6 Design for Efficiency Scheme (DfE DfE) Objective To encourage investors in new facilities in Singapore to integrate energy and resource efficiency improvements into manufacturing development plans early in the design stage Form of assistance Funds 80% or S$600,000 (whichever is lower) of the cost of conducting a design workshop A design workshop is an intensive, highly integrative and multidisciplinary 2-3 day session that brings together multiple internal experts and competent external energy consultants at the design stage Overseas example: Texas Instruments (TI) cut utility costs by 20% and water usage by 35% over previous fabs yet it cost US$220m less than TI s last Dallas factory
7 DfE - Eligibility Criteria Company Owner or operator of new industrial facility in Singapore Consultants Experienced external consultants with good track record in carrying out design workshops of a comparable scale and scope * Consultants should be external experts providing facilitation and technical expertise to the design workshop. They should not be design consultants directly involved in design development.
8 Energy Efficiency Improvement Assistance Scheme (EASe EASe) Objective To incentivise manufacturers and building owners and operators to engage qualified energy service companies to carry out detailed studies on their energy consumption and identify specific areas for energy efficiency improvement Form of assistance Funds up to 50% of the cost of engaging Energy Services Companies or ESCOs to conduct energy assessments Maximum amount of funding to any single facility or building is capped at $200,000
9 EASe - Eligibility Criteria Company Owner or operator of manufacturing facility or building in Singapore Energy Service Company (ESCO) External consultants, accredited under ESCO Accreditation Scheme administered by NUS Energy Sustainability Unit or Experienced overseas internal appraisal teams with good track record in carrying out projects of a comparable scale and scope
10 EASe - Status As of 31 Dec 08, $3.22m approved for 121 industrial facilities and buildings Potential annual savings of more than 340 (~$30m) gigawatt-hrs are estimated
11 EASe - Success Stories Singapore Oxygen Air Liquide Pte Ltd (SOXAL) Annual savings achieved: S$324,000, 2160MWh Implementation costs: S$266,000 Payback: 0.8 year Measures implemented Replaced existing chillers and pumps with more efficient models Optimised pumps by installing variable speed drives Shut down chiller plant at night Singapore Post Annual savings achieved: S$1.2million Implementation costs: S$2million Payback: 1.7 years Measures implemented Replaced existing chillers with more efficient models Optimised pumps and cooling towers by installing variable speed drives
12 Grant for Energy Efficient Technologies (GREET) Objective To encourage owners and operators of industrial facilities to invest in energy efficient equipment or technologies Form of assistance Funds up to 50% of the qualifying costs, capped at $2 million per project. Projects with a payback of more than 3 years, but 7 years or less, would be considered for funding. Qualifying costs Manpower cost Equipment and materials Professional services
13 GREET - Eligibility Criteria Company Owner or operator of existing/ new industrial facility in Singapore Project The proposed project must meet the following criteria: The project must involve installation and use of energy efficient equipment or technologies with a proven track record of energy savings in an industrial facility. The project must result in measurable and verifiable energy savings. The project must not have commenced at the time of application. The project should be completed within 20 months from the approval of grant.
14 Innovation for Environmental Sustainability (IES) Fund Objective To provide seed funding for industry-led projects, including energy efficiency projects, that could contribute to the long-term environmental sustainability of Singapore. Form of assistance Funds up to $2 million through a three tier funding structure: Full Funding Tier 1: Projects that result in technologies that could be directly employed by the Ministry, and which the Ministry has the intellectual property rights to the final technologies and/or products. Partial Funding (up to 50% of qualifying costs) Tier 2: Projects that aim at the development of environmental technologies and/or products that would have industry-wide benefits/ applications. Tier 3: Projects that aim at improving the environmental performance of a company (up to 50% of qualifying costs for manpower, and up to 30% for others)
15 IES Fund - Eligibility Criteria Company Any Singapore-registered company Project The proposed project must meet the following criteria: Seek to establish the technical viability of a technology or process, or demonstrate local/ new applicability of a capability Have strong elements of innovation and early adoption The outcome of the pilot project, if implemented, will help Singapore meet the goal of environmental sustainability Project has not commenced at the time of application Project duration will not exceed 3 years

17 SCEM Training Grant Objective To develop local expertise and capability in professional energy management Form of assistance Substantially funds the SCEM training cost at the Professional Level Qualifying candidates need only pay $900 ($963 with GST) upfront for full 144-hour professional level SCEM Programme (4 core + 2 elective modules) Candidate must: have a Degree have at least 1 year of relevant engineering experience; and be a Singaporean or Permanent Resident
