The benefits of having a non-potable water distribution system include more efficient use of a limited resource, lower operating costs for treatment, and avoided capital costs on the potable water system. Primary sources of supplies for the non-potable water system include treated wastewater originating from the Windy Gap Project; ditch water from Clear Creek, Coal Creek, and the South Platte River; and wastewater effluent from the City of Aurora and Consolidated Mutual Water Company. The current non-potable water system includes 96 connections that irrigate approximately 1,500 acres of land. In 2015, approximately 16% of Broomfield s total water demands were met from the non-potable system. Broomfield has been finalizing the plans for several capital projects to fully utilize the nonpotable water rights owned by Broomfield. Two initial phases of the non-potable water planning process have previously been completed: 1) determining irrigation demand factors and 2) evaluating Broomfield s existing non-potable supplies. The proposed study will analyze the costs and infrastructure to expand the non-potable water system to serve irrigation needs associated with future development in the northeast areas and to convert other irrigated areas that are currently served with potable water. Engineering consulting services are needed to develop a hydraulic model to determine the distribution pipe sizes, water storage, and pressure equalization requirements for a range of three to five build-out scenarios. This information will be used by staff to evaluate the expansions of the system in coordination with non-potable water license sales. A Request for Proposals process began on September 1, 2015, and yielded two proposals. Interviews with the two consulting firms were conducted, and Broomfield staff determined that Wright Water Engineers, Inc. submitted the lowest responsive cost proposal for this project. Proposed Resolution No contains the necessary actions to approve the consulting agreement with Wright Water Engineers, Inc. for development of a Non-potable Water System Planning Study document in an amount not to exceed $137,600. If approved, staff anticipates the project will be completed by July Prior Council Action On May 23, 2006, Council approved Resolution No , authorizing an IGA with Northern Colorado Water Conservancy District to provide substitute supplies for Colorado-Big Thompson project effluent. On January 13, 2009, Council approved Ordinance No. 1908, authorizing an agreement with Pulte Homes to acquire various reuse system water rights and infrastructure improvements. On August 25, 2009, Council approved Resolution No , authorizing an IGA with the Ground Water Management Subdistrict of the Central Colorado Water Conservancy District, for the Construction of Water Facility Improvements for the Heit and Koenig Pits. On August 25, 2009, Council approved Resolution No , authorizing a carriage agreement with the Meadow Island No. 1 Ditch Company, to allow for Broomfield to utilize excess ditch capacity to carry water from the South Platte River to the Heit Pit. On July 9, 2013, Council approved Resolution Nos and authoring acquisition of utility easements in the vicinity of the Heit Pit. 2 Development of a Non-potable Water System Planning Study Page 2 BACKGROUND Broomfield s non-potable water system came on line in The original service area included Interlocken and numerous Broomfield parks. Since that time, several expansions have occurred, the most significant being the addition of the public and HOA areas of the Anthem residential development near Sheridan Parkway and the Northwest Parkway. The non-potable water system currently serves 96 connections and irrigates approximately 1,500 acres of land within the City and County of Broomfield. Attachment 1 shows the extent of Broomfield s non-potable water system. The primary source of non-potable water in Broomfield is treated effluent generated from use of Windy Gap water supply. This water is pumped to Great Western Reservoir during the winter months, stored, and then used to irrigate parks, public rights-of-way, and other areas during the spring, summer, and fall months. Other primary sources of supply for the non-potable system include raw water from ditch shares on Clear Creek, Coal Creek, and the South Platte River, and wastewater effluent from the City of Aurora and the Consolidated Mutual Water Company. The proposed Non-potable Water System Planning Study is an integral step in Broomfield s comprehensive water resources planning efforts. By defining the extent of the non-potable system at build-out, the irrigation demands on the long-term, required potable water system can be reduced. Decreasing the potable water demand reduces the capacity and capital investment of the potable system infrastructure (i.e. treatment, storage, pumping, and distribution). The non-potable planning study will assist Broomfield in determining the financial feasibility of expanding the non-potable system. PREVIOUS COUNCIL ACTIONS Broomfield has entered into various agreements that support the potential expansion of the nonpotable system to the northeast area. These agreements are summarized below: Intergovernmental Agreement (IGA) between Northern Colorado Water Conservancy District (NCWCD) and Broomfield May 23, 2006, Resolution No This IGA with NCWCD provides a means for Broomfield to increase its reuse water supplies to include Colorado-Big Thompson (C-BT) effluent. In accordance with the IGA, Broomfield can use C-BT effluent for its reuse system and provide other substitute water supplies for subsequent deliveries within the NCWCD boundaries. Reuse Agreement between Pulte Homes Corporation and Broomfield January 13, 2009, Ordinance No Under this agreement, Broomfield acquired various reuse system improvements, including transmission pipelines, Siena Reservoir in Broomfield, the Heit Pit (storage reservoir) near the South Platte River, and several ditch company shares on the South Platte River and South Boulder Creek. In exchange for the assets, Broomfield provided Pulte with credits toward existing and future reuse tap license fees within the Anthem development. Intergovernmental Agreement between the Groundwater Management Subdistrict of the Central Colorado Water Conservation District (CCWCD) and Broomfield August 25, 2009, Resolution No This agreement provides for cost-sharing abilities on shared facilities that provide benefit to both parties. These costs would include design, construction, and maintenance and would include items such as a splitter structure to regulate flows and a river outlet pipeline back to 11 (e) - Page 2

It also provides for buy-in capabilities for CCWCD concerning the groundwater wells and the collection pipeline from the groundwater wells. Carriage Agreement with the Meadow Island No. 1 Ditch Company August 25, 2009, Resolution No This agreement allows Broomfield to use an existing ditch to convey water from the South Platte River and other tributaries to the Heit Pit for storage. Acquisition of a Utility Easement from Robert M. Stahl and Mary E. Stahl and Acquisition of a Utility Easement from the Christine J. Smith Revocable Trust and Robert M. Stahl c/o Robert M. Stahl July 9, 2013, Resolution Nos and These acquisitions were for the easements that are necessary to construct and operate several groundwater wells and related infrastructure including pumps, motors, piping, electrical equipment, and control lines. These wells will be located along the west bank of the South Platte River. The wells would pump water from the South Platte River to a splitter structure for delivery to Heit Pit. NON-POTABLE WATER SYSTEM PLANNING STUDY The proposed study will analyze the costs and infrastructure improvements to expand the nonpotable water system to serve future development in the northeast areas and convert other irrigated areas that are currently served with potable water. The objective is to develop a longterm plan that documents future water needs and defines the scope of future capital improvements. This document will serve as a roadmap for future expansion of the non-potable system, not only for the northeast area of Broomfield, but for existing landscape that could be converted to non-potable water, decreasing the demand on the potable system. Two phases of the non-potable water planning process have already been completed: 1) determining irrigation demand factors for various types of landscapes, and 2) evaluating the yield of Broomfield s existing non-potable supplies. The next phase in the planning process includes the development of a hydraulic model to determine the distribution pipe sizes, water storage, and pressure equalization requirements for various build-out scenarios. Engineering consulting services are needed to develop and run the hydraulic model. The findings from the study will be used by Broomfield Public Works and Finance staff to evaluate the expansions of the system in coordination with non-potable water license sales. The Proposed Non-potable Water System Planning Study includes the following the following tasks: Development of service scenarios and associated demands; Definition of future capital improvements and future supply needs; Identification of implementation thresholds and construction schedules; and Preparation of a final Non-potable Water System Planning document. REQUEST FOR PROPOSALS AND EVALUATION RESULTS A Request for Proposals (RFP) to complete a Non-potable Water System Planning Study was posted on Rocky Mountain Bid System on September 1, The solicitation was viewed on the Rocky Mountain Bid System by 44 companies. In addition, staff contacted six engineering firms directly that Broomfield has worked with in the past to inform them that the RFP had been 11 (e) - Page 3

One was unable to submit a bid due to workload issues, and a second didn t specialize in this type of work and did not submit a bid. Two of the firms contacted did not respond. Ultimately, two of the engineering firms contacted submitted proposals for the project: Leonard Rice Engineers, Inc. (LRE) and Wright Water Engineers, Inc. (WWE). Staff performed independent reviews of the firms proposal documents, and both firms were interviewed. WWE s proposal showed that this company and the key professionals that would be assigned to this project have extensive experience with non-potable water systems and planning. Their proposal primarily followed the scope as written in the RFP, but explained potential issues and challenges that could arise during the planning process and how WWE would handle these challenges. Their modeling team consisted of in-house staff who had extensive experience in developing water distribution system models. In addition, their fees were very competitive. The table below lists the amounts associated with the two cost proposals: Company Name Amount Wright Water Engineers, Inc. $137,600 Leonard Rice Engineers, Inc. $183,400 Broomfield staff reviewed the proposals and evaluated the firms based on understanding and approach to the project, the firms' ability to communicate with Broomfield staff, the firms' experience working with Special Districts and/or city and county agencies on master plans for non-potable water, and the not-to-exceed cost. At the conclusion of the review process, WWE received the highest evaluation score and was determined to have the lowest responsive cost proposal that would meet the project requirements. FINANCIAL CONSIDERATIONS Broomfield s 10-year capital improvement program for the water reclamation system includes the funding for the development of a Non-potable Water System Planning Study. Policy UT-B.5: Phase infrastructure to match the rate of development, while avoiding excessive debt expense and negative fiscal impacts. Policy UT-C.4: Use non-potable water systems (non-potable or raw water) for irrigation whenever possible. PROPOSED RESOLUTION Proposed Resolution No contains the necessary actions to approve the Consulting Agreement with Wright Water Engineers, Inc. to conduct a Non-Potable Water System Planning Study.
