9 The RDW is the NGO that administrates the Dutch carpark tasks Relevant tasks: Manages the national car park dbase by keeping track of the status of each car Facilitates the payment of roadtax Licenses automotive companies > Importers > Garages > Dismantlers Trains technical inspectors Issues roadworthiness certificates Issues license plates Provides car park data a.o. to ARN The RDW is a non profit non governmental organisation that reports to the Ministry of Transport 9

10 The RDW dbase contains crucial information to link every single car to a unique owner (private or business) dbase Contains information on Vehicle Identification Number (VIN) level about: Brand/model/type of car Gross Vehicle Weight Engine type Colour/ number of doors/ License plate number Technical status Owner (name and address) Status of the car > Company stock > Private ownership > Export > ELV Road Tax status Insurance status 10

38 Step 1 is de-registration and barcoding of ELVs De-registration - Online reported to ARN - Gives the dismantler a credit balance - Requires him to dismantle the ARN materials according to his ARN-contract Bar coding - Is part of the administrative work obliged by ARN - Specially developed for monitoring purposes - Traceability of ELVs until shredding 38

42 To finance the system a waste disposal fee on new car registrations was implemented in 1995 Recently granted 15,- (incl.19% VAT) for the period Waste disposal fee ( ) Negotiated with shareholder RAI and its members VAT Disposal fee Paid at first registration of a car in the Netherlands Equal for all brands, while there is no basis for differentiation Automatically transferred to the foundation A car can not be registered unless the disposal fee has been paid. 42

Recycling targets: > -as of 1/1/06 80% Reuse/recycling and 85% reuse/recovery > -as of 1/1/15 85% Reuse/recycling and 95% reuse/recovery Commission Decision with rules how to calculate reuse/recycling and recovery targets set out in Directive 2000/53/EC > Every member state is obliged to report on an annual basis, starting with data for 2006 within 18 months of the end of Waste Framework Directive (2006/12/EG) Netherlands The Management of ELV Decree (Bba) (24/05/2002) National waste framework 47

48 Minimum requirements monitoring: 1. Number and weight ELV s within member state > Rule: standard vehicle weight minus fuel (40kg) and driver (75 kg) 2. Amount of de-polluted materials (Table 1) > Rule: Dismantled materials in total kg per year. > Detailed information per material is on a voluntary basis, information provided by treatment companies 3. Amount of shredding (Table 2) > Rule: Metals, shredder residue, Non Ferro s based on shredder campaigns > NOTE: if a fixed metal content e.g 75% is used, declarations for reuse (spare parts) of each treatment facility is required and must be valid for 95% of the ELV s! 48
