Project Objectives The overall development objective of the project is to increase access to safe water supply and sanitation in all states by building a sustainable management system and developing the knowledge on water resources in Southern Sudan. 3. Project Description The project will have the following major components, each supporting a range of activities. The components are water supply, sanitation and hygiene promotion, water resources technical support, capacity building, and strengthening the data base and Project Management support. The detailed description of the components is as follows:- Component 1 - Water Supply: This component will finance an additional 90 new boreholes; rehabilitation of 1050 existing boreholes; and a variety of other schemes (including 20 hand-dug wells, 20 new and 13 rehabilitation of small water supply distribution systems, 2 hafirs (surface open water reservoirs), 1 Water Distribution System with Treatment and 6 spring protection systems and 6 spring protection systems. In addition, this component will also finance the assessments, feasibility studies and design of water supply and sanitation systems for 7 state capitals (Bor, Rumbek, Yambio,

2 Torit, Kajoke, Awel, and Bentiu ).. The focus will be on previously neglected areas identified from the MWRI database and in response to requests received from County and State authorities. Component 2 - Sanitation and Hygiene Promotion: - Under Phase I, sanitation achievements were very modest as not enough emphasis was put on sanitation. In The WSSP more emphasis will be made on the sanitation component in both the rural and urban areas and the concept of Community Lead Total Sanitation will be promoted. The focus will continue to be on household, environmental and institutional sanitation, both in the rural and urban areas, such as in a number of public places, including schools, health facilities, markets and bus parks, and provision of equipment for sewage removal and disposal, with emphasis on effective delivery of key hygiene messages to effect behavioral change. MWRI will work more closely with MoH and MoEST before contracting institutional latrines at health centers and schools to ensure facilities are built where they are really needed and to avoid duplication. VIP type latrines will be promoted for those who can afford to build them. Unsustainable subsidies will be discouraged. Component 3 - Water Resources Technical Support: - Given the prevailing conspicuous lack of accessible data on the water resources of Southern Sudan, a knowledge based activities of WRM as a component in the WSSP have been included. This is to provide technical assistance for designing a water information system for the water resources (surface and ground water) assessment in southern Sudan to enable collection of muchneeded information on the water resources of Southern Sudan and development of guidelines on future activities. Furthermore, the TA will also strengthen the capacity of MoWRI and community based committees to ensure that there is adequate capacity to implement and monitor environmental and social mitigation measures. Establishment and equipping of water quality laboratories in state capitals including training of staff will be one of the main activities under this component. Component 4 - Capacity Building: - The Capacity Building unit under RWSSP Phase 1, undertook a needs assessment of both institutional and human resource development needs across the 10 States. The results of the units work are encapsulated in the RWSSP Capacity Assessment Report which forms the basis for capacity building under this project. This component aims to build on the process of building capacity of staff, giving emphasis to gender balanced selection of staff, at the central and state levels in the management, monitoring, operation and maintenance of rural and urban water and sanitation utilities. The component will also provide for improvement of office space, provision of vehicles, office equipment, and furniture, acquisition of billing and communication systems for the water operations and the rehabilitation of Amadi National Training Centre. The capacity building will also include training by consultants during the feasibility study, design and construction phases. Component 5 - Project Management Support and Strengthening MIS/Data Base: - This component include the technical support to be provided to the Project Management Team (PMT), the operating expenses of the project and a continuation of the establishment and strengthening of database for water supply that was started under Phase I. The PMT will

3 be supported by a technical assistance support team (TAST) whose composition and scope will be defined. Under Phase I, a prototype Management Information System (MIS) and Water supply database has been developed and staff have been trained on its structure, how to input data. Follow up on this and providing technical support for further effective use of the system and setting up a network to connect all the departments in MWRI including the 10 state directorates are important activities under this component. 4. Key Safeguard Policy Issues and Their Management A. Summary of Key Safeguard Issues 1. Describe any safeguard issues and impacts associated with the proposed project. Identify and describe any potential large scale, significant and/or irreversible impacts: Since this project entails renovation of old and building of new constructions such as: boreholes, water points, public latrines, household sanitation facilities, training centers, warehouses within the counties, and other rural water and sanitation facilities, it triggers the Environmental Assessment (OP4.01) and the Involuntary Resettlement (OP4.12). An Environmental and Social Assessment Framework (ESAF) is chosen as a mitigation instrument because the sites and locations of sub-projects are not yet identified. The draft ESAF for Southern Sudan is currently applied to all MDTF financed projects and will guide environmental and social impacts and mitigation instruments for the sub-projects. This draft ESAF will be endorsed by the Environment Directorate prior to the effectiveness of this project and will be disclosed in country and in the InfoShop by December The ESAF guidelines will also be reflected in the Operations Manuals, which will be completed prior to sub-project implementation.

4 All sub-projects will be small scale and provide substantial environmental improvements and positive social impact. The sub-projects will require acquisition of small segments of land, but as the project activities are in the rural areas, acquiring land will not be a constraint. The existing ESAF will guide the process of environmental screening, development of EMP and land acquisition for the sub-projects. In the highly unlikely event of involuntary resettlement, RAPs will be prepared as per the guidelines in the ESAF and the Operation Manual, by the State Water Directorate and disclosed in the respective States. The project will triggers OP 7.5 (Projects on International Waterways) since component 3 deals with provision of technical assistance for assessing water resources of Southern Sudan which constitutes "water surveys" under paragraph 7(b) of OP However, the activities under this component are to do with an upstream desk based study. The component is purely water information system for assessing surface and ground water resources in Southern Sudan and hence there is no notification requirement since the project falls under paragraph 7(b) exception. In this regard a memo seeking the agreement on this exception has been prepared for submission to the African Region Vise President. OP 7.6 (Projects in Disputed Areas) will not be triggered. The Ministry of Water Resources will implement the project only in the ten States of Southern Sudan and not in the conflict affected Three Areas; Abyei, South Khordofan and Blue Nile. 2. Describe any potential indirect and/or long term impacts due to anticipated future activities in the project area: direct or indirect long term negative impacts are anticipated from the implemention of the project. 3. Describe any project alternatives (if relevant) considered to help avoid or minimize adverse impacts. Since there are no long term direct and indirect anticipated impacts alternative to avoid adverse impacts were not considered. 4. Describe measures taken by the borrower to address safeguard policy issues. Provide an assessment of borrower capacity to plan and implement the measures described. Implementation capacity at the Ministry of Water Resources and Irrigation (MWRI) is limited including Environmental management capacity. The Project Management Team (PMT) in the MWRI is assisted by a technical assistance team (TAST) of international consultants which has a safeguards specialist as part of the team. There is also an Environmental specialist within the MWRI. These two environment and social specialists, along with additional consultants to be contracted by the PMT, will develop the safeguards management capacity for the dedicated staff of the State Water Directorates to plan and manage environmental and social concerns in consultation with the Community Water and Sanitation Committees in the payams and bomas.

5 5. Identify the key stakeholders and describe the mechanisms for consultation and disclosure on safeguard policies, with an emphasis on potentially affected people. The key stakeholders for this project are the communities in the States. A participatory approach will be taken in planning sub-projects. With the support of the State Water Directorate staff, Community Water and Sanitation Committees (CWSC) will be formed at the boma/payam level to guide planning and implementation, ensuring representation of the different socio-economic groups in the community. The CWSC will prepare Facilities and Management Plans including, environmental & social impacts and mitigation plans, such as Environmental Management Plans and Resettlement Action Plans, (if required) for each sub-project and will be required to disclose locally in the local language. The selection of sites for sub-projects will be decided through a consultative process, especially with women and pastoralists and will be subject to the application of water resources planning and management to protect both surface and ground waters and avoid potential conflicts. The responsibility of managing the environmental and social safeguards will rest with MWRI and SWDs. All safeguards instruments are expected to be completed within 6 months after effectiveness.# B.
