o Do not include any cost information in your technical proposal package. All questions should be directed to me via the contact information provided in the RFP. 5

6 No information obtained from any source other than the Solicitation documents found on the County Bid Board, or from me or Mr. Strawberry, may be considered to be accurate. Important dates are noted in Addendum One. Proposals must state that they are valid for 120 days from the due date. There is an aspirational 25% MBE goal for this solicitation. We encourage you to meet that goal. This program is subject to the County s SLBE program. Information is available in Part I, Section 5.2 of the solicitation. The Contractor selected shall complete the scope of work and all requirements contained herein within: o Bryans Road Well No consecutive calendar days after start date specified in a written Notice to Proceed. o Water Tower No consecutive calendar days after start date to be specified in a written a Notice to Proceed issued by the County. Insurance requirements are located on page I-10 of the RFP. The protest policy may be found on page I-5. The County may reject any and all proposals for any reason it deems necessary, and may waive any irregularities and/or informalities, and make award in any manner that is in the best interest of the County. Award this contract on the basis of a combination of the evaluation of the offerors experience and qualifications, as well as the fee proposed. 50 points technical and 50 points cost. o The County intends to award contract(s) on the basis of a combination of the evaluation of the offerors experience and qualifications, as well as the fee proposed. o The County shall review responsiveness and responsibility of Offerors proposals. o Award will not be based upon cost alone, and this solicitation does not commit the County to award contract(s), or to award to that firm(s) which has submitted the lowest fee. By submitting a proposal in response to this solicitation, the Offeror certifies that their firm is not debarred, suspended, or otherwise ineligible for participation in government procurement by the federal government, the State of Maryland, or any other state, county, or municipal government. Subcontractors may be proposed in response to this solicitation without prior approval of the County, but must be clearly identified in the proposal as specified in Part I, Section 6.6 Subcontractors. Are there any questions pertaining to the procurement process? I will now turn the meeting over to the Mr. Strawberry and Mr. Shannon, who will discuss technical aspects of the project, and answer any technical questions. 6

7 Technical Discussion Bryans Road Well No. 7 o This project involves a 900 foot waterline extension to the proposed site. o This project is grant funded through MDE. o The current well has been drilled and is being developed. This location is also the proposed site for a future water tower. Water Tower No. 6 o This project includes a well and waterline extension. o The well civil site design includes the siting of a future well and tower. The well and water tower will be developed under future projects. Two (2) sets of construction plans are required for both projects. If this project is awarded to one design firm, the County expects the projects to be completed simultaneously. The water towers are not included in the scope of these projects; the towers are to be sited on the site layouts. Technical Questions Question 1 Question: Bryans Road Well No. 7 Are the site and tower different from Water Tower #6? Response: Yes. Question 2 Question: Will the civil site plans include review of how to incorporate a tower at the Bryans Road Well No 7 site? Response: Yes. Question 3 Question: These projects will require two separate sets of bid documents? Response: Yes. Each project will have two separate bid documents. Added Response. Both projects/sites will have an on-site bid documents and off-site bid documents (waterline extensions) in order to have the option to bid each portion separately. Question 4 Question: Regarding the well pump part of this project, is this to be provided by the driller? Is the anticipated pumping rate 350 gpm or 800 gpm per Addendum 2, Part III, Section (Page 10). Response: The well pump is being provided by the Contractor. The pumping rate(s) gpm will be clarified in an upcoming addendum. Added Response: See Items I.A.5 & 6 above. 7

8 Question 5 Question: Does this project include water treatment? Response: Yes. Question 6 Question: Is the lab report available. Response: This will be made available to the winning bidder. See Attachment C of this addendum. Question 7 Question: Will public participation be necessary for the tank? Response: The County will require support from the design engineer, including any exhibits. The County is not anticipating any Public Information Meetings (PIM) for these projects. Exhibits will only be required as needed. Question 8 Question: Is geotechnical services required for the tank? Response: No. This was completed under a previous feasibility study and does not apply to this scope of work. Question 9 Question: Are the borings and quantities in feet? Response: Yes. The County has included these items as contingencies in case of need. Borings are to support the on-site and waterline extension design. The fee represented on the Cost Proposal Form shall include mobilization costs associated with the borings. Question 10 Question: Has the well been constructed for Tower No 6? Response: No. Question 11 Question: The revised Cost Proposal Form in Addendum 2 may cause an error when calculating the contingencies. Response: We will revise the Cost Proposal Form in the upcoming addendum. Added Response: See the revised Cost Proposal Form included in Attachment A of this addendum. Question 12 Question: Are the pipe and well drilled for the Bryans Road Well? Response: The well is drilled. Upon completion of the well, a pit less adapter along with a pump discharge pipe/stub will be installed. This project will connect to the well/pump discharge pipe. 8

9 Question 13 Question: Will SMECO power need to be included to the riser at some point and electrical from the meter to the well house? Response: Yes. Added Response: The design of the electrical system to operate the pump, well pump house, SCADA system and all components for a fully functioning well site is part of the project scope. Question 14 Question: Are water and sewer easements covered for Tower No. 6? Response: Yes. Added Response: Per Addendum 2, Part III, Section easement plats will be needed for the water line extension. Question 15 Question: Does the County require MDE permits for the tower? Response: No. The tower design is not part of the project scope. Question 16 Question: Will the 16 water main require MDE permits? Response: Yes. Question 17 Question: Will the inverts for the sewer be provided by the County? Response: Yes. Question 18 Question: Are additional meetings and submittal reviews going to be required with MDE for coordination purposes? Response: No. Question 19 Question: Can meetings for both projects be combined or will these require meetings on separate days? Response: If one consultant is awarded both, the County and the Consultant will have one meeting for both projects on the same day. Question 20 Question: Will the design engineer need to coordinate with the Department of Public Works Utilities Division? Response: No, Capital Services will coordinate with Utilities if necessary. All work effort will pass through Capital Services. Question 21 Question: Is submission to Charles County s regulatory agency included? 9

10 Response: Yes, Capital Services will handle submissions to Charles County CPIS. Submission to outside agencies such as SHA and MDE will be handled by the Consultant. Question 22 Question: Regarding Water Tower No 6, will plans need to be submitted to the Planning and Design Review Board? Response: No, we do not anticipate having to submit to the Planning and Design Review Board. Question 23 Question: Regarding Water Tower No 6, has the County coordinated with the FAA? Response: Yes. The FAA was contacted during the feasibility study and this should not be an issue. Please reference the Feasibility Study included in the bid documents. Question 24 Question: Is the well house design situated over new well? Response: This is to be determined by the Consultant as part of the Concept Layout. Typically in the County, the well house is not situated over the well. The design will be vetted through DPW-Utilities. Question 25 Question: Will the County be providing a list of the preferred types of equipment? Response: The preferred equipment is listed in the scope of work under Section starting on Page 21 of Addendum #2. If the design engineer has questions, they should be addressed through the project manager. Question 26 Question: Will tank design be required in the future and the surveying for them? Response: Not as part of this contract. The Bryans Road Tank is planned for 15 to 20 years in the future. Tower No. 6 will be advertised separately as a design/build project. III. Written Questions Received through 05/14/2014 Question 27 Question: Is there an estimated cost or any budget information available for the design or construction of the well house and water tower? Response: The County is not releasing this information for this project. Question 28 Question: Addendum #2, part III Revised scope of work, Bid Item A-5, paragraph (g) page 21- Please clarify if the design is to include a liquid chlorine feed system with bulk storage or only limit to provide provision/space allocated for this system? Response: The County desires both Chlorine Tablet Feeder and Liquid Chlorine (Sodium Hypochlorite) Feed system. For Liquid Chlorine, there needs to be a separate room to accommodate a 500 gallon storage tank with secondary containment in the 10

11 event of a spill, with heat and vented to outside. A separate room, also with heat, will contain the Liquid Chemical pumps and Chlorine-tablet feeder system. A third room, also heated, will contain electrical equipment and Cla-valve and Citric acid feed. Question 29 Question: Addendum #2, part III Revised scope of work, Bid Item A-5, paragraph (p) page 22 Please clarify if the generator needs to be located inside the well pump house in a separate room or locate outside with sound attenuation/weather proof enclosure. Response: The generator should be located outside with sound attenuation/weather proof enclosure in a location where fuel can be delivered by a contractor. The generator will provide power to operate the well-pump during power outages and all the other equipment on site, for example, the chemical feed system. Question 30 Question: Addendum #2, part III Revised scope of work, Bid Item A-5, paragraph (u) page 23 If available, please forward test results of water samples from the well driller. Response: Test results are included in Attachment C of this addendum. Question 31 Question: Addendum #2, part III Revised scope of work, Bid Item A-5, paragraph (f) page 23 Pure Aqua does not offer any chlorinator. For disinfection, they offer only UV sterilizers and Ozonation products. Should this line item be deleted? Line item (e) already specified ACCU-Tab Power 3075 chlorine tablet feeder for chlorination. Response: Item Addendum 2, Part III, Section (f) has been deleted via this addendum. Question 32 Question: We were told that the soil borings will be by others, but not clear who will be staking/locate them. Are the engineer tasked with stake out/locate the soil borings? Response: Perhaps there was a misunderstanding concerning boring being provided by others. Boring for the foundation design for the towers would be by others. Borings for paving design, SWM, waterline design, pump house foundation, etc. is part of the civil design and thus the engineer is tasked with stakeout/location (and quantity) of the borings. Question 33 Question: The County will provide the engineer with AutoCad files of field run topographical and boundary survey data of the well site property and right of way for the waterline extension. However, the Bryan Road Well site does not appear to have been obtained by the county, according to our review of public records. 1). Will the engineer need to include the subdivision and creation of the well lot in our survey efforts? 2). Will 11

12 the waterline extension require easements or will it be located within the existing road right of way? Response: The well site has belonged to the County since The engineer will not have to include the subdivision or creation of the well lot in their survey efforts. The waterline extension for the Bryans Road Well will require easement plats to be prepared. Added response for clarification: The topographic information along the right of way of Livingston Road is field run. The topographic information on the well/tower site is flown with field run control. Question 34 Question: Please clarify if a new variable frequency drive is required for the new well pump? Response: A new variable frequency drive is required for the new well pump. Question 35 Question: Please clarify if air conditioning will be required for the well pump house? Response: Air conditioning will be required in accordance with Section 8.2 C. (2) (a) (v) of the current Charles County Water and Sewer Ordinance. Question 36 Question: The RFP calls for one unbound original and one unbound copy of the Original Proposal. However, in the pre-proposal meeting it was mentioned that the one copy should be bound. Please clarify whether the copy should be bound or unbound. Response: Please submit one (1) unbound original and one (1) unbound copy of the Original Proposal package as specified on Page I-2 of the solicitation. Question 37 Question: At the pre-proposal meeting, the County said that the following items would be posted in an addendum. When will these three items be posted? a. A second revised Cost Proposal Form that breaks out the contingency items for the two separate sites. b. The Water Quality Report c. Pre-Proposal meeting minutes Response: All requested information is contained within this addendum. 12
